  • ‫ﺍﻧﺗﺧﺎﺑﺎﺕ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻭﻁﻧﻲ ﺍﻟﺗﺄﺳﻳﺳﻲ‬ ‫)6(‬ ‫ﺑﻳﻥ ﺍﻟﺣﻠﻭﻝ ﺍﻟﻠﻳﺑﺭﺍﻟﻳﺔ ﻭﺍﻟﺭﻫﺎﻧﺎﺕ ﺍﻟﺛﻭﺭﻳﺔ‬ ‫ّ‬ ‫ّ‬ ‫ّ‬‫ﺃﻗﺭّ ﺕ ﺍﻟﺣﻛﻭﻣﺔ ﺍﻟﻣﺅﻗﺗﺔ ﺍﻟﺟﺩﻳﺩﺓ، ﺧﺎﺭﻁﺔ ﻁﺭﻳﻕ ﻻﻧﺗﺧﺎﺑﺎﺕ ﻣﺟﻠﺱ ﻭﻁﻧﻲ ﺗﺄﺳﻳﺳﻲ. ﻭﻳﺑﺩﻭ ﺃﻥّ ﻫﺫﺍ‬‫ﺍﻟﻣﺷﺭﻭﻉ ﻳﺳﺗﺟﻳﺏ ﻟﻣﻁﺎﻟﺏ ﺍﻟﻌﺩﻳﺩ ﻣﻥ ﺍﻟﻧﺧﺏ ﺍﻟﺳﻳﺎﺳﻳّﺔ ﺍﻟﺗﻭﻧﺳﻳّﺔ ﺑﻌﺩ ﻣﺎ ﻭﻗﻊ ﺗﻭﺟﻳﻪ ﺍﻋﺗﺻﺎﻡ ﺍﻟﻘﺻﺑﺔ ﺍﻟﺛﺎﻧﻲ‬ ‫ّ‬ ‫ﺇﻟﻰ ﻫﺫﺍ ﺍﻟﻣﻁﻠﺏ ﻭﺗﺗﻣﺛﻝ ﻫﺫﻩ ﺍﻟﺧﺎﺭﻁﺔ ﻓﻲ ﻣﺎ ﻳﻠﻲ:‬‫‪ ‬ﺇﻧﻛﺑﺎﺏ ﻟﺟﻧﺔ ﺍﻹﺻﻼﺡ ﺍﻟﺳﻳﺎﺳﻲ ﻭﺗﺣﻘﻳﻕ ﺃﻫﺩﺍﻑ ﺍﻟﺛﻭﺭﺓ ﻋﻠﻰ ﺻﻳﺎﻏﺔ ﻣﺷﺭﻭﻉ ﻗﺎﻧﻭﻥ ﺍﻧﺗﺧﺎﺑﻲ ﻳﺗﻌﻠّﻕ‬ ‫ّ‬‫ﺑﻛﻳﻔﻳّﺔ ﺍﻧﺗﺧﺎﺏ ﻫﺫﺍ ﺍﻟﻣﺟﻠﺱ ﻭﻗﺩ ﺣﺩﺩ ﻣﻭﻋﺩ ﻧﻬﺎﻳﺔ ﺷﻬﺭ ﻣﺎﺭﺱ 1102 ﻛﺄﺟﻝ ﺃﻗﺻﻰ ﻹﻧﻬﺎء ﺻﻳﺎﻏﺗﻪ، ﻳﻠﻲ‬ ‫ّ‬ ‫ﺫﻟﻙ ﻓﺗﺢ ﺑﺎﺏ ﺍﻟﺗﺭﺷﺣﺎﺕ ﻭﺑﺩﺍﻳﺔ ﺍﻟﺣﻣﻠﺔ ﺍﻻﻧﺗﺧﺎﺑﻳﺔ.‬‫‪ ‬ﺗﺣﺩﻳﺩ ﺗﺎﺭﻳﺦ 42 ﺟﻭﻳﻠﻳﺔ 1102 ﻣﻭﻋﺩﺍ ﻹﺟﺭﺍء ﺍﻧﺗﺧﺎﺑﺎﺕ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻭﻁﻧﻲ ﺍﻟﺗﺄﺳﻳﺳﻲ ﻣﻥ ﺃﺟﻝ ﺻﻳﺎﻏﺔ‬ ‫ﺩﺳﺗﻭﺭ ﺟﺩﻳﺩ ﻟﺗﻭﻧﺱ.‬ ‫ّ‬‫‪ ‬ﺭﻫﺎﻧﺎﺕ ﺍﻟﺣﻣﻠﺔ ﺍﻻﻧﺗﺧﺎﺑﻳﺔ ﻭﺗﺗﻣﺛﻝ ﻓﻲ ﺗﺣﺩﻳﺩ ﻧﻣﻁ ﺍﻟﺣﻛﻡ ﻭﺗﻧﻅﻳﻡ ﺍﻟﺳﻠﻁﺎﺕ ﺍﻟﻌﻣﻭﻣﻳّﺔ ﻭﺗﺣﺩﻳﺩ ﺍﻟﻘﻳﻡ‬ ‫ﻭﺍﻟﻣﻛﺗﺳﺑﺎﺕ ﺍﻟﺷﻌﺑﻳّﺔ.‬ ‫ّ‬‫ﻭﺗﻌﺗﺑﺭ ﻗﻭﻯ ﺗﻭﻧﺱ ﺍﻟﺣﺭﺓ، ﻭﺇﻥ ﻟﻡ ﺗﻁﻠﻊ ﺑﻌﺩ ﻋﻠﻰ ﺍﻟﻣﺷﺎﺭﻳﻊ ﺍﻟﺗﻔﺻﻳﻠﻳّﺔ ﻟﻣﺧﺗﻠﻑ ﺍﻟﻘﻭﻯ ) ﻟﻡ ﺗﺻﻎ ﺃﻭ‬ ‫ّ‬‫ﻟﻡ ﺗﻧﺷﺭ( ﺃﻥّ ﻣﺎ ﻳﻘﻊ ﺍﻟﺗﺭﻭﻳﺞ ﻟﻪ ﻋﺑﺭ ﻛﺎﻓﺔ ﻭﺳﺎﺋﻝ ﺍﻹﻋﻼﻡ ﻭﻣﻥ ﺩﺍﺧﻝ ﺍﻟﻘﻭﻯ ﺍﻟﺳﻳﺎﺳﻳﺔ ﻭﺍﻟﺣﺯﺑﻳﺔ ﺍﻟﻣﺷﺎﺭﻛﺔ‬ ‫ّ‬ ‫ّ‬‫ﻓﻲ ﺍﻟﺣﻭﺍﺭﺍﺕ ﺃﻭ ﺍﻟﻣﺩﻋﻭّ ﺓ ﺑﺎﺳﺗﻣﺭﺍﺭ ﻟﺣﺿﻭﺭ ﻫﺫﻩ ﺍﻟﺣﻭﺍﺭﺍﺕ ﻳﺅﺷﺭ ﻟﻠﻁﺎﺑﻊ ﺍﻟﻠﻳﺑﺭﺍﻟﻲ ﻟﻠﺭﻫﺎﻧﺎﺕ ﺍﻟﺳﻳﺎﺳﻳّﺔ‬ ‫ﺍﻟﻣﻌﺭﻭﺿﺔ ﻭﺍﻟﺗﻲ ﺗﻧﺣﺻﺭ ﻣﺿﺎﻣﻳﻧﻬﺎ ﻓﻲ ﺍﻟﻧﻘﺎﻁ ﺍﻟﺗﺎﻟﻳﺔ :‬‫ﺗﻣﺣﻭﺭ ﺍﻟﺣﻭﺍﺭﺍﺕ ﺣﻭﻝ ﺍﻟﻧﻅﺎﻡ ﺍﻟﺳﻳﺎﺳﻲ ﺍﻟﻣﻘﺑﻝ: ﻫﻝ ﺳﻳﻛﻭﻥ ﺭﺋﺎﺳﻳّﺎ ﺃﻡ ﺑﺭﻟﻣﺎﻧﻳّﺎ ؟ ﻭﻓﻲ ﺍﻟﺣﺎﻟﺗﻳﻥ ﻓﺈﻥّ‬ ‫1(‬ ‫ّ‬‫ﺣﻭﺍﺭﺍ ﻣﻥ ﻫﺫﺍ ﺍﻟﺻﻧﻑ ﻻ ﻳﺭﺗﻘﻲ ﺇﻟﻰ ﺍﻟﺗﻔﻛﻳﺭ ﻓﻲ ﺍﻟﻁﺑﻳﻌﺔ ﺍﻟﺩﻳﻣﻘﺭﺍﻁﻳّﺔ ﻟﻠﻧﻅﺎﻡ ﺍﻟﺟﺩﻳﺩ ﺑﻝ ﺭﺍﺡ ﻳﺗﻭﻏﻝ‬ ‫ﻓﻲ ﺍﻟﺗﺻﻧﻳﻔﺎﺕ ﺍﻟﺩﺳﺗﻭﺭﻳّﺔ ﻭﻏﻳﺭﻫﺎ ﻣﻥ ﺍﻟﻣﻘﺎﺭﺑﺎﺕ ﺍﻟﻘﺎﻧﻭﻧﻳﺔ.‬‫ﺗﺭﻛﻳﺯ ﺍﻟﺣﻭﺍﺭﺍﺕ ﺣﻭﻝ ﻣﺭﻛﺯﻳّﺔ ﺳﻳﺎﺳﻳﺔ ﻣﻔﺭﻁﺔ ﻭﺗﺣﺟﻳﻡ ﺩﻭﺭ ﺍﻟﺟﻬﺎﺕ ﻭﺍﻟﺑﻠﺩﺍﺕ ﻭﻋﺩﻡ ﺇﺷﺭﺍﻛﻬﺎ ﻓﻲ‬ ‫2(‬ ‫ﺗﺻﻭّ ﺭ ﺍﻟﻣﻧﻅﻭﻣﺔ ﺍﻟﺳﻳﺎﺳﻳﺔ ﺍﻟﻣﻘﺑﻠﺔ ﺗﻣﻬﻳﺩﺍ ﻹﻗﺻﺎﺋﻬﺎ ﻣﻥ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻭﻁﻧﻲ ﺍﻟﺗﺄﺳﻳﺳﻲ.‬‫ﺗﺅﺳّﺱ ﺍﻟﺣﻭﺍﺭﺍﺕ ﺍﻟﺩﺍﺋﺭﺓ ﺍﻵﻥ ﺇﻟﻰ ﺗﻧﻅﻳﻡ ﺍﻧﺗﺧﺎﺑﺎﺕ ﺩﻭﺭﻳﺔ ﻭﺍﺳﺗﻁﻼﻋﺎﺕ ﻟﻠﺭﺃﻱ ﺗﺅﺑّﺩ ﺍﻷﻭﺿﺎﻉ‬ ‫3(‬ ‫ّ‬‫ﺍﻟﺳﻳﺎﺳﻳّﺔ ﻭﺗﺗﻐﺎﻓﻝ ﻋﻥ ﺍﻟﻣﻁﺎﻟﺏ ﺍﻟﺣﻘﻳﻘﻳﺔ ﻟﻠﺛﻭﺭﺓ ﻭﻓﻲ ﻣﻘﺩﻣﺗﻬﺎ ﺗﺷﻐﻳﻝ ﻗﺎﺭ ﻭﻧﺎﺟﻊ ﻳﺿﻣﻥ ﺍﻟﻛﺭﺍﻣﺔ‬‫ﻭﺍﻟﻌﺯﺓ ﺍﻟﺑﺷﺭﻳﺔ، ﻭﻫﻭ ﺍﻟﻣﺿﻣﻭﻥ ﺍﻻﺟﺗﻣﺎﻋﻲ ﺍﻟﺣﻘﻳﻘﻲ ﻟﻠﺛﻭﺭﺓ ﺍﻟﻘﺎﺩﺭ ﻋﻠﻰ ﻣﻘﺎﻭﻣﺔ ﺍﻟﺗﻬﻣﻳﺵ ﻟﻔﺋﺎﺕ‬ ‫ّ‬ ‫ّ‬ ‫ّ‬‫ﺑﺄﻛﻣﻠﻬﺎ ﻛﻣﺎ ﺗﺅﺳﺱ ﻹﻗﺻﺎء ﻓﺋﺎﺕ ﻭﺟﻬﺎﺕ ﻟﻡ ﺗﺄﺧﺫ ﻧﺻﻳﺑﻬﺎ ﻣﻥ ﺍﻟﺗﻧﻣﻳﺔ ﻭﻻ ﻳﻣﻛﻥ ﻟﻬﺎ ﺃﻥ ﺗﺗﻣﺗﻊ ﺑﺫﻟﻙ‬ ‫ّ‬‫ﻣﺎ ﻟﻡ ﻳﺗﻐﻳّﺭ ﻣﻧﻭﺍﻝ ﺍﻟﺗﻧﻣﻳﺔ ﺍﻟﺣﺎﻟﻲ. ﺇﻧﻪ ﻻ ﻳﻣﻛﻥ ﻟﻬﺫﺍ ﺍﻟﻣﻧﻭﺍﻝ ﺃﻥ ﻳﺗﻐﻳّﺭ ﻁﺎﻟﻣﺎ ﺑﻘﻳﺕ ﺍﻟﺟﻬﺎﺕ ﻭﺍﻟﺑﻠﺩﺍﺕ‬ ‫ﺧﺎﺭﺝ ﺩﺍﺋﺭﺓ ﺍﻟﻘﺭﺍﺭ ﻓﻲ ﺍﻟﻣﺳﺗﻭﻳﺎﺕ ﺍﻟﻣﺣﻠﻳّﺔ ﻭﺍﻟﺟﻬﻭﻳّﺔ ﻭﺍﻟﻣﺭﻛﺯﻳﺔ.‬‫ﺍﻥ ﺧﻳﺎﺭ ﺍﻟﻣﺭﻛﺯﻳﺔ ﺍﻟﺳﻳﺎﺳﻳﺔ ﺍﻟﻣﻔﺭﻁﺔ ﻳﺅﺩﻱ ﺇﻟﻰ ﺗﻐﻭّ ﻝ ﺳﻠﻁﺔ ﺍﻟﻣﺎﻝ ﺍﻟﺳﻳﺎﺳﻲ ﻓﻲ ﺗﺣﺩﻳﺩ ﻧﺗﺎﺋﺞ‬ ‫4(‬‫ﺍﻻﻧﺗﺧﺎﺑﺎﺕ ﻭﻳﺿﻊ ﺍﻟﻣﻧﻅﻣﺎﺕ ﺍﻟﻧﻘﺎﺑﻳّﺔ ﻭﺍﻟﻣﻬﻧﻳّﺔ ﻓﻲ ﻓﻠﻙ ﺍﻷﺣﺯﺍﺏ ﻭﻫﻭ ﺑﺫﻟﻙ ﻳﺳﻠﺏ ﺇﺭﺍﺩﺓ ﺍﻟﻣﻭﺍﻁﻧﻳﻥ‬‫ﻭﻳﺳﺗﻌﻣﻠﻬﺎ ﻟﻔﺎﺋﺩﺓ ﺩﻭﺍﺋﺭ ﺍﻟﻣﺎﻝ ﻭﺍﻷﻋﻣﺎﻝ ﻭﻳﺣﻭّ ﻝ ﺍﻟﻣﻭﺍﻁﻧﻳﻥ ﺇﻟﻰ ﻣﺟﺭّ ﺩ ﺃﺭﻗﺎﻡ ﺍﻧﺗﺧﺎﺑﻳﺔ ﺗﺣﺗﺎﺟﻬﻡ‬ ‫‪U‬‬ ‫‪U‬‬‫ﺍﻷﺣﺯﺍﺏ ﺍﻟﺳﻳﺎﺳﻳّﺔ ﻟﺧﺩﻣﺔ ﺃﺟﻧﺩﺍﺕ ﻓﺋﺎﺕ ﺍﺟﺗﻣﺎﻋﻳﺔ ﺿﺩ ﻣﺿﺎﻣﻳﻥ ﺍﻟﺛﻭﺭﺓ، ﻓﻲ ﺣﻳﻥ ﺗﺩﻋﻭ ﻗﻭﻯ ﺗﻭﻧﺱ‬ ‫ﺍﻟﺣﺭﺓ ﺇﻟﻰ ﺗﻛﺭﻳﺱ ﻣﻔﻬﻭﻡ ﺍﻟﻧﺎﺧﺏ ﺍﻟﻣﺷﺎﺭﻙ ﻭﺍﻟﻣﻘﺭﺭ ﻭﺍﻟﻣﺭﺍﻗﺏ.‬ ‫‪U‬‬ ‫ّ‬ ‫‪U‬‬ ‫ّ‬ ‫ّ‬‫ﻭﻟﻬﺫﻩ ﺍﻷﺳﺑﺎﺏ ﺗﻌﺗﺭﺽ ﻗﻭﻯ ﺗﻭﻧﺱ ﺍﻟﺣﺭﺓ ﻋﻠﻰ ﻫﺫﺍ ﺍﻟﻣﺷﺭﻭﻉ ﺍﻟﻠﻳﺑﺭﺍﻟﻲ ﺍﻟﺫﻱ ﻳﺳﺗﻌﺩ ﻟﺑﻧﺎء ﺍﻟﺩﻭﻟﺔ ﻣﻥ‬ ‫ّ‬‫ﺃﻋﻠﻰ ﺍﻟﻬﺭﻡ ﺇﻟﻰ ﺃﺳﻔﻠﻪ ﻭﻻ ﻳﺭﻯ ﻓﻲ ﺍﻟﺟﻬﺎﺕ ﻭﺍﻟﺑﻠﺩﺍﺕ ﺇﻻّ ﻭﻗﻭﺩﺍ ﻟﺛﻭﺭﺓ ﺃﻧﺟﺯﺕ ﻣﻬﻣﺔ ﺇﺳﻘﺎﻁ ﺭﺃﺱ ﺍﻟﻧﻅﺎﻡ‬ ‫ّ‬ ‫ﻭﻣﻬّﺩﺕ ﺍﻷﺭﺿﻳﺔ ﻟﺗﻘﺎﺳـﻡ ﺍﻷﺣﺯﺍﺏ ﺍﻟﺳﻳﺎﺳﻳﺔ ﻣﻛﺎﺳﺏ ﺍﻟﺛﻭﺭﺓ ﻭﻓﻕ ﻣﻧﻅﻭﻣﺔ ﺍﻟﻣﺣﺎﺻﺻﺔ ﺍﻟﺣﺯﺑﻳّﺔ،‬
  • ‫ﺇﻥّ ﻗﻭﻯ ﺗﻭﻧﺱ ﺍﻟﺣﺭﺓ ﺗﻌﺑّﺭ ﻋﻥ ﺗﺧﻭّ ﻓﻬﺎ ﻣﻥ ﺃﻥ ﻳﻐﻳّﺏ ﺗﻣﺛﻳﻝ ﺍﻟﺟﻬﺎﺕ ﻓﻲ ﺍﻟﻣﺟﻠﺱ ﻭﺃﻥ ﻳﻘﻠّﻝ ﻣﻥ ﺷﺄﻧﻪ‬ ‫ّ‬‫ﻟﻔﺎﺋﺩﺓ ﺍﻟﻧﺧﺏ ﺍﻟﺳﻳﺎﺳﻳّﺔ ﺍﻟﻣﺗﻣﺗﺭﺳﺔ ﻓﻲ ﺗﻭﻧﺱ ﺍﻟﻌﺎﺻﻣﺔ، ﻣﺳﺗﻔﻳﺩﺓ ﻣﻥ ﺍﻟﺩﻋﺎﻳﺔ ﻟﻣﺷﺭﻭﻋﻬﺎ ﻋﺑﺭ ﻛﺎﻓﺔ ﻭﺳﺎﺋﻝ‬ ‫ﺍﻹﻋﻼﻡ.‬‫ﻭﺇﻥ ﻛﺎﻧﺕ ﻗﻭﻯ ﺗﻭﻧﺱ ﺍﻟﺣﺭﺓ ﻻ ﺗﺭﻯ ﻓﻲ ﺍﻧﺗﺧﺎﺏ ﻣﺟﻠﺱ ﻭﻁﻧﻲّ ﺗﺄﺳﻳﺳﻲ ﺍﻟﺣﻝ ﺍﻷﻭﺣﺩ ﻟﺻﻳﺎﻏﺔ‬ ‫ّ‬ ‫ّ‬‫ﺩﺳﺗﻭﺭ ﺟﺩﻳﺩ ﻳﻌﺑّﺭ ﻋﻥ ﺗﻁﻠّﻌﺎﺕ ﺍﻟﺛﻭﺭﺓ، ﻓﺈﻧﻬﺎ ﻣﺻﺭّ ﺓ ﻋﻠﻰ ﺃﻥ ﻳﻛﻭﻥ ﻧﻅﺎﻡ ﺍﻻﻗﺗﺭﺍﻉ ﺿﺎﻣﻧﺎ ﻟﺗﻣﺛﻳﻠﻳّﺔ ﺣﻘﻳﻘﻳّﺔ‬ ‫ّ‬ ‫ّ‬ ‫ﻟﻠﺟﻬﺎﺕ ﻭﺍﻟﺑﻠﺩﺍﺕ ﻭﺍﻟﺛﻭﺭﻳﻳﻥ ﻣﻥ ﻣﻬﻣّﺷﻳﻥ ﻭﻣﻌﻁﻠﻳﻥ ﻭﺷﺑﺎﺏ ﻗﺑﻝ ﺿﻣﺎﻥ ﺍﻟﻣﺣﺎﺻﺻﺔ ﺍﻟﺣﺯﺑﻳّﺔ.‬‫ﻟﺫﺍ ﻳﻛﻭﻥ ﻣﻥ ﺃﻭﻛﺩ ﻣﻬﺎﻡ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻭﻁﻧﻲ ﺍﻟﺗﺄﺳﻳﺳﻲ ﺻﻳﺎﻏﺔ ﺩﺳﺗﻭﺭ ﻳﻘﻁﻊ ﻧﻬﺎﺋﻳّﺎ ﻣﻊ ﺳﻳﻧﺎﺭﻳﻭﻫﺎﺕ‬ ‫ّ‬‫ﺍﻟﻣﻧﻅﻭﻣﺎﺕ ﺍﻟﻠﻳﺑﺭﺍﻟﻳّﺔ ﻟﻠﺣﻛﻡ، ﻭﻳﺅﺳّﺱ ﻟﺗﺷﺎﺭﻛﻳّﺔ ﺣﻘﻳﻘﻳّﺔ ﻟﻠﻣﻭﺍﻁﻧﻳﻥ ﻓﻲ ﺇﺩﺍﺭﺓ ﺍﻟﺷﺄﻥ ﺍﻟﻌﺎﻡ. ﻭﻟﻥ ﻳﺗﻣﻛﻥ‬ ‫ّ‬‫ﺍﻟﻣﺟﻠﺱ ﻣﻥ ﺗﺣﻘﻳﻕ ﻫﺫﺍ ﺍﻟﻬﺩﻑ ﺇﻥ ﻟﻡ ﺗﻛﻥ ﺍﻟﺟﻬﺎﺕ ﻭﺍﻟﻘﻁﺎﻋﺎﺕ ﻣﻣﺛﻠﺔ ﺗﻣﺛﻳﻼ ﺣﻘﻳﻘﻳّﺎ ﻓﻲ ﺗﺭﻛﻳﺑﺔ ﻫﺫﺍ ﺍﻟﻣﺟﻠﺱ‬ ‫ﻭﻫﻭ ﺃﻣﺭ ﻣﻣﻛﻥ ﺷﺭﻁ ﺍﻟﺧﺭﻭﺝ ﻣﻥ ﺍﻟﻧﻣﺎﺫﺝ ﺍﻻﻧﺗﺧﺎﺑﻳﺔ ﺍﻟﻛﻼﺳﻳﻛﻳّﺔ ﻭﺫﻟﻙ ﻣﻥ ﺧﻼﻝ:‬‫1- ﺍﻋﺗﻣﺎﺩ ﻧﻅﺎﻡ ﺍﻧﺗﺧﺎﺑﻲ ﻳﻛﻭﻥ ﻓﻳﻪ ﺍﻻﻗﺗﺭﺍﻉ ﻓﺭﺩﻳّﺎ ﻣﺑﺎﺷﺭﺍ ﺣﺭﺍ ﻭﺳﺭّ ﻳﺎ ﻭﻓﻕ ﻣﺑﺩﺃ ﺍﻟﺗﺭﺷﺢ ﺍﻟﻔﺭﺩﻱ‬‫ﻭﻟﻳﺱ ﻋﻠﻰ ﺃﺳﺎﺱ ﺍﻟﻘﺎﺋﻣﺎﺕ ﻭﻫﻭ ﻣﺎ ﻳﺿﻣﻥ ﺍﻟﺗﻧﻭّ ﻉ ﺍﻻﺟﺗﻣﺎﻋﻲ ) ﻓﺋﺎﺕ( ﻭﺍﻟﺳﻳﺎﺳﻲ ) ﺟﻬﺎﺕ، ﺃﺣﺯﺍﺏ،‬ ‫ّ‬ ‫ﻣﻧﻅﻣﺎﺕ ﻭﻁﻧﻳّﺔ...( ﺩﺍﺧﻝ ﺍﻟﻣﺟﻠﺱ ﺍﻟﻭﻁﻧﻲ ﺍﻟﺗﺄﺳﻳﺳﻲ.‬‫2- ﺗﻣﺛﻳﻝ ﺷﺭﺍﺋﺢ ﺑﻌﻳﻧﻬﺎ ﺧﺎﺻﺔ ﻣﻧﻬﺎ ﺍﻟﺷﺑﺎﺏ ﻭﺍﻟﻣﻌﻁﻠﻳﻥ ﻋﻠﻰ ﺍﻟﻌﻣﻝ ﻭﺍﻟﻣﺭﺃﺓ ﺑﻣﺎ ﻳﺿﻣﻥ ﻣﺣﺎﺻﺻﺔ‬‫ﺍﺟﺗﻣﺎﻋﻳﺔ ﻓﻲ ﻣﻘﺎﺑﻝ ﺍﻟﻣﺣﺎﺻﺻﺔ ﺍﻟﺳﻳﺎﺳﻳﺔ ﺍﻟﺗﻲ ﻳﺭﻭّ ﺝ ﻟﻬﺎ ﺍﻟﻠﻳﺑﺭﺍﻟﻳﻭﻥ. ﺇﻥ ﻫﺫﺍ ﻣﻥ ﺷﺄﻧﻪ ﺿﻣﺎﻥ ﺍﻟﺗﻣﺛﻳﻠﻳّﺔ‬ ‫ّ‬ ‫ّ‬‫ﺍﻟﻣﻬﻧﻳّﺔ ﻭﺍﻻﺟﺗﻣﺎﻋﻳﺔ ﻟﻛﺎﻓﺔ ﺷﺭﺍﺋﺢ ﺍﻟﻣﺟﺗﻣﻊ ﺍﻟﺗﻭﻧﺳﻲ. ﻭﺇﻥّ ﺗﺷﻛﻝ ﻫﺫﻩ ﺍﻟﻘﻭﻯ ﺑﺎﻋﺗﺑﺎﺭﻫﺎ ﻣﻣﺛﻠﺔ ﻟﺟﻬﺎﺕ‬ ‫ﻭﻓﺋﺎﺕ ﺩﺍﺧﻝ ﺍﻟﻣﺟﻠﺱ ﻗﺎﺩﺭ ﻟﻭﺣﺩﻩ ﻋﻠﻰ ﺭﺳﻡ ﻣﻼﻣﺢ ﺍﻟﺳﻠﻁﺎﺕ ﺍﻟﻌﻣﻭﻣﻳّﺔ ﺍﻟﻘﺎﺩﻣﺔ.‬‫ﺇﻥّ ﻗﻭﻯ ﺗﻭﻧﺱ ﺍﻟﺣﺭﺓ ﺗﻌﺗﺑﺭ ﺃﻥّ ﻣﻥ ﺃﻭﻛﺩ ﻣﻬﺎﻡ ﺍﻟﻣﺟﺎﻟﺱ ﺍﻟﻣﺣﻠﻳّﺔ ﻭﺍﻟﺟﻬﻭﻳّﺔ ﻭﺍﻟﻭﻁﻧﻳّﺔ ﺑﻌﺩ ﺍﻧﺗﺧﺎﺑﻬﺎ‬ ‫ّ‬‫ﻭﺗﺛﺑﻳﺗﻬﺎ ﺃﻥ ﺗﺗﻭﻟّﻰ ﺇﺩﺍﺭﺓ ﺍﻟﺷﺄﻥ ﺍﻟﻌﻣﻭﻣﻲ ﺑﻛﺎﻓﺔ ﺃﻭﺟﻬﻪ. ﻓﻼ ﺗﻛﻭﻥ ﻫﺫﻩ ﺍﻟﻣﺟﺎﻟﺱ ﺍﻟﺷﻌﺑﻳّﺔ ﺑﻣﺧﺗﻠﻑ ﺩﺭﺟﺎﺗﻬﺎ‬ ‫ﻣﺟﺎﻟﺱ ﺗﻌﺑّﺭ ﻋﻥ ﺇﺭﺍﺩﺓ ﺍﻟﻣﻭﺍﻁﻧﻳﻥ ﻭﻣﺷﺎﺭﻛﺗﻬﻡ ﺍﻟﻔﻌﻠﻳّﺔ ﻓﻲ ﺍﻟﺣﻛﻡ ﺍﻟﺳﻳﺎﺳﻲ ﻭﺇﺩﺍﺭﺓ ﺍﻟﺷﺄﻥ ﺍﻟﻌﺎﻡ ﺇﻻّ ﺇﺫﺍ ﻧﺹّ‬‫ﺍﻟﺩﺳﺗﻭﺭ ﺍﻟﺟﺩﻳﺩ ﻋﻠﻰ ﺻﻼﺣﻳﺎﺕ ﻧﻭﻋﻳّﺔ ﺧﺎﺻّﺔ ﺑﻬﺎ ﻣﻥ ﺷﺎﻧﻬﺎ ﺿﻣﺎﻥ ﺗﻘﺎﺳﻡ ﺇﺩﺍﺭﺓ ﺍﻟﺷﺄﻥ ﺍﻟﻌﺎﻡ ﺑﻳﻥ ﺍﻟﻣﺭﻛﺯ‬ ‫ﻭﺍﻟﺑﻠﺩﺍﺕ ﻭﺍﻟﺟﻬﺎﺕ.‬‫ﺇﻥّ ﻣﻧﻭﺍﻝ ﺍﻟﺗﻧﻣﻳﺔ ﺍﻟﺟﺩﻳﺩ ﺍﻟﺫﻱ ﺗﻁﻣﺢ ﻟﻪ ﻭﺗﻧﺎﺿﻝ ﻣﻥ ﺃﺟﻠﻪ ﻗﻭﻯ ﺗﻭﻧﺱ ﺍﻟﺣﺭﺓ ﻫﻭ ﺍﻟﻣﻧﻭﺍﻝ ﺍﻟﻘﺎﺩﺭ ﻋﻠﻰ‬ ‫ّ‬ ‫ّ‬‫ﺇﺩﻣﺎﺝ ﻣﺋﺎﺕ ﺍﻵﻻﻑ ﻣﻥ ﺍﻟﻣﻬﻣّﺷﻳﻥ ﻭﺍﻟﻣﻌﻁﻠﻳﻥ ﺩﺍﺧﻝ ﻗﻁﺎﻋﺎﺕ ﺍﻹﻧﺗﺎﺝ ﻭﺗﻌﺯﻳﺯ ﺍﻟﻘﻭﻯ ﺍﻟﻌﺎﻣﻠﺔ، ﻭﻫﻭ ﻣﺎ‬‫ﻳﻔﺗﺭﺽ ﻗﺩﺭﺓ ﺍﻟﺟﻬﺔ ﻭﺍﻟﺑﻠﺩﺓ ﻋﻠﻰ ﺇﺩﺍﺭﺓ ﺷﺄﻧﻬﺎ ﺑﻧﻔﺳﻬﺎ ﻭﺗﺻﻭّ ﺭ ﻧﻣﺎﺫﺝ ﻧﻣﺎﺋﻬﺎ ﻭﺇﻣﻛﺎﻧﺎﺕ ﺷﺑﺎﺑﻬﺎ ﻭﺛﺭﻭﺍﺗﻬﺎ‬‫ﺍﻟﻁﺑﻳﻌﻳّﺔ ﻭﻧﺳﻳﺟﻬﺎ ﺍﻟﺻﻧﺎﻋﻲ. ﻋﻠﻰ ﺃﻥ ﺗﻛﻭﻥ ﻟﻠﻣﺭﻛﺯ ﺻﻼﺣﻳﺎﺕ ﺍﻟﺗﺷﺭﻳﻊ ﺍﻟﻌﺎﻡ ﻭﺇﺩﺍﺭﺓ ﺍﻟﺷﺄﻥ ﺍﻟﺧﺎﺭﺟﻲ‬ ‫ّ‬‫ﻭﺍﻟﺑﻧﻙ ﺍﻟﻣﺭﻛﺯﻱ ﻭﻗﻭﺍﺕ ﺍﻟﺟﻳﺵ ﺍﻟﻭﻁﻧﻲ ﻭﺍﻷﻣﻥ ﺍﻟﻌﺎﻡ...، ﻓﻲ ﺣﻳﻥ ﺗﺗﻣﺗﻊ ﺍﻟﺳﻠﻁﺎﺕ ﺍﻟﺟﻬﻭﻳّﺔ ﻭﺍﻟﻣﺣﻠﻳّﺔ‬‫ﺑﺻﻼﺣﻳﺎﺕ ﻭﺍﺳﻌﺔ ﻓﻲ ﺇﺩﺍﺭﺓ ﺍﻟﻣﺭﺍﻓﻕ ﺍﻟﻌﺎﻣﺔ ﻭﺗﺻﻭّ ﺭ ﻣﻧﻭﺍﻝ ﺍﻟﺗﻧﻣﻳﺔ ﻭﺍﻟﺣﻔﺎﻅ ﻋﻠﻰ ﺍﻷﻣﻥ ﺍﻟﻣﺣﻠّﻲ ﻭﺣﻔﻅ‬ ‫ﺍﻟﺻﺣّ ﺔ... .‬‫ﺇﻥّ ﻗﻭﻯ ﺗﻭﻧﺱ ﺍﻟﺣﺭﺓ ﺗﺗﻘﺩّﻡ ﺇﻟﻰ ﻛﺎﻓﺔ ﺍﻟﻣﻭﺍﻁﻧﻳﻥ ﺍﻷﺣﺭﺍﺭ ﻓﻲ ﺍﻟﻌﺎﺻﻣﺔ ﻭﺍﻟﺟﻬﺎﺕ ﺍﻟﺩﺍﺧﻠﻳﺔ، ﻭﻛﺎﻓﺔ ﺍﻟﻘﻭﻯ‬ ‫ّ‬ ‫ّ‬ ‫ﺍﻟﺛﻭﺭﻳﺔ ﺍﻷﺧﺭﻯ ﻓﻲ ﺍﻟﺩﺍﺧﻝ ﻭﺍﻟﺧﺎﺭﺝ ﺑﻧﺩﺍء ﻋﺎﺟﻝ ﻟﺗﻭﺣﻳﺩ ﺻﻔﻭﻑ ﺍﻟﺗﻭﻧﺳﻳﻳﻥ ﺣﻭﻝ ﻣﺷﺭﻭﻉ ﺁﺧﺭ ﻏﻳﺭ‬ ‫ّ‬ ‫ﺍﻟﻣﺷﺭﻭﻉ ﺍﻟﻠﻳﺑﺭﺍﻟﻲ ﺍﻟﺫﻱ ﻳﺭﻭﺝ ﻟﻪ ﻋﻠﻰ ﻗﻧﻭﺍﺕ ﺍﻹﻋﻼﻡ ﻭﻳﻌﺩ ﺗﻭﻧﺱ ﻭﻛﺎﻑ◌ّ ﺓ ﺍﻟﺗﻭﻧﺳﻳﻳﻥ ﺑﻣﺯﻳﺩ ﻣﻥ‬ ‫ّ‬ ‫ّ‬ ‫ﺍﻟﺣﺭﻳﺔ ﻭﺑﻼ ﺷﻲء ﻣﻥ ﺍﻟﺛﺭﻭﺓ.‬ ‫ّ‬
