  • 1. D.R.s Get Down THREE INITAL LOGISTICS CONSIDERATIONS AND THEIR PROPOSED SOLUTIONS1. Consideration: If you will be hauling tires you will need to obtain a tirehauling permit. Solution: Determine applicable government entity and obtain the permit.2. Consideration: If the business stores 500 or more tires (at any time) inone location, it will be responsible for meeting additional governmentstipulations. Licensing and permit requirements, business location zoningrestrictions, and (possible) inspection by various government angenciesincluding, but not limited to the Enviromental Protection Agency (EPA), and theCalifornia Intergrated Waste Management Board (CIWMB). Solution: Limit the number of stored tires held at a single location to lessthan 500. One way to acomplish this would be by storing tires at variousproperty locations. An additional solution would be ensuring that the transfer oftires from the original party (sorce) to the purchaser (end use party) is shortin duration.3. Consideration: The government laws which mandate priority recipients(Infrastructure) of waste tire stock. Solution: A possible solution would be to stratigecly use the EPAs priorityreform initiaves to designate an exception to the infrastructure priority protocol. Other methods might include bypassing the issue entirelyby arranging with the (tire sorce) businesses client a direct consignment-typepurchase agreement by contract. The structure of this agreement must becarefuly scrutinized to ensure the legality of the transaction. Some of theissues in question would involve the disposal fees, the definition and designationof secondary waste tire material, and possible interference with the EPA taxcharged for the enviromental sustainability act, among other issues.
