  • 2. 2013 Career Highlights 2013 was a successful year for Simon. A number of tender and EOI wins helped build the reputation of McConnell Dowell. Although the team is still awaiting a number of tender announcements, the major highlights of the year are shown below Simon Kearns Simon is an accomplished bid manager with over a decade of tendering experience in all civil construction sectors. He has extensive experience in maintenance & operation services of the resources, energy, industrial, infrastructure and property sectors. Writing operations and maintenance documentation for some of the largest infrastructure projects in Australia and various high profile technical writing appointments developed the framework of an informed bid manager who appreciates the onsite project processes within various delivery models and pressures of large scale documentation delivery. Simon has continuously delivered bids that are visually striking and high on graphical content, supporting the key win themes of the bid. This has ensured all submissions act as a promotional tool aimed at raising the profile of the tendering company. 2 Simon Kearns - Portfolio & CV This document is written and designed by Simon Kearns using Adobe InDesign CS5.5 with graphical representations developed in Adobe Photoshop CS5.5. The portfolio is intentionally presented in a proposal format to showcase Simon’s submission writing and design skill set. The main objective in submitting this CV is to demonstrate the practice of presenting a visually striking presentation which grabs the attention of the evaluating party. Following Simon’s arrival in early 2013, 100% of EOI’s returned successful l A$200M Won In the 2013/14 Financial year McConnell Dowell Central Region office set the tendering department a target of $100M in new work won and 75% success rate for EOI’s. This target was surpassed by December 2013 with the department winning over $200M in new work for the Central Region Office. j First NSW Road Project Won A major accomplishment for Simon was developing the EOI and subsequent Tender which went on to win the bid process. Simon wrote the successful EOI which captured over 30 years of dam works and other civil strengths of MacDow. Leveraging the location in Sydney’s west, the EOI contained a proposed a new method of indigenous engagement. Prospect dam covers 4 tribal boundaries, it was proposed that a group of elders from each tribe be engaged to develop specific cross cultural programs and to nominate potential candicates for the works. This iniative was well received by the Sydney Catchment Authority which later asked MacDow to tender for the works. Simon contacted the Lands Council of NSW who directed him to the elders of each tribe. He then met with them and assisted in the development of a cross cultural program which would become part of a prestart workshop undertaken by each of the site staff. This process of engagement represented the first time in which a construction contractor had contacted the elders and asked for their input in a project of this type. Although the tender was unsuccessful due to price, the program was completed and is now ready for submission on another bid, and the elders of the local tribes have a relationship with MacDow built on trust and understanding. Previous Position Bid Manager / Project Manager Freelance Freelancing Highlights Allwater Alliance Adelaide Short term sub contract to various projects and organisations including Transfield Services, Resolve FM, Qantas, SNP Security, John Holland, Linkwater Alliance QLD, Allwater Alliance SA, Transpower NZ, Future Grid WA. Simon offered his sub contracted services in the development of bids, tenders, strategic asset management plans and Transitions Management. 9 Allwater Alliance - Transfield Services an Asset Management Plan, Contract Compliance Simon was contracted to Transfield Services as part of Plan, Research and Innovation Plan, Community and the contract “transition in” team. He collaborated with Stakeholder Management Plan, Indigenous Engagement SA Water and JV Partners Degrémont / Suez on their Plan, Sustainability Management Plan, Knowledge recently aquired Alliance contract for the management of Management Plan, Materials Management and Logistics South Australia’s water network. Team Building Simon began with the Allwater alliance soon after contract signing as part of the transition in team. To ensure the new team delivered what was promised, Simon illistrated the Alliance Charter to be framed and hung in the office alongside policy statements The Alliance Manager asked for ideas to engage all new recruits and give them pride in the new team. Simon developed a poster campaign which featured in Allwater site location. These posters are still in use with the Alliance today Plan, Risk and Opportunity Plan and Reliability including policies, plans, procedures. Charter Plan, Risk Management Plan, Emergency Management Simon developed all documentation for contract start up n Management Plan. He also developed a new site specific safety campaign and related signage, safety booklets and education tools. Simon wrote and illistrated the entire new safety campaign. The Safety Rules and Safey slogan “Start Right” was printed on corflute and hung in at all major Alliance sites across Adelaide To ensure smooth implementation of the the new safety campaign Simon designed a safety card which was distributed to all current site staff on the Alliance, The card also became part of a welcome pack for new recruits. The card is still in use with the Allwater alliance today. Simon also provided graphical content for a new ipad app As a standard, the management plan suite includes Implementation with NABERS and NGRS building codes. Previous Position Maintenance Manager University of Western Sydney The University of Western Sydney Capital Works and Facilities branch is responsible for the effective and efficient management of the University’s physical assets, extending over ten sites. This encompasses 40,000 students, 2,000 staff, 550 buildings and 1836 hectares of land. Maintenance Manager Key Achievements & @ s Wrote 5 & 10 year Strategic Asset Maintenance Plan Delivered University’s first Sub Contracted Services Tender Program Developed and tendered preventative maintenance program t Q 5 Developed ongoing infrastructure renewal program Managed smart meter roll out on two campuses Established links with other Sydney Universities aimed at sharing maintenance data Responsibilities included: Planning and setting standards for the acquisition, build, modification, up keep and maintenance of buildings and infrastructure. Provided a significant contribution to the design and development of all campus building works and project programing. Participated in contractual negotiations to ensure that University infrastructure projects are delivered on time, on budget and in accordance with project objectives. Simon’s background in maintenance documentation and bid management interested The University of Western Sydney and they offered him the role of Manager of Maintenance. The University had recently completed the tender process for maintenance on all of their campuses to a number of sub contracted companies. The maintenance sub-contracts commenced soon after Simon’s appointment. As the Manager of Maintenance he was required to manage and lead an immediate team of 15 maintenance planners and associated campus teams to allocate jobs, monitor, appraise over 250 sub contractors. He was solely responsible for a budget of over $10m to deliver maintenance on all Campuses. He was required to deliver a 5 and 10 year 10 Simon Kearns - Portfolio & CV strategic maintenance plan for over 10,000 assets incorporating reliability planning, procurement planning and approx. 200million in backlog maintenance. Simon discovered large gaps in the university’s asset database (Archibus) and managed the SQL fine tuning of the software. The senior management team took advantage of his interest in technology and IT by appointing him the project manager on a number of works packages such as Low Voltage sub-station upgrade, design and installation of a smart meter network and a project linking separate building management systems into one university wide BMS network. Previous Position Previous Position Leighton Contractors United Group Limited Submissions Manager Manager O&M Deliverables Leighton Contractors is one of Australia’s most recognised, diverse and established industry leaders. They have more than 10,000 people providing services to the infrastructure, mining, telecommunications, civil construction, industrial, energy, health and services sectors. Since 1970, UGL has grown from being a Western Australian-based resources construction business to a diverse, multinational outsourced services company. UGL is now recognoised as a global leader in outsourced engineering, property services and asset management and maintenance delivering essential services Responsibilities included: Managing and supporting the development of Tenders, Alliance submissions, Expression of Interest and Registration of Interest Submissions, Business Planning, Sector Capabilities, Client/Market Intelligence for all sectors – Road, Rail, Water, Mining, Maintenance and related Civil. Managed all rail maintenance tenders and was instrumental in the development of a rail maintenance department Following a number of years working with United Group Simon aimed to expand his knowledge and career prospects by accepting the position of Submissions Manager for Leighton Contractors. Based in the NSW branch head office, Simon managed the delivery of road, rail , civil, water and mining project tenders. Leveraging his project experience in road and rail infrastructure, he managed all NSW rail tenders, from small re-railing and re-sleepering maintenance work for the ARTC to large detailed submissions such as the South West Rail Link. Although some bids required many hours of work, all bids were high in written quality and submitted on time. A number of bids Simon managed or coordinated were successful. He developed new methods and designs for the delivery of standard submission information and during 12 Responsibilities included: Initially Simon was engaged to manage the development of the Operations and Maintenance Manual for the Lane Cove Tunnel. Following the positive review from all stakeholders Simon undertook the role of manager of O&M deliverables on a full time basis with United Group. The role required Simon to manage interstate teams of engineers and writers in the delivery of O&M related material and development of training packages. Simon’s experience in the Rail and Road Infrastructure began in 2003 when he was employed by United Group Infrastructure as a process analyst / technical writer for the Lane Cove Tunnel. On that project he delivered all documented material on each mechanical and electrical asset installed in the tunnel including SWMS, Operational Instructions, Maintenance Tasks, preventative and reactive, design life registers. Following the success of the project he was promoted to manage all technical writing and process analytics for the company requiring him deliver on a number of interstate projects concurrently. He was assigned a team of writers and engineers to manage the delivery of detailed preventative and reactive maintenance procedures, reliability planning, Technical Maintenance Plans, Simon Kearns - Portfolio & CV downtime between bids, he developed a software specification for a bid management system and created a CV database to speed up bid processing times. Simon also wrote and submitted award submissions to various governing bodies including Engineers Australia in which one of the award submissions was short listed in the Excellence Awards. Simon completed many submissions alone or as part of a team. These included M2 Alliance Upgrade, Tarcutta Bypass Alliance, North West T-Way Award Submission 2008 Engineers Australia Awards, McDonaldtown Stabling Yards award submission, South West Rail Link, (BER) Building the Education Revolution, Tillegra Dam, and various ARTC Maintenance Bids, Parts Listings (on hand spares), Emergency Management Plans, Training plans, presentations and other contract requirements. This position exposed him to a number of advanced technological hardware and systems. He worked closely with the software development team to deliver the integrated control system which controlled critical life support, emergency management, information gathering and traffic management systems. Upon completion of the software, Simon trained the incumbent operators on local and remote control of all installed systems and devices and provided the essentials in control room operation ensuring smooth operation of the infrastructure.
