Prospect dam covers 4 tribal boundaries, it was proposed that a group of elders from each tribe be engaged to develop specific cross cultural programs and to nominate potential candicates for the works. This iniative was well received by the Sydney Catchment Authority which later asked MacDow to tender for the works. Simon contacted the Lands Council of NSW who directed him to the elders of each tribe. He then met with them and assisted in the development of a cross cultural program which would become part of a prestart workshop undertaken by each of the site staff.
