GENERAL SECTION 1.1 The Listing Reconciliation (LSTR) is a Pre-Order function for Facility Based Directory Listings (FBDL). This Qwest-Specific guide covers Facility Based Providers using either the IMA (Interconnect Mediated Access) XML (Extensible Markup Language) or IMA GUI (Graphical User Interface) electronic interfaces. Since FBDL listings are not maintained at Qwest on Customer Service Records (CSRs), the LSTR process allows the Facility Based Provider to view end-user listings as part of the daily pre order process when placing FBDL listing requests electronically. There is no paper form applicable to the Listing Reconciliation (LSTR). NOTE: Facility Based users ordering listings via a paper (manual or fax) method are to use the Directory Listing Inquiry System (DLIS) to view listing information as part of the pre order process. 1.2 This guide describes the data required to request directory/DA listing information associated with a particular Listed Telephone Number (LTN) as well as the response data provided as a result of the inquiry. 1.3 The data elements supplied will be the same whether the request is from Local Service Provider (LSP) to Directory Service Provider (DSP), DSP to LSP, Network Service Provider (NSP) to LSP, etc. 1.4 A LSTR inquiry begins when you enter a Listed Telephone Number (LTN). LSTR verifies that the LTN entered is valid within the Qwest directory listing database for changes, conversions and deletions. The inquiry may result in an exact match, a multiple match or a no match condition: • An exact match is returned when there is a one-to-one match between the LTN of the inquiry and the LTN on the Qwest listing database. • Multiple matches are returned when there are one-to-many matches between the LTN of the inquiry and the LTN on the Qwest listing database. You will need to select the individual listing(s) that you want to modify. • A No Match message will be returned when a listing does not exist in the database for the LTN submitted and this is your indication that a new listing can be established. 5

Effective October 30, 2006 LSOG 6 Form Preparation Guide – LSTR - 111 1.5 Minimal data is required to initiate a LSTR transaction: Inquiry: • Listed Telephone Number (LTN) • Access Carrier Name Abbreviation (ACNA) NOTE: A Letter of Authorization (AGAUTH, DATED, AUTHNM) is required for LSTR. Response: Qwest will provide one or more of the following: • No matches found for the entered telephone number (LTN) • Listing components (as defined in Section 3.2 of this document) for all listings found for requested telephone number (LTN) (Exact Match or Multiple Match Responses) • Any special listing characteristics e.g., non-pub, privacy flags, filing information, directories of appearance 1.6 Paragraph 3.3, Alphanumeric Glossary, contains an alphabetic listing of the LSTR field abbreviations with a cross-reference to the field numbers. MATRIX DESCRIPTION 2.1 All information provided in the various fields of the Inquiry or the Response are contained within the following Matrix. The Facility Based Provider initiates the Inquiry portion of this process and Qwest completes the Response portion of this process. Where differences exist due to electronic processes (XML or GUI), specific field information is described in Section 3 – LSTR Entries. Note 1: The specific input/output fields per transaction are based on provider/customer negotiations; therefore, use of either the field or valid entries within the field is based on provider/customer negotiations.
