QUESTION: EVALUATE A STRATEGY AT A LOCAL OR INTERNATIONAL LEVEL AIMED AT REDUCING
THE CONSUMPTION OF ONE RESOURCE.
First, a resource is good or a service that is used to aid in the production of goods and services (p.
47).There are different types of resources for example the renewable resources like solar energy,
biomass, wind energy and non-renewable resources like the fossil fuels, minerals like gold (Jegede,
1996).
In the current generations, when people and organisations including governments extract or use
some of these resources, they tend to use them at higher rates. This means that resources especially
the non-renewable ones are not conserved for the future or they get finished in a shorter time. This
has led to problems like increasing price levels of resources like oil, food and animal products like
fish.
For this matter, examining a strategy that has been used to reduce the consumption of a resource is
very important.
The European Union (EU) is a union which started with 6 countries; Netherlands, Germany, Italy,
Luxemburg, France and Belgium (p. 105) in 1952. This union has played an important role of
regulating the currency of its member countries. However it has also played a role in conserving
some of the resources of its member countries for example fish.
It put up a restriction law on the amount of fish caught by its member countries. This was referred to
as “fish quotas”. This law affected all the European Union countriesfor example UK, France and
others (Greenfieldgeography). To continue, the method used to carry out this law was to count the
amount of fish caught at the end of the given period. The EU compares the current fish quotas to the
previous quotas to examine whether the target is met (Greenfieldgeography).
With all strategies carried out, there are always advantages that come along with it. The fish quotas
have been used to protect a lot species of fish especially the North Sea cord. This has happened
because as more demand for a specified species like the North Sea cord increases, more fishing of it
will also increase. So the fish quotas have helped to prevent this problem (Greenfieldgeography).
Also, as some species are protected from overfishing, the ecology of aquatic systems is also saved.
For example the food chains and food webs are kept in balance with a reduction in fishing of some
of these species.
In addition to the ecology of some aquatic areas being saved, biodiversity is also created as a result
of these fish quotas. This is because, the European water bodies alone contain a broad variety of fish
and this is disturbed with overfishing. This also saves the destruction of aesthetic beauty of these
areas created by the fish.
To continues, fishing quotas have saved the fishing industry of these European Union countries. This
is because, as a restriction is put on the amount of fish caught, the consumption also decreases and
this saves an amount of fish for the future generation. This also helps the fishing industry moving
forward.

Because the fishing quotas mainly affect the fishermen, the EU gives compensations to fishermen
who forcefully lose jobs. This money can help them set up other businesses which can also help
promote the economy of the union. (Greenfieldgeography)
On the other hand, the fish quotas have led fish being caught in large amounts but the extra
according to the quotas, dead or alive are thrown back to the water bodies. This means more
wastage and also, it can affect the ecosystem of the water bodies in which the fish is caught.
Additionally, the fish quotas strategy is very expensive to monitor especially in countries where more
fish is demanded and consumed. This is because, the EU has to set up methods like water body
navigators who are to be fully paid or computerised systems to detect which people are catching in
excess.
Furthermore, illegal trade which is also called the “black market” is created as a result of fish quotas.
This is made possible with the oceans that are not regulated which mean they are overfished
especially with more demands for fish.
Although we mentioned that compensations are paid to fishermen who lose jobs, fish quotas lead to
unemployment. This is especially to the people who have little skills or knowledge on other fields
like industry, farming and others (Greenfieldgeography).
In conclusion, though the fish quotas strategy has issues like expenses, black market and others, it is
a very important strategy since it reduces the effects of over consumption of goods like fish which is
typically affecting the growing population of the world today.
