  • Joseph Smith, a resident of Cove in Doddridge County, was the model for the farmer.
  • William ‘’Billy’’ Patton, a teacher in Gilmer and Doddridge counties was the model for the coal miner.
  • June 20, 1863: West Virginia became a state
  • MontainSemper Liberi: Mountaineers Are Always Free
  • Large Boulder: sits in the center of the seal, symbolizing strength, steadfastness, and stability.
  • On one side of the boulder is a representation of Agriculture, as a farmer stands with his ax and plow before a cornstalk.
  • On the other side, Industry is symbolized by a miner shouldering his pickax, and behind him an anvil and sledge hammer.
  • Circle(front): The disk on the great seal is to be 2 ½ inches in diameter to bear the legend the state of WV, the constitutional designation of our republic.
  • Circle (back): encircle by a wreath composed of laurel and oak leaves. Emblematically of the valor and strength with fruits and cereals production of the state.
  • In the distance on the left in the disk a wooded mountain and on the right a cultivated slope with a log farmhouse peculiar to this region.
  • On the side of the mountain a representation of the viaduct on the line of Baltimore and Ohio Railroad and Preston County.
  • One of the great engineering triumphs of the age with a train of cars about to pass over.
  • (back): Near the center a factory in front of which a river with boats on a bank and to the right of it nearly foreground a derrick and a shed appertaining to the production of salt and petroleum.
  • In the foreground a meadow with cattle and sheep feeding and reposing the whole indicating leading characteristics productions and pursuits of the state at the time.
  • Above the mountain, etc, the sun emerging from the clouds indicating that the former obstacles to our prosperity are now disappearing and the rays of the sun,
  • the motto ‘’Libertas et Fidelatate- ‘’Freedom and Loyalty.’’ Indicating that our liberty and independence are the result of faithfulness to the Declarations and the National Constitution.
