To use and promote hovercraft in order to support, enable, encourage, and deliver development, relief, education, and mission services to remote communities along shallow rivers by providing cost effective access for partner organisations. To be a generator of social capital, building trust with remote communities; researching their needs and aspirations and providing them with a voice to the wider world. To challenge other organisations and institutions to engage with the development agendas set by remote river and wetland communities; and to act as advocates of policy change by those organisations, reducing the systematic exclusion of remote communities caused by utilitarian decision-making processes.   21. 30. Healthcare provision in Madagascar and other develping countries is hampered by poor infrastructure, lack of staff, and equipment. A mobile health facility would enable communities to be reached with health services for short periods of time allowing for the treatment of chronic medical conditions on a regular basis, with some acute and emergency practice as a consequence. Primary and secondary healthcare, and health education, provide greater returns on financial capital investment – dentistry, maternity/OB-GY, and opthalmic clinic facilities are most portable along with clerking systems and simple diagnostic services. With a larger craft liveabord facilities or minor operating theatre facilities can be provided – extending reach and encouraging participation in services by local and temporary ex-pat doctors.   28. 37. Summary Madagascar is the 7 th poorest country in the world and Tulear province is the poorest province in the country. Poverty is endemic healthcare minimal and chronic malnutrition runs at 60%. HoverAid has proved that hovercraft are a viable means of addressing causes of poverty in this region, established partnering arrangements with MAF, AIM & PSI and has expanded work to a second river system. HoverAid has a solid structure and governance plan, a viable business plan, and a clear understanding of future objectives. HoverAid is making a real and measurable difference in a specific location and we believe this can be extended to bring benefit to up to 2.5 Million people in Madagascar, and between 15 and 75 Million worldwide.
