PART 2 – POSITION DESCRIPTION Position Title: Senior Project Officer (Enterprise Risk Management and Business Continuity) BACKGROUND Warringah Council Local Government Area covers an area of 153 square kilometres, consisting of a mix of residential, crown land (including beaches and reserves), national parks, business areas and light industrial areas. The population of the area is over 141,000 people. Warringah Council is a values based organisation. Council utilises the Business Excellence Framework to create an environment and culture that contributes to sustainable business success by integrating Business Excellence principles into our everyday business operations. The Business and Enterprise Risk Service is responsible for the co-ordination and facilitation of Council’s Enterprise Risk Program including Business Continuity, Process Improvement, Divisional Coordination and Special Project Management throughout Corporate Services. The position works closely with the whole of Council to drive business initiatives, reduce business risk and improve systems and processes. This role reports to the Business Manager and is responsible for the development and implementation of a new Enterprise Risk and Business Continuity Program. MAIN PURPOSE The role of the Senior Project Officer (Enterprise Risk) is to project coordinate Enterprise Risk, Business Continuity and Service Improvement Programs for Council, taking into account organisational priorities, new Enterprise Risk, Business Continuity standards and legislative requirements. The Senior Project Officer (Enterprise Risk Management and Business Continuity) is expected to have significant experience in project management matters and is expected to operate at four levels within the organisation: 1 The Service The Senior Project Officer (Enterprise Risk Management and Business Continuity) is to provide considered and detailed advice to the team and provide guidance to less experienced team members and significant support to the Business Manager. They are responsible for ensuring that the level of service provided to internal and external stakeholders is appropriate and that they contribute at a senior level to the requirements of the Team, as described in Business Plans. Performance of the team will be measured in four key result areas. These are: • Financial Management Sound financial management achieved by being well informed; proper planning and review and being accountable. • Service Management Page 2 of 4

Services, which are provided to the client’s/organisation’s specification (scope and standards), and the organisation’s satisfaction (delivery). • Organisational Development Achievement of defined outcomes is enhanced by access to and appropriate use of required resources; development and use of performance systems; effective workplace and staff management, and working with other areas within the Organisation to incorporate Risk Management. • Project Management Work directly with Managers across the Organisation to develop and implement the new Enterprise Risk Management Program. 2 Corporate The Senior Project Officer (Enterprise Risk Management and Business Continuity) is expected to assist the Business Manager in the setting of corporate direction of the team and service, including vision, values and corporate goals. The Senior Project Officer (Enterprise Risk Management and Business Continuity) will form an integral part of the team and will be responsible for assisting with the implementation of the corporate direction within this team. The Senior Project Officer is to provide assistance and advice to all Management and staff within the Organisation concerning the Enterprise Risk and Business Continuity Program, in setting direction for Enterprise Risk Operational Plans, Service Improvement and any major project. KEY RESPONSIBILITIES • Take personal responsibility for behaving in accordance with the organisations’ values & directions. To actively participate in continuous improvement of systems, procedures, organisational culture and cross organisational communication. This will be done through using the Business Excellence Framework as the basis for change. • Coordinate Council’s Enterprise Risk and Business Continuity Program, including preparation of the Enterprise Risk Management Framework and Strategic Community Plan Risk Section. • Assist in the preparation of Risk Operational Plans and Business Continuity Plans and coordinate Business Continuity Software set up. • Develop and be accountable for project plans, work specifications, contracts and performance management arrangements relevant to the projects and the Unit. • Represent Council at seminars and official occasions and liaise with other private and public agencies to obtain and disseminate information as required. • Reviewing, developing and improving work systems and practices to enhance customer service and meet customer needs. • Identification, development and implementation of new and improved methods of service delivery, project management and people development, which result in a continuous improvement of service and quality • Ability to work independently and in a team environment, developing and maintaining co- operative relationships to establish strategic links with internal and external stakeholders, with a demonstrated commitment to excellence in customer service. • Responsible for day to day decision making and for providing clear and concise written advice and recommendations to the Manager and Executive, together with providing guidance to less experienced staff within the team. • Promote equal employment opportunity, occupational health and safety, ethical practice and continuous learning in the workplace and integrate these areas in all program delivery Page 3 of 4
  • 4. • Exercise Occupational Health, Safety and Rehabilitation responsibility, accountability and authority as outlined in OH&S procedures 201 (linked below for staff): PART 3 – SELECTION CRITERIA Position Title: Senior Project Officer (Enterprise Risk Management and Business Continuity) ESSENTIAL CRITERIA 1. Relevant tertiary qualifications and/or demonstrated relevant experience at a senior level. 2. Knowledge and experience in the area of project management relating to at least 2 of the following: Enterprise Risk, Business Continuity, Service Improvement, Strategic Planning, Resource Management, Community Consultation and related projects including scoping, determining project resources, budgeting processes, report writing and project delivery. 3. Demonstrated commitment to continuous improvement which results in positive change/s in the workplace and service delivery. 4. Substantial experience and skills in planning and work review, process improvement and quality with a strong focus on strategic outcomes. 5. Demonstrated prioritisation skills and the ability to manage multiple high profile projects with competing deadlines concurrently and the ability to interpret and apply relevant legislation and function effectively in a statutory/regulative environment. 6. Demonstrated experience in the management of stakeholders expectations including consultation with all stakeholders to ensure best possible fit between client, community and user requirements and project outcomes. 7. Highly developed oral and written communication, interpersonal, presentation and negotiation skills, including facilitation and mediation skills and community consultation. 8. Advanced problem solving and analytical skills together with the ability to think creatively. 9. Behaviour that positively demonstrates Council’s values of Respect, Integrity, Teamwork, Excellence and Responsibility. 10.
