Created two web based applications for the purposes of technical evaluation. Replaced the legacy ArcIMS website with a Virtual Earth API and ESRI JavaScript API website. Designed and implemented ArcGIS Server 9.3 with Tile Caching mixed with dynamic services for map rendering. Developer; Build- a- System Tool; Portland Metro; Portland, OR; January 2009 to March 2009. Created a Google Maps based web application to allow the public to provide input and feedback on the Portland Metro 2040 transportation plan. Users could identify potential routes linking town centers, which can be saved and submitted to Portland Metro to identify possible demand for routes in the future. Users could also identify the environmental impact and relative cost to build each proposed link, as well as view a thumbnail of each town center. The site relies on jQuery JavaScript toolkit. Very well received by the public and Portland Metro. Developer; eGov Real Estate Mapping System; City of Bellevue, Bellevue, WA; December 2008. Developed Virtual Earth Commercial and Residential real estate mapping system, with custom spatial search and reporting tools. Lead Developer; GeoEye GeoFUSE; GeoEye Space Imaging; Thornton, CO; May 2008 to July 2008. Implemented production web application that allows the public to browse the vast catalog of GeoEye satellite imagery. The Google Maps API and ESRI Google Maps extensions were used to communicate with an ArcGIS Server 9.3 REST endpoint for querying and map interaction. Satellite imagery thumbnails tied to a replicated SDE database but stored on a file server could be hidden/shown on the map. A Google Earth web-service/network link system was also created to mimic the Google Maps look and feel. Lead Developer; Portfolio Impact and Mapping Tool; Large Nonprofit; Seattle, WA; August 2007 to March 2008. Designed and implemented web prototype used by client and client grantees to track worldwide project progress and impact. The architecture includes .NET/Ajax/Microsoft Virtual Earth on the front end, and the Open-Source PostGreSQL on the back end. Users can draw on the map to denote project areas, which are then saved along with tabular project information to the database. Integration with GeoServer and a custom GeoRSS interpreter for Virtual Earth highlight this project. Lead Developer; Financial Dashboard; CH2M HILL; Seattle, WA; June 2007 to August 2007. Designed and implemented web prototype used by internal management to easily view internal project metrics broken down by department AND by region. Interface includes dashboard-like dials to show financial health of company verticals, and capability to drill down from high-level areas into sub-regions. The architecture includes .NET/Ajax/Microsoft Virtual Earth on the front end, with hooks into the internal data warehouse to pull current financial metrics. Lead GIS Developer; Central Title System; Plum Creek Timber; Columbia Falls, Montana; February 2007 to June 2007. Refactored and upgraded existing ESRI ArcMap Extension. Central Title System (CTS) is the ownership data management system of record for all of the land that Plum Creek owns. The system consists of a database and software application that serves as the data management tool for the ownership characteristics of all of Plum Creek's land-based assets. The core technologies were ArcMap 9.2, ArcSDE 9.2, SQL Server 2005, and the application was written in C#.NET.

Developed a web-based application to assist engineers and managers in evaluating cellular network performance, calculated from telemetry data sent by mobile GPS field units. The project utilized SQL Server 2005, SQL Server Integration Services, SQL Server Reporting Services, SQL Server Analysis Services (OLAP), Safe Software FME, ArcIMS 9.2, ArcSDE 9.2, Skyline TerraExplorer Pro, Google Earth, ASP.NET 2.0 (C#.NET). Lead Developer; Transportation Impact Visualization; Powell Butte Investments, LLC; Powell Butte, Oregon; July 2006. Developed a presentation and underlying Google Earth visualizations to simulate the aesthetic impact of a road over a rural section of Powell Butte. The presentation was developed for use in stakeholder involvement. Imported and manipulated CAD data in Google Earth’s 3D modeling tool, Sketchup. Lead Developer; MapComment; Internal CH2M HILL Initiative; Bellevue, Washington; May 2006 to June 2006. Led development of a web based mapping application that allows users to leave geo- tagged comments regarding regional construction projects. The comments are then available to administrators as an RSS feed, as a Just-In-Time Google Earth layer, or in a Google Maps interface available on the website itself. Led development of a Windows Smart Client application to show near-real-time and historical locations of cell phones deployed in the field, using Google Earth as the interface. Drew on multiple web services to provide additional information such as drive time analysis, real time traffic, SMS capability, nearest asset functionality, and driving directions for any of the phones in the field.   • 4. RYAN WHITLEY RESUME – PG 4 Rail Management System for the CPC group to help managers quickly assess track occupancy in near real time, and query the status of all inbound rail containers. Washington Group International Border Security Analysis Tool. Helped design and develop an ArcEngine 9.0 application containing 2D and 3D views of terrain to help engineers decide where to place cameras along the United States borders with Mexico and Canada. The application suggests suitable locations for cameras based on landscape criteria and line of sight requirements, and shows areas of coverage once cameras have been placed. Bill & Melinda Gates Foundation . Designed a tool to automatically import tabular Access database information into ArcMap. The tool was used to translate information in the database to a visual map of institutions receiving Foundation grants.
