  • 1. VANGUARD INITIATIVE Arantza Tapia Bruselas 2014 / 01 / 30 Smart specialization strategies are a natural extension of Basque historical policies in the industrial area. Over the last thirty five years, the continuousness of plans and strategies, responding to specific needs at each stage, have contributed to the modernization, competitiveness, specialization and diversification of the Basque Country. Our strategies have been always based on existing capacities and exploitation of greatest potential opportunity areas. Nevertheless and continuing the mentioned planning tradition, we have made in recent years an important effort of diagnosis, discussion and review of strategic research priorities for the region. This reflection, comprehensive and highly participatory, has been closely aligned with EU proposals on the design of smart specialization strategies, and provides a starting point to define Basque Country positioning. Therefore, the connection between regional competitiveness strategies and the European industrial and innovation policy agenda may come in a natural way if we understand that the RIS3 process seeks to define regional strategies for research, development and innovation that are "smart" in the sense of focusing its resources and investments in areas where there are clear synergies with existing and potential business capacities in the region. The methodology we are using for identifying the characteristics and exclusive assets of our region emphasizes our competitive advantages and brings participants together around a shared vision over priority areas and is based in three main aspects for analysis: 1. The existence of entrepreneurial skills that generate employment and wealth, with capacity to pull and / or exploit innovations. 2. The presence of significant technological and scientific capacities. 3. The applicability of these previous two axes, to areas of greatest potential opportunity. Main priorities chosen are not isolated elections, but a balanced strategy that combines a cross-cutting priority to various sectors in which the Basque Country has strong expertise and capacities, that is Advanced Manufacturing; a key sectorial area in the Basque Country such as Energy, both of them combined with commitment in a diversification field in search of a high-tech businesses with high growth potential. Our belief is that these priorities meet different profile fields that together constitute a solid, diversified and complementary proposition. The first one based on whole cross-sectorial coverage, on the strong industrial tradition in the region, on the strength of diverse business sector and on the existence of important technological capabilities related to manufacturing. And the second one, energy, based on the strength of a cluster that has different links in the value chain, and global leading companies. Moreover, we have diverse technological capabilities to address some of the major social and economic challenges of the future. We do really hope that this difficult priorisation exercise may lead us to a situation that permits this very much needed productive transformation in order to generate employment and well-being in a medium-long term basis, as the Commission communication for European industrial renaissance states.   • 3. The pressure for urgency the Commission is putting forward requires immediate instruments and resources such as the ones the Vanguard Regions Initiative tries to mobilize. Our experience is that interregional collaboration serves well for paving the way of European products and technologies in global markets by adding critical mass to individual approaches. We join Vanguard Regions because we strongly believe that instruments for competitiveness policies at regional level such as clusters can leverage the potential of their activities through interregional cooperation, joining forces to overcome challenges for addressing global markets, complementing capabilities and multiplying the impact of their actions.
