The Abby Kelley Foster Charter Public School, located in the Greendale neighborhood of Worcester, is a public school open to all students that offers students a classical liberal arts education. New students may enroll in Kindergarten through grade 12. Preference is given to siblings of currently enrolled students and students residing in the towns designated in the charter: Auburn, Holden, Leicester, Millbury, Oxford, Shrewsbury, Sutton, West Boylston and Worcester. Abby Kelley Foster Charter Public School is open to all Massachusetts residents. The Massachusetts Board of Education voted unanimously to renew our five-year charter for a second term in October 2007. Benchmark 1 Commitment to a Clear Vision and Mission Statement The school will continue to increase the technology available to students by increasing the number of computers school wide. Goals a. The school will continue to invest in and use existing resources to increase the use of technology in all subject areas. b. The school will continue to use technology to increase efficiency in administration and all areas of the school. B. Technology Team The School Technology Team includes team leaders, department heads, school principals, administrators and technology staff. The Team is responsible for developing the school technology plan, assist in the selection of hardware and software, evaluate the effectiveness of the school technology programs and implementation of such programs and suggest professional development opportunities for all staff. Budget In the fulfillment of the School’s corporate purposes, the Board of Trustees shall manage the School’s financial affairs and, to that end, shall have sole authority to approve the School’s annual budget. The Board of Trustee Treasurer shall serve as Chair of the Finance or Budget Committee, if any, and shall otherwise serve as the key leader of the Board on all policy pertaining to financial matters. He or she shall ensure that all Trustees regularly receive from the administration of the School appropriate and comprehensible financial statements that include comparisons of revenues and expenditures with both the approved annual budget and the preceding fiscal year for the same time periods. The Treasurer shall ensure that other financial reports, including those for special or major Board-approved expenditures, investments and annual or special audits, are provided to all Trustees in a timely manner for review and discussion, as appropriate. The Treasurer shall be responsible to and shall report to the Board of Trustees. The School capitalizes all fixed assets when acquired, and records the historical cost of these items in the general ledger. In accordance with generally accepted accounting principles as they relate to special purpose business-type activity, government entities, under GASB 34, depreciation expense must be recorded in the general ledger. The Charter School will use the straight-line method of depreciation over the assets useful life. Fixed assets are accounted for by the following classifications: land, land improvements, leasehold improvements, computers and peripherals, instructional materials, furniture & fixtures, musical instruments, text and library and vehicles. Procedures
  • 3. 1. Asset acquisitions, transfers, and dispositions are entered in the Fixed Assets Log on a periodic basis (as assets are acquired). 2. Information entered should include: asset description, date in service, tag number, cost, custodian (location of asset), and asset classification. 3. The fixed assets subsidiary ledger is reconciled with the control account in the general ledger on a monthly basis. Any differences are analyzed and resolved by the Controller. 4. Every effort is made to track the location of assets and the fixed asset ledger is updated for known movements Fixed Asset Control Operating Procedures All purchased items with an expected useful life of more than one year and a dollar value greater than $1,000 must be capitalized as a Fixed Asset and depreciated over a designated useful life. 1) A Purchase Order (P.O.) must be completed for every fixed asset purchase under the following guidelines: a) For P.O values of $2,500 or more obtain three competitive prices. b) For P.O. values less than $2,500 use sound business practices to obtain the best price for the quality. i) Attach proof of price to the P.O. c) For fixed assets purchased under a Grant, attach evidence of approval by the Director of Government Relations. 2) Submit the completed P.O. with all attachments to the Superintendent of Schools for approval. 3) After obtaining the Superintendent’s approval, request a P.O. number from the Business Office, which will be provided after verification that the P.O. is properly approved and supported by the required documentation. 4) Place the order after receiving the P.O. number and immediately: a) Provide the Business Office with the original P.O. b) Provide the vendor with a copy, if required. c) Retain a copy of the P.O. for the Fixed Asset Binder*. 5) All purchased fixed assets will be delivered directly to the Business Office where the original packing list will be kept and a copy made to accompany the asset(s) to the requisitioner. 6) No more than two business days after receiving the asset(s), the requisitioner must provide copies of the packing list and the asset tag assigned to the asset(s) to the Business Office. The packing list must indicate any discrepancy in quantity or configuration with the P.O. and note the status of any discrepancy. A copy of the annotated packing slip should be made and included with the P.O in the Fixed Asset Binder. (Information as to the conformity of the item(s) received to the P.O. is used to determine payment of the invoice that will be received.) 7) The Fixed Asset Log should be updated with the following information: Tag #, Asset Description (including serial number if any), Date Acquired, P.O. #, Vendor and Location/Custodian where asset will be used. This Log should be printed monthly and be included in the Fixed Asset Binder as a summary of the documentation in that book.
  • 4. 8) A copy of the Fixed Asset Log should be provided to the Business Office each month. 9) Any asset the is not in working order and cannot be repaired should be disposed of. a) An Asset Disposal Form (attached) must be completed and submitted to the Business Office for approval. b) No asset may be destroyed, sold or otherwise disposed of without proper approval. c) A copy of the Approved Asset Disposal Form should be included in the Fixed Asset Binder and the Fixed Asset Log should be updated to indicate the Disposal * The Fixed Asset Binder will be provided to the external auditor for testing on an annual basis. D. Evaluation a. It is the responsibility of the Technology Team to evaluate the effectiveness of technology resources prior to purchasing. b. The Technology Team will meet once a month. On a yearly basis, the Technology Team will revisit this Technology Plan to monitor its progress toward its goals. Benchmark 2 Technology Integration The school's Instructional Technology Committee meets monthly to determine the curriculum needs and implementation of technology across the grade levels. The committee meets with the faculty, administration and other interested parties to discuss recommendations and concerns regarding the implementation of the technology curriculum. The committee is charged with interviewing, researching and establishing the policies and procedures regarding technology. Surveys and teacher recommendations are the primary ways the committee determines the priority list and purchases for the academic year. All surveys and written requests are submitted to the technology coordinator. The Skills Tutor program will be implemented during the 2008-2009 school year. Skills Tutor is delivered online and can be used as a teacher-aided instructional tool or as a one-on-one tutoring resource with minimal guidance. Individualized instruction, diagnostic testing, prescriptive assignments and automatic reporting are incorporated. The management system monitors progress and generates accountability reports. The 2007-2008 academic year will be dedicated to implementing the revised technology curriculum. The school technology committee will continue to meet monthly with the principals, teachers and technology manager to determine the long range needs of the school. The revised curriculum will be reviewed for alignment with the frameworks, teaching strategies, student learning objectives, essential vocabulary and assessments. The revisions will be submitted to the curriculum coordinator for review. The technology committee will also be charged with the design of the new high school technology labs. Additionally, the music department will continue to integrate a Macintosh music lab into the middle and high school music program.
  • 5. Abby Kelley Foster Charter Public School is fortunate to have a connection to the Internet to supplement the other resources already available to staff and students. Through the Internet, students will have the entire world readily available and be able to explore it. When using the Internet, school staff will supervise students. In addition, the school uses a filtering system that allows us to track and monitor all computer use on the network. The filtering system is designed to prevent access to educationally inappropriate sites. However, it is important to understand that no solution is perfect. Due to the nature of the Internet and evolving technology, we cannot guarantee that students will not have access to inappropriate sites. It is the student’s responsibility to report any inappropriate site to the teacher and return to the educational topic assigned. The following Acceptable Use Policy should be read carefully and understood by all Internet users. It is important that you and your children understand that any violation of the Acceptable Use Policy may result in the loss of Internet and e-mail privileges or other disciplinary action. Certain actions may result in the School contacting the proper authorities. It is the policy of Abby Kelley Foster Charter Public School that all technology used to access the network will be done in a responsible, legal and ethical manner. The use of the network must be in support of education and research and must be consistent with academic actions of the School. Individual users of the network are responsible for their use of the network and will be supervised by staff. Use of other organizations’ networks or computing resources must comply with the rules appropriate for that network. Use of the network for any illegal or commercial activities is prohibited. Failure to do so will result in the termination of network and e-mail privileges for the user. We offer Internet access throughout Abby Kelley Foster as a privilege, not a right. Students should be aware that no activities on the network are completely private and can, if necessary, be monitored by the network administrator. Anything transmitted on the school network is the property of Abby Kelley Foster and may be monitored by the faculty and administration. The school administration may revoke computer privileges at any time, or pursue disciplinary or legal action against students who violate this acceptable use policy. Students may be supervised and guided in their use of the Internet, but it is the student’s responsibility to use the system in accordance with the rules. The school administration and faculty will decide whether an act constitutes inappropriate use of the school computers, its network or the Internet. The administration, faculty, and staff at Abby Kelley Foster may deny, revoke, or suspend the computer use of any individual. The school complies with the Children’s Internet Protection Act. Abby Kelley Foster Charter Public School does not presently provide e-mail services for its students, and students should not use school computers for access to personal email accounts except for specific teacher- supervised assignments. A. Teacher and Student Use of Technology a. Outside the Classroom—At least 85% of teachers use technology every day, including but not limited to some of the following areas: lesson planning, administrative tasks, communication, collaboration, and research. Teachers are supported in the use of the internet, multimedia, simulations, data interpretation, communications, and collaboration. Teachers will be provided with professional development to further their proficiency level in technology. All teachers are
  • 6. required to take attendance and complete student report cards on line. Based on the school’s technology usage data at least 95% of our teachers are using technology on a daily basis. b. Within the Classroom—Students will be provided with training through all areas of the curriculum. Depending on grade level, they will learn about the internet, multimedia, simulations, communication, and collaboration. Based on the school’s technology usage data at least 70% of our teaches use technology for student classroom research, communication and data analysis on a weekly basis. c. Our school has a working Acceptable Use Policy regarding internet and computer use. It is available by contacting the front desk, the principal, or the computer lab. d. Staffing— i. The school has one FTE technology director. ii. The school has two FTE instructional technology teachers. iii. The school has one FTE person dedicated to data management and assessment. Benchmark 3 Technology Professional Development By the end of each school year the staff will have participated in 10 hours of high-quality technology professional development covering technology skills and the integration of technology into instruction. The faculty and staff participated in a number of professional development activities throughout the school year. The school works with the technology coordinator and technology specialist to integrate new software and hardware for all grade levels. The technology department and the Instructional Technology Teacher provide faculty and staff individual training sessions regarding Microsoft Office, Windows Internet Explorer, Power Point, Microsoft Publisher, and Microsoft Outlook. The IT department and Rediker consultants offer training sessions regarding the implementation of the school’s Student Information System (SIMS), which includes Grade Quick, attendance tracking, discipline reports and dismissal tracking. The IT Department will continue to offer training sessions regarding the new SIMS system throughout the school year. The faculty and staff will continue to attend Rediker trainings regarding upgraded modules. Faculty and staff attend Department of Education sponsored professional development sessions regarding SIMS Collection, special education requirements, meal program data collection and virtual education space (VES) and Test Wiz. The school’s professional development sessions for all faculty and staff will continue. The school will continue to conduct administrative and academic training on a variety of software applications. All teachers have taken the TSAT and professional development is planned around the results of this test. The test will be retaken on a yearly basis to judge improvement.

Benchmark 4 Accessibility of Technology Students, faculty and staff have access to information services via the Internet, which is available in two student computer rooms, all classrooms and offices, and the two libraries. The libraries are open throughout the school day, for individual, small group and class use. Computers are used across all divisions and disciplines for a variety of purposes. Both the elementary and middle/high school buildings have student computer labs. Graphing calculators are employed where appropriate, and middle and high school faculty have access to wireless computer labs, TV/VCR units, and overhead projectors. All teachers have their own computer, telephone and Internet access in each individual classrooms. Educators are available throughout the school day to meet with individuals and small groups outside the classroom in an effort to extend opportunities for learning. Wireless computer labs, as well as the computer labs and in-classroom computers, are available to students. Teachers offer academic support to all students most days after school. A. Students per instructional Computer a. The school has an average ratio of 6 students per high-capacity, Internet-connected computer. b. The school has established a computer replacement cycle of 3 years. B. Technical Support a. The school makes a commitment to provide timely in-classroom technical support. Teachers must email the tech support email account or call the tech support phone number to get help. b. The school has a FTE network administrator. c. The school has one FTE tech support person. Benchmark 5 Infrastructure for Connectivity The Abby Kelley Foster Charter Public School provides state of the art technology for enrolled students as well as the latest business management tools for the administrative staff. Students, teachers, and administrative staff benefit from a Local Area Network (Microsoft Active Directory Technology) with 1 GB switched backbone equipped with wireless access provided by Cisco Aironet technology. High speed Internet connectivity is provided by DSL and is protected by “Watchguard Firebox” in conjunction with “Weblocker” content filtering technology. Email is provided to all staff by utilizing Microsoft Exchange Server 2003. This system filters SPAM by utilizing “GFI Mailessentials for Exchange”. Virus Protection for the network is provided by Symantec Antivirus Corporate. Each classroom has at least one teacher computer and many classrooms have additional computers for student use. Additional computer resources are also provided to students in a number of ways. These include the following; 6 wireless laptop carts with approx 25 laptops per cart, 2 wired computer labs with 30 desktop
  • 8. computer per lab, 1 digital arts computer lab of 15 computers, 1 midi enabled music lab with 10 iMac computers. These systems are installed with the following software for student use; Adobe Design Standard CS3 and Adobe Web Standard CS3, Microsoft Publisher, Microsoft FrontPage, Microsoft Visual Studio, CO-Writer, Accelerated Reader, STAR Reader, Accelerated Math, STAR Math, Timeliner, MS Encarta, Cornerstone Reading and Vocabulary Comprehension, as well as the Microsoft Office suite. Other resources in use include AlphaSmart, Legos Robotic software, 2 digital whiteboards (Starboard inc), and Follett library circulation software A. Internet Access a. 100% of all classrooms and administration offices are connected to the internet. Internet access (10/100 MB) is available in all rooms of the school. Some also have wireless access (802.11g). B. Networking a. The school provides secure file sharing, backups, scheduling, and email. C. E-learning and Environments a. The school encourages the development and use of innovative strategies for delivering specialized courses through the use of technology. b. Classroom applications of e-learning include VHS courses, e-pals, virtual field trips, blogging, webquests. Benchmark 6 Access to the internet outside the school day Abby Kelley Foster Charter Public School maintains a school website. The website is updated on a regular basis and is monitored by the school’s director of government relations. The website includes information for parents and students regarding school events, the enrollment process, parent teacher organization, student homework, job postings and teacher webpages. All students have access to the school computers outside of the school day under the supervision of a teacher or administrator. Parents and students may receive school updates via email through the school’s Alert Now system. The Greendale Library allows access to computers during its regular operating hours. Students without home computers work with the school’s parent/home school liaison to establish a homework center at a local library branch. The Greendale Library is located less than a mile from the K-12 school building. All students are required to have a library. The school website includes a list of places where students and staff can access the internet after school hours.
