  • 清华大学通过教育扶贫项目已经利用卫星技术将教育资源传输到县级单位,而地面数字电视技术可以实现将教育资源辐射到乡村。该解决方案在数字电视广播网络中采用 IP over DVB 标准,以 IPTV 的方式对音视频节目进行广播,能够在一个模拟频道传送多达 30 个电视节目。同时系统应用千课平台以及教育网格理论大规模并行播出大量的教育资源,通过这种方式,终端用户可以在地面数字电视信号的覆盖范围内无论何时何地都可以接受到系统提供的各种教育服务。 在以数字电视广播作为传输手段实现农村的远程教育这一前提下,解决方案将卫星播出到用户这样的一级结构通过地面数字电视这一技术的强有力的支撑扩展到“卫星落地,地面广播”的二级甚至三级传输结构。结构如上图所示。

Future Plan <ul><li>By 2010, the distance learning centers will be established in the other 500 national poverty-stricken counties; </li></ul><ul><li>Online class will cover 1,000 high schools and 10,000 schools in 600 counties; </li></ul><ul><li>This will benefit 20 million population in poverty-stricken area. </li></ul><ul><li>Around 1,000 university students from Sino-American will involve this project every year. </li></ul>

Conclusions <ul><li>The economy in China is developing very fast creating a growing gap between the rich and the poor. </li></ul><ul><li>Tsinghua University believes that this is a global issue, as well as a national one. The university has decided to try to become a model in developing some ways for poverty alleviation. </li></ul><ul><li>In the past in China, it would have been difficult for a university to undertake such a challenge, but now ICT is a big help. Using ICT, our professors can deliver via satellite or Internet a very high quality educational resource to the rural people. </li></ul><ul><li>From our three-year pilot project, we have learned that this is an effective model to upgrade rural education. </li></ul>
