CASCADE in Europe and Africa
CASCADE is working on exciting IPTV projects in Eastern Europe and North Africa,
as part of a successful collaboration with China’s Huawei telecoms equipment vendor.
The strength of the partnership lies in CASCADE’s leadership in IPTV technology
and Huawei’s worldwide sales network, while the challenge is to manage several
projects running in parallel in different parts of the world.

In the Serbian capital of Belgrade, CASCADE is providing IPTV middleware for an
ISP using MPEG2 technology to deliver video services to 5,000 users, possibly to be

Ukraine in the Confederation of Independent States (former Soviet Union) to provide
IPTV services to some 10,000 subscribers.

Meanwhile in Morocco, CASCADE is involved in what is believed to be Africa’s first
IPTV rollout in a project to provide video services to 50,000 subscribers, using a
solution based on MPEG4 H.264 technology.

A CASCADE team is currently working in the North African nation to customize

global market, as well as the potential in our collaboration with Huawei. Cascade’s

New skyline for Roman suburb
THE EUROPARCO BUSINESS PARK, a new building development in Rome, will
feature something particularly unusual in the “eternal city” – a skyscraper. The
skyscraper, with 35 residential storeys, will be the first building in Rome to break the
100 meters mark. Europarco is situated in Eur, one of the recently integrated
municipalities in the Italian capital. It covers 50 hectares and includes office
buildings, conference halls, parks, an indoor sport arena and a shopping centre. It also
includes green areas and modern infrastructure and communication systems – assets
are not always available in older parts of Rome. A drainage and rain water
management system has been built to serve the newly developed area that is equipped
with 12 big Flygt C and four N 3100 pumps from ITT Water & Wastewater. The
pumps are installed submersed and fitted with a monitoring and control system with
special features. The system, operating automatically together with remote controlled
lifting gear, cycles all the units, including the back-up pumps, monitoring their
condition while in service. This allows early detection of potential problems in the
pumps and guarantees that they will be fully operational at any moment, ready to
work at peak capacity if the need arises.

ITT WATER & WASTEWATER has launched the new Flygt DXG grinder pump, the
most recent addition to the DX family of pumps for the residential market. The Flygt
DXG manages household sewage with outstanding reliability, boasting a heavy-duty
cutting device that will turn solid matter accidentally flushed down the drain into
sludge. This dramatically reduces the risk of clogging. The new pump has a capacity
of 2.2 l/s and a maximum head of 25 m. In lab tests, the Flygt DXG has performed
more than 22,000 starts, which equals 10 years of normal service, and it is still going

Confusing policy of OFTA (Apple Daily)
Conventional fixed-line telephone services must make use of a fixed-line network for
transmission. Therefore, whoever first installed and owned a fixed network will be
regarded as having the potential to dominate the market. The government has to
impose regulation. The justification for regulation is rather simple. Officials believe
that fixed network operators entering the market must rent the existing network of an
incumbent operator to provide services. If the incumbent sets the leasing fee too high,
it will kill competition. In order to prevent existing fixed network operators from
taking such an anti-competition behavior, the government has to force existing
operators to open their networks to new entrants. In Hong Kong, such a policy is
known as Type II interconnection.
The Type II interconnection policy has been in operation for a number of years.
Instead of having only one fixed telecommunications network operator, the market
now has several operators. As competition already exists in the market, perhaps the
Office of the Telecommunications Authority should fully withdraw its policy for Type
II interconnection. But this is just wishful thinking.
In a recent newspaper article written by the director-general of the Authority, it is said
that when Type II interconnection is abolished in 2008, it is only the network segment
between the exchange and the building that will no longer be subject to regulation.
The policy will still be applicable to the network connecting users inside the building.
As mentioned above, this is because of the concerns about potential abuse of
competitive advantages by a telecommunications operator who has already installed a
network inside the building for users.

There is a paradox here. In a press release issued by the Authority on December 20 of
last year, it is clearly stated that a new technology known as Broadband Wireless
Access in the industry allows new fixed network operators to "roll out their last mile
through BWA...this type of access technologies will enable consumers who hitherto
rely on Type II interconnection to provide a choice of service providers to continue to
enjoy such choice." In other words, with such a new BWA technology, it is basically
unnecessary to retain the aforesaid Type II interconnection policy.
On the one hand, the Authority says it has to retain control as there are difficulties for
new entrants to connect users inside buildings. On the other hand, this problem no
longer exists due to technological advancement. If it is not contradictory or
schizophrenic, what is it?
In addition to retaining or withdrawing Type II interconnection, there are other similar
contradictions in policy. The BWA technology mentioned above is not only applicable
to wireless extension of fixed networks, it can also be used in mobile communications
services. Meanwhile there is criticism from industry insiders that in the consultation
paper for deployment of BWA, the government has confined the technology to the
extension of fixed networks.
A new technology that obviously can boost industry competition is restricted
artificially without some justification from the Authority. Isn't this a step away from
the Authority's objective of a pro-competition policy?
Perhaps the Authority with a staff of 330 people has developed so fast that there is no
adequate communication among its departments. This has led to many contradictions
in policy. These contradictions may have some logic behind them. Anyway, economic
theories tell us that as a bureaucratic organization, the Authority definitely will not
'break its own rice bowl through deregulation' . Therefore, it always wishes to impose
regulation wherever it is possible in order to prove the value of its existence. A self-
contradictory policy is unavoidable.
