48-60 = There is a high degree of resistance to the change initiative.
Indicating that failure or less then desired results will be a probable outcome.
36-47 = There is some resistance to the change initiative that will pose
significant obstacles and could lead to the change initiative failing (needs)

25-35 = There is a normal amount of small resistance, that should be
addressed, but success is likely if you have the correct plan, and change
methodology
12-24= There seems to be little resistance to the change initiative and
therefore we should have a successful outcome. (Given that we do the
change initiative correctly, including quick/ small victories, and have
proper training and a sense of urgency and proper communication.
