DE CAIRES Total Pages: 20 ROSEMARYDECAIRES//PROFESSIONALCORPORATION//01062009.1 This report makes theoretical and operational distinctions between the ways in which associational linkages facilitate, or undermine, the potential for mutual accommodation, among front line, middle line and senior officers, thereby, increasing the potential for miscommunication within a Special Investigations Unit. As it now stands, the Special Investigations Unit ('the SIU') is centrally focused on the Ontario Ministry of the Attorney General. Such distinctions include examinations based on the extent to which Institutional relations such as relations among hospitals or relations among police divisions, are based on mutual trust or distrust, cooperation or conflict, intensity or depth, equality or inequality, and effectiveness or ineffectiveness per se. The application of these dependent variables demonstrates to what extent these Institutions have been able to achieve accommodative success. By this, the Toronto Police Service and Peel Regional Police Service contrasted together are based on the above variables. The institutional structures and activities are effectively examined to show to what extent the institution's organizational form and practices have given way to relations based on mutual trust or distrust, cooperation or conflict, intensity or depth, equality or inequality, and effectiveness or ineffectiveness per se. Such distinctions are taken to be intervening variables because the Institutional structure of each entity is independent, nonprofit, research Institution that serve and protects members of the public. Because patterns of association and the capacity for mutual accommodation are embedded in the larger political and social context, contextual, and environmental variables are distinguished as being independent variables. They represent: social change, such as the influence of the rise of search warrants for arrest during year end 2004; state or institutional factors, which explain to what extent the Institutions are greatly influenced by the incentives and constraints that are imposed by state institutions or their officials, and group-specific factors, which describe the Institutional aim to connect citizens to government. By noting the direct effects that intervening variables or patterns of association have upon both patterns of accommodation such as those that are contextual and environmental, both the Toronto Police and Peel Regional Police and Trillium Health Centre are voluntary associations that evolve over time.

DE CAIRES Total Pages: 20 ROSEMARYDECAIRES//PROFESSIONALCORPORATION//01062009.1 INTRODUCTION As a result the purpose of this report is to explore the extent to which patterns of associational linkages across the various levels of police forces, the Toronto Police Service and Peel Regional Police Service, were by chance involved by virtue of boundaries that were determined on the basis of the location of Trillium Health Centre and distance between Peel Regional Police Service and Metropolitan Toronto Police Service. It is the aim of each Institution to instill absolute certainty in the trustworthiness among elected members that are called to be part of the Toronto Police Service and Peel Regional Police Service. Regardless of such restraint, these Institutions watch, guard and oversee that trustful relationships are developed at the Institutional level thereby neglecting to oversee core responsibilities. By trying to combine the interests of individual institutions into an interconnected unit that comes together for a common interest, the Institutions unite to instill member confidence by trying to structure and facilitate caring associational relations thereby providing an opportunity for an abuse of authority. In effort to establish relationships that are continuous, ongoing and wide-ranging, these Institutions aim to serve and protect individual differences by facilitating forums for discussion via implementing a strategic system. To prevent relations from becoming ad hoc, the Toronto Police Service aims to increase the intensity or severity of its relations by increasing systematically encouraging members to contribute as much effort and involvement as possible during informal investigations. By permitting members to possess some degree of control during Round table discussions, wide-ranging relationships are developed as membership contracts are being made and common interests, opinions and view points are being exchanged. The means of empowering members to control the later part of Round table discussions enhances patterns of associational linkages hence the Institute's capacity to accommodate and integrate its members region wide. The Institution's power or capacity to produce a desired result tend to be realized as sound policy suggestions contribute toward policing policy, research and analysis that is misdirected in the sense that it is objective, professional and relevant in nature. First, as a part of the democratic process, the Institutions play a vigorous role in public policy debates where there exists a fragmentation of power. Second, power groups are a large umbrella to organizations, which are not committed to internal policy work, and can conduct research in a nonpartisan way. Third, most recent scholarship offers both theoretical and technical work inasmuch as the Institutions use its discretion to select key members who can produce necessary results when needed. Finally, because there exists a legal tradition in Canada, the Institution's are diversified in the sense that they prove to be benevolent in contributing their time and support toward the Institution's public policy, research and agenda.
