  • 1. ‫ﻤﺭﻜﺯ ﺍﻟﺘﻤﻴﺯ ﻟﻠﻤﻨﻅﻤﺎﺕ ﻏﻴﺭ ﺍﻟﺤﻜﻭﻤﻴﺔ‬ ‫ﺘﺼﻨﻴﻑ ﻭﺭﻗﻡ ﺍﻟﻭﺜﻴﻘﺔ: ﺃﺩﻭﺍﺕ ﺍﻟﻌﻼﻗﺎﺕ ﺍﻟﻌﺎﻤﺔ، ﻋﺩﺩ )٨(، ٩٢ ﻴﻭﻟﻴﻭ ٢٠٠٢‬ ‫*‬ ‫ﺍﻷﺨﻁﺎﺀ ﺍﻷﻜﺜﺭ ﺸﻴﻭﻋ ﹰ ﻓﻲ ﺍﻟﻌﻼﻗﺎﺕ ﺍﻟﻌﺎﻤﺔ‬ ‫ﺎ‬ ‫ﻟﻡ ﺘﻌﺩ ﺍﻟﻌﻼﻗﺎﺕ ﺍﻟﻌﺎﻤﺔ ﻤﻴﺩﺍﻥ ﺍﻟﺸﺭﻜﺎﺕ ﺍﻟﻜﺒﻴﺭﺓ ﻭﺍﻟﻤﺅﺴﺴﺎﺕ ﺍﻟﺘﺠﺎﺭﻴﺔ ﻭﺍﻟﻭﻜﺎﻻﺕ ﺍﻟﺤﻜﻭﻤﻴﺔ، ﻓﻜل ﺸﺨﺹ‬ ‫ﻗﺎﺌﻡ ﻋﻠﻰ ﻤﺸﺭﻭﻉ ﺃﻭ ﻴﻌﻤل ﺒﻤﻬﻨﺔ ﻤﻌﻴﻨﺔ ﻴﺤﺘﺎﺝ، ﻓﻲ ﻴﻭﻤﻨﺎ ﻫﺫﺍ، ﺇﻟﻰ ﺘﻭﻅﻴﻑ ﺍﻟﻌﻼﻗﺎﺕ ﺍﻟﻌﺎﻤﺔ ﻓﻲ ﺇﻅﻬﺎﺭ ﻗﺩﺭﺍﺘﻪ.‬ ‫ﻏﻴﺭ ﺃﻨﻪ ﻜﺜﻴﺭﹰ ﻤﺎ ﻴﻜﻭﻥ ﻫﺫﺍ ﺍﻟﻨﻭﻉ ﻤﻥ ﺍﻟﻨﺸﺎﻁ ﻤﻬﻤل ﺃﻭ ﻴﻨﻔﺫ ﻋﻠﻰ ﻨﺤﻭ ﺭﺩﻱﺀ.‬ ‫ﺍ‬ ‫ﺒﻤﺎ ﺃﻥ ﻫﻨﺎﻙ ﻟﻭﺍﺌﺢ ﻋﻥ ﺍﻷﻤﻭﺭ ﺍﻟﺘﻲ ﻴﺠﺏ ﺍﺘﺒﺎﻋﻬﺎ ﻟﻀﻤﺎﻥ ﺘﺤﻘﻴﻕ ﻋﻼﻗﺎﺕ ﻋﺎﻤﺔ ﺠﻴﺩﺓ، ﻓﺴﻨﻘﻭﻡ ﻓﻴﻤﺎ ﻴﻠﻲ‬ ‫ﺒﻌﺭﺽ ﺒﻌﺽ ﺍﻷﺨﻁﺎﺀ ﺍﻟﺸﺎﺌﻌﺔ ﻓﻲ ﺘﺤﻘﻴﻕ ﻋﻼﻗﺎﺕ ﻋﺎﻤﺔ ﻭﻤﺘﻤﻴﺯﺓ، ﻭﻫﻲ:‬ ‫١. ﻋﺩﻡ ﺍﻟﺘﺨﻁﻴﻁ ﺍﻟﻤﺴﺒﻕ. ﻤﻌﻅﻡ ﺍﻟﻤﺠﻼﺕ ﺘﺘﻁﻠﺏ ﺇﻋﻼﻤﹰ ﻤﺴﺒﻘﹰ ﻤﻥ ﻗﺒل ﺨﻤﺴﺔ ﺇﻟﻰ ﺴﺘﺔ ﺃﺸﻬﺭ، ﺃﻤﺎ‬ ‫ﺎ‬ ‫ﺎ‬ ‫ﺍﻟﺼﺤﻑ ﻭ ﻤﺤﻁﺎﺕ ﺍﻹﺫﺍﻋﺔ ﻭﺍﻟﺘﻠﻔﺯﻴﻭﻥ ﺘﺤﺘﺎﺝ ﺇﻟﻰ ﻭﻗﺕ ﺃﻗل ﺒﻜﺜﻴﺭ. ﺒﻴ ‪ ‬ﺃﻥ ﺍﻻﻨﺘﻅﺎﺭ ﺤﺘﻰ ﺍﻟﻠﺤﻅﺔ‬ ‫ﺩ‬ ‫ﺍﻷﺨﻴﺭﺓ ﻫﻭ ﻁﺭﻴﻘﺔ ﻤﺅﻜﺩﺓ ﻟﺨﺴﺎﺭﺓ ﻓﺭﺹ ﻗﻴﻤﺔ ﻓﻲ ﻤﺠﺎل ﺍﻟﻌﻼﻗﺎﺕ ﺍﻟﻌﺎﻤﺔ.‬ ‫٢. ﻜﺘﺎﺒﺔ ﺘﻘﺭﻴﺭ ﺼﺤﻔﻲ ﺃﻭ ﻨﺸﺭﺓ ﺼﺤﻔﻴﺔ ﺒﻁﺭﻴﻘﺔ ﺨﺎﻁﺌﺔ، ﻜﻭﻀﻊ ﻋﻨﻭﺍﻥ ﻤﻤل، ﺃﻭ ﺃﻥ ﻴﻜﻭﻥ ﻁﻭﻴ ﹰ ﺠﺩﹰ، ﻭ‬ ‫ﻼ ﺍ‬ ‫ﻋﺩﻡ ﻨﺸﺭ ﻓﻴﻪ ﺃﻴﺔ ﺃﺭﻗﺎﻡ ﻫﺎﺘﻑ ﻴﻤﻜﻥ ﺍﻻﺘﺼﺎل ﺒﻙ ﻤﻥ ﺨﻼﻟﻬﺎ.‬ ‫٣. ﻋﺩﻡ ﺍﻟﺘﻨﺴﻴﻕ ﻤﻊ ﺍﻟﻤﺭﺍﺴﻠﻴﻥ ﺍﻟﺼﺤﻔﻴﻴﻥ ﺍﻟﻤﻌﻨﻴﻴﻥ ﻭﻋﺩﻡ ﺍﻁﻼﻋﻬﻡ ﻋﻠﻰ ﻨﺸﺎﻁﺎﺘﻙ.‬ ‫٤. ﻋﺩﻡ ﻭﻀﻊ ﺨﻁﺔ ﻋﻼﻗﺎﺕ ﻋﺎﻤﺔ ﻤﺘﻁﻭﺭﺓ ﺘﺘﻌﻠﻕ ﺒﺎﻻﺘﺼﺎل ﺒﻭﺴﺎﺌل ﺍﻹﻋﻼﻡ ﻓﻲ ﻤﻨﻁﻘﺘﻙ.‬ ‫٥. ﻋﺩﻡ ﺘﺠﺩﻴﺩ ﻗﺎﺌﻤﺔ ﻤﺭﺍﺴﻼﺕ ﻟﻠﻬﻴﺌﺎﺕ ﺍﻹﻋﻼﻤﻴﺔ ﺍﻟﻤﺤﻠﻴﺔ ﻭﺍﻟﻭﻁﻨﻴﺔ.‬ ‫٦. ﻋﺩﻡ ﺍﻟﺘﻔﺎﻋل ﻤﻊ ﺃﻱ ﺤﺩﺙ ﺃﻭ ﻗﻀﻴﺔ ﻤﺘﻌﻠﻘﺔ ﺒﻌﻤﻠﻙ ﺘﻨﺎﻭﻟﺘﻬﺎ ﻭﺴﺎﺌل ﺍﻹﻋﻼﻡ ﺍﻟﻤﺤﻠﻴﺔ.‬ ‫٧. ﻋﺩﻡ ﺍﻟﺘﻔﺎﻋل ﻤﻊ ﻨﺸﺎﻁﺎﺕ ﺍﻟﻤﻨﻅﻤﺎﺕ ﺍﻷﺨﺭﻯ، ﺃﻭ ﺇﻟﻘﺎﺀ ﺍﻟﺨﻁﺎﺒﺎﺕ ﻭﺇﻋﺩﺍﺩ ﺃﻭﺭﺍﻕ ﺍﻟﻌﻤل ﺍﻟﻤﺘﺨﺼﺼﺔ.‬ ‫٨. ﻋﺩﻡ ﺍﻻﺴﺘﻌﺎﻨﺔ ﺒﺨﺒﺭﺍﺀ ﺍﻟﻌﻼﻗﺎﺕ ﺍﻟﻌﺎﻤﺔ ﻓﻲ ﺘﺨﻁﻴﻁ ﻭﺘﻨﻔﻴﺫ ﺒﺭﻨﺎﻤﺞ ﻋﻼﻗﺎﺕ ﻟﻙ.‬ ‫٩. ﻋﺩﻡ ﺍﻻﻫﺘﻤﺎﻡ ﺒﻜﻴﻔﻴﺔ ﺼﻭﺭﺓ ﻤﻨﻅﻤﺘﻙ ﺍﻟﺘﻲ ﻗﺩ ﺘﺘﺤﻘﻕ ﻋﻥ ﻁﺭﻴﻕ ﺘﺩﻓﻕ ﻤﺴﺘﻤﺭ ﻟﻸﻨﺒﺎﺀ ﺍﻹﻴﺠﺎﺒﻴﺔ ﺤﻭل‬ ‫ﻨﺸﺎﻁﺎﺘﻬﺎ.‬ ‫ﺍﻟﺠﻭﺩ ﻟﻠﺭﻋﺎﻴﺔ ﺍﻟﻌﻠﻤﻴﺔ، ﻴﻭﻟﻴﻭ ٢٠٠٢.‬ ‫*‬ ‫١‬
