Functional Context Education and Workplace Literacy Contemporary projects on contextualizing and integrating program design In the 1970s, functional context education entered the education and training community and served as a pre-cursory to what is now known as CTL. Based on lessons learned from the U.S. military’s efforts to raise the skill levels of its soldiers (Sticht & Kern, 1970), functional context education is defined as “an instructional strategy that integrates the teaching of literacy skills and job content to move learners more Elaine DeLott Baker Laura Hope successfully and quickly toward their education Kelley Karandjeff and employment goals” (Wider Opportunities for Women, 2009).

Kellogg Foundation, the Kresge Foundation and the Open Society Foundations, and in partnership with Washington State Board for Community and Technical Colleges, the National Council for Workforce Education, and The National College Transition Network.

  30. 30. Functional Context Education and Workplace Literacy―Career pathway bridges…are designed specifically to meet the needs of lower-skilled adults and youth. Thesebridges provide targeted basic skills or English language help to lower-skilled students to enable them to enter andsucceed in career pathways. While there are many variations of career pathways bridge models, they share somecommon elements. Career pathway bridges typically:>Combine basic skills and career-technical content, including general workforce readiness skills, pre-collegeacademic and English language skills, and specific occupational knowledge and skills, supported by comprehensivestudent services.>Contextualize basic skills and English language content to the knowledge and skills needed in specificoccupations.>Use new or modified curricula with identified learning targets for both the academic and occupational content,articulated to the next level in the college and career pathway.>Change how classes are delivered, using such strategies as dual enrollment in linked basic skills and occupationalcourses; integrated, team-taught basic skills and occupational courses; and, enrolling students in cohorts (also knownas learning communities or managed enrollment).>Support student success through comprehensive student services, often including a point of contact who helpsstudents navigate through college advising and financial aid services, connects students to other public benefits, andworks with students to problem solve as challenges arise that could derail progress.>Connect to local employer and community needs by engaging key partners in design and implementation ofbridges, such as employers, unions, workforce development boards, community-based organizations andfoundations.

Functional Context Education and Workplace LiteracyWhat to expect during the programmeUndertaking a Workplace Literacy Programme is easy and provides manyopportunities for your people to make a positive difference at work.Benefits in the workplace can include improved accuracy, reduced waste andrework, better communication and improved employee morale.Participants usually find their new skills also benefit their personal lives, bybetter enabling them to support their childrens schooling, make more informedpurchasing and health-care decisions, and become more involved in their localcommunities.

Functional Context Education and Workplace LiteracyGetting started with your literacy programmeWe will meet with you to discuss what you want to achieve, how our literacyand numeracy programmes work, and how they might run in yourworkplace. After this meeting we will present a proposal that:>provides an overview of your company and employee requirements>identifies programme cost options and available government funding>seeks your agreement to proceed with a needs analysis.

Functional Context Education and Workplace LiteracyNeeds analysisA thorough analysis is carried out to ensure we fully understand what youwant to achieve, and understand the priorities and needs to be addressed inorder to meet these goals. The needs analysis involves:>speaking with you>observing day-to-day operations in your workplace>speaking with employees about how they do their jobs>Identifying the skill requirements for various job roles including the literacyand numeracy tasks, processes and documents>Providing you with a report on our findings and our trainingrecommendations.If you wish to proceed, this information will be used to design a trainingprogramme that uses real content from your workplace. It ensures trainingremains focused on your companys objectives, and on equipping youremployees with the skills to reach their performance potential.

Functional Context Education and Workplace Literacy Choosing and enrolling trainees The needs analysis helps to identify employees who will benefit the most from a Workplace Literacy Programme. We can help you publicise and explain the training programme to employees, and enroll them. In our experience, employees appreciate the opportunity and are keen to develop their skills.

Functional Context Education and Workplace LiteracyHow the programme worksThe programme uses documents from your workplace because people learnbest when they are able to use their new skills straight away.We provide training at your workplace, and usually work with groups ofbetween two and six participants.Training is held in a series of weekly sessions, which enables participants touse their new skills and discuss the experience with their tutor.Small group sessions are ideal for improving communication skills andmeeting individuals specific development needs.Our tutors will meet with you weekly to discuss the programmes progress,ensuring the curriculum continues to meet your immediate business needs.

Functional Context Education and Workplace LiteracyCourse contentAll Workplace Numeracy and Literacy Programmes are tailored to your businesssneeds and goals and, if desired, can include NZQA unit standards and contribute toindustry qualifications.Each participant has a personalised learning plan and goals that reflects their ownneeds in the context of your business objectives. Training sessions focus on theparticular demands of each employees job. For example, sessions may include thefollowing:>understanding procedures>filling in workplace forms>oral communication skills, such as giving or receiving instructions, and>contributing at meetings>workplace calculations and numeracy>quality management processes>health and safety requirements.Course content can easily be adjusted if your training priorities change during theprogramme.
  41. 41. Functional Context Education and Workplace LiteracyProgramme scheduling, timing and locationFunded programmes allow 40 hours training per person. Depending uponhow many hours you want to allocate per training session, the programme cantake from ten weeks to a year to complete.Sessions are timed to fit around your workload and production schedules andwe will co-ordinate with you in managing peoples attendance. Trainingusually takes place at the workplace, in work time, so you will need to providea suitable training location that ideally has a computer and Internet access.Throughout the programme, participants are encouraged to study in their owntime.
  42. 42. Functional Context Education and Workplace Literacy Reporting progress Our tutor will liaise closely with appropriate people in your company to ensure the programme is meeting your needs. We will keep you up-to- date with progress through weekly meetings, monthly reports, and a final report on the programmes completion. We will also take care of all funding-related reporting requirements to the Tertiary Education Commission. Where required, training outcomes will also be assessed and reported to the NZQA for unit standards achievement.
