Self assessment of e readiness

  1. 1. Self Assessment for E-readiness Prepared by : Indarti Primora B Harahap With team : Virano Nasution, Aprita Primayuda Aristo Lystiono, Medwi Swasono for ’Workshop on E-Readiness in Latin America and the Caribbean Region’’ at Guatemala 26-27 Sept 2002
  2. 2. Agenda• Importance of ICT• Self Assessment Framework• Questionare categories• Example of result (Indonesia)• Follow up
  3. 3. Importance of ICT • Indispensable tools to fight poverty. • Unprecedented opportunity to meet development goals. • Powerful overall enabler of development.
  4. 4. Element of ICT• Telecommunication infrastructure• IT infrastructure• Internet• Human Resource
  5. 5. Hyper-exponential Growth of Net • Driven by synergy between two powerful virtuous cyclesPower of Any-any Power of Universal Connectivity Computing Devices Human Arithmetic 2x every Language Calculation 1.5 years Books Precision, Repeatability Telephones Text Processing, Radio, Television Business Apps Fax Machines Simulation, Modeling VCR’s Storage, Indexing, Organizing Programming Manufacturing, Control Languages Office Automation Computer Entertainment, Instruction Sets Multimedia Internet Protocol CommunicationFrom: Juniper Network
  6. 6. ICT in NAM countries• Existing Problem (or opportunity ?): – Disparity of ICT, also known as digital divide.• Solution: – Develop strong improvement plan for ICT.• Constraint: – Each country is unique and at different level of e-readiness.
  7. 7. Self Assessment Framework• Adopted from research from Mosaic Group to calculate country’s IT capability.• Developed list of questionare for self assesment.• Avoid oversimplification therefore result is pattern inside radar chart.
  8. 8. Why self assessment ?• Need to determine what level of e- readiness to find accurate and comprehensive ways of ICT development plan.• Each country is unique so better do it internally.
  9. 9. Level of E-readiness• Basic – Basic infrastrure is available – Need to introduce it to the society and initiate usage• Developing – Increase penetration of ICT – Promote effective use – Supporting law and regulation• Advance – Explore innovation of ICT – Provide assistance for other level
  10. 10. Categories of Review 1 Proximity 1. Proximity to technological5 Indigenation 2 Depth of frontier (skill of local HR) Development 2. Depth of development 3. Sophistication of use 4. Penetration 5. Indigenization 4 Penetration 3 Sophistication of use
  11. 11. Proximity to technology frontier • 0 (Non-existent) • 1 (Obsolete) • 2 (Non-competitive) • 3 (Competitive) • 4 (Leading)

  17. 17. Follow up required• Input and revision to questionare.• Actual survey conducted on participant countries.• Result are reviewed by task force or expert group. – They will group result statistically – Collectively agree at pattern(s) representing level of e-readiness.
