In 27th EU primary energy is produced based on biogas from landfills (49%), from agriculture (36%) and from wastewater treatment plants i.e. from sludge (15%). Biogas in Regional Environmental Management System In 2009 in Poland were installed 1179 renewable energy plants with total capacity of 926 058 MW [2] that included the following plants: 120 biogas, 282 wind, 724 water, 38 co-combustion of fossil fuels with biomass or biogas, 14 biomass, 1 solar Prognosis for green heat for Poland (based on: Polish Energy Policy till 2030 (source [3]) Biogas in Poland

Biogas in Regional Environmental Management System <ul><li>That is no doubt that is worth while using environmental management systems for management of each significant environmental aspect. Increased consumption of biogas as renewable resource of energy is foreseen in Polish energy policy till 2013 [3]. </li></ul><ul><li>Depends on regional and local conditions biogas usage could be identified as significant regional and local environmental aspect </li></ul><ul><li>Then environmental objectives, environmental targets and environmental management programs (environmental protection program) can be prepared (or updated if exists) and implemented to increase a share of biogas in production of electricity and/or heat in the region and to develop biogas sector </li></ul>HOW INCREASE BIOGAS USSAGE ?

Biogas in Regional Environmental Management System <ul><li>Moreover eco-efficient technologies can be identified and applied taking into account risk management approach. </li></ul><ul><li>All this activities could be managed by using REMAS model and e-REMAS tools. Focussing the potential of administration and enterprises (including SMEs) and other REMAS actors round REMAS we can increase biogas usage and support implementation of national energy policy but as well efficient implementation of biogas investments. </li></ul><ul><li>Systematic actions will provide cost-efficient development of biogas capture and utilisation instead of natural resources of energy. </li></ul>HOW INCREASE BIOGAS USSAGE ?

Biogas in Regional Environmental Management System The above introduction induce consideration how to organise environmental management system in regional scale as tool for identification of renewable energy including biogas as significant environmental aspect and how to manage implementation of biogas investments as task of environmental management program. The model of Regional Environmental Management System (REMAS) [4] seems to be available to ask this question as well as e-REMAS tool being ready for implementation and evaluated as innovative tool in framework of SPIN and ACT CLEAN international projects ( www.actclean.gig.eu )

Biogas in Regional Environmental Management System According Polish environmental protection low each 4 years the National Environmental Policy is developed and then regional and local administration must prepare mutually coherent environmental protection programs for voivodeships (regions), counties and communities for the 4 years with perspective of next 4. To achieve sustainable development in regional scale by permanent improvement of quality of environment, quality of life, pollution prevention and conservation of natural resources the model of Regional Environmental Management System (REMAS) is developed [4] Model of REMAS

The procedure PR1 and PR2 has got unique structure, templates for reporting and the text useful for any organization – only the name of organization, Its logo and the name of a key personnel (director, president, mayor etc.) is updated. Procedure PR3 is specific. Internal Data Base and set of indicators are exchangeable - the same for communities, counties and the region, but for the enterprises or groups of enterprises are adopted taking into account size and character of the company (big, SMEs), their activity, impact on environment and legal obligations. The system is user-friendly and can be employed by businesses of all sizes (including SMEs), operating in all areas of industry. Biogas in Regional Environmental Management System <ul><li>e-REMAS internal Data Base and a set of indicators are opened and could be modified to describe more detailed environmental performance for biogas aspect in regional scale if necessary. Now this Data Base uses national statistic data, integrated data from regional data base of pollutions and payers of fees and fines (SOZAT), data related areas of post industrial sites ant others. e-RAMAS include data for pilot Silesia voivodeship for 2006-2009. </li></ul><ul><li>REMAS could be adopted to specific legal regulations and submitted in selected language version for foreign applications. </li></ul>Conclusions
