  • Oracle Communications BRM: Statement of Direction Page 2 Oracle  Communications     Billing  and  Revenue  Management:     Statement  of  Direction   INTRODUCTION   Oracle   is   a   premier   provider   of   billing   and   revenue   management   solutions   for   the   global   communications,  media,  cloud  and  M2M  markets.  The  Oracle  Communications  Billing  and  Revenue   Management   (BRM)   application   is   deployed   by   many   of   the   world’s   largest   and   most   innovative   service  providers  across  a  broad  spectrum  of  markets,  including  telecommunications,  cable,  satellite,   publishing  and  cloud  based  service  providers.  Oracle  has  a  clear  and  compelling  vision  for  the  global   communications  and  media  markets  to:     • Deliver  best-­‐in-­‐class  applications  built  on  a  common,  open,  standards-­‐based  technology  platform   • Provide  a  complete  suite  with  productized  integrations  and  industry-­‐specific  business  processes   • Facilitate  business  transformation  through  flexible  deployment  and  product  collaboration   The   Oracle   Communications   Billing   and   Revenue   Management   roadmap   builds   upon   BRM     7.5,     made  generally  available  in  November  2011  and  releases  of  new  BRM  applications,  PDC  11.1  made   generally  available  in  December  2011,  Offline  Mediation  Controller  6.0  made  generally  available  in   April  2012  and  Elastic  Charging  Engine  11.2  made  generally  available  in  August  2013.         BRM  Release  7.5   The  key  functional  enhancements  in  BRM  Release  7.5  includes  a  comprehensive  solution  for  rebilling   and   corrective   invoicing   and   a   complete   convergent   charging   and   revenue   management   solution   with   a   productized   integration   with   the   Oracle   Communications   Online   Mediation   Controller   and   Oracle   Communications   Policy   Controller.   In   addition   to   a   number   of   significant   functional   enhancements,   BRM   Release   7.5   supports   Application   Integration   Architecture   (AIA)   for   Communications  Releases  2.4  to  11.3.     Following  the  BRM  7.5  release,  significant  enhancements  were  delivered  with  the  patchset  releases.     Enhancements  on  Collections  include   • Ability  to  work  with  multiple  Debt  Collection  Agencies   • Support  and  regulatory  compliance  for  grouped  and  interrelated  accounts  with    single   collection  scenario   • Promise  to  pay  –  scheduling  installment  payments  for  outstanding  debts   • Configurable  rule-­‐based  and  flexible  collection  scenario     • In-­‐flight  adaption  and  assignment  of  revised  collection  scenarios  
  • Oracle Communications BRM: Statement of Direction Page 3 • Workflow  process  and  business  sequence-­‐aware  collections   TCO  enhancements  include   • Storage  reduction  leveraging  the  virtual  column  feature  in  Oracle  11g  database       • Startup  improvements  on  batch  pipeline     • Service  transfer  between  schemas   Roaming  enhancements   • Usability  improvements  for  configuration   • Standards  certification  for  new  Roaming  standards   Invoicing   • Adoption  of  BI  Publisher  11g  for  performance  enhancements  for  Invoicing   Security   • Secure  communication  to  Connection  Manager  from  client  applications   • Strict  Password  Complexity  Policy   • Improved   encryption   of   sensitive   data   using   Random   Initial   Vectors   to   prevent   Pattern   Attacks   • Salted  password  storage  to  prevent  Dictionary  Attacks   Application  Management  Pack  for  Communications  (AMP)   • BRM   has   been   added   to   AMP   to   provide   management   and   monitoring   of   the   Communications  portfolio  of  products     Enterprise  Integration   • Secure  Web  Service  API  with  well-­‐defined  payloads   • Distributed  transaction  support  in  the  BRM  JCA  Adapter       Pricing  Design  Center  11.1   The  Oracle  Communications  Pricing  Design  Center  (PDC)  Release  11.1  is  a  new  web-­‐based  pricing   application   that   will   empower   pricing   analysts   to   quickly   and   easily   manage   the   full   spectrum   of   pricing   capabilities   supported   by   BRM.   With   its   simplified   screens   and   intuitive   workflows   for   creating   and   maintaining   product   offerings,   the   Pricing   Design   Center   will   enable   the   communications  service  provider  to  create  new  offers  in  minutes,  which  is  a  key  element  of  success   in  an  increasingly  demanding  and  competitive  market.     Since  its  initial  release,  significant  enhancements  and  new  capabilities  have  been  delivered  in  four   patchsets,  including  the  following:     • Usability  improvements,  including  notification  when  product  offerings  are  successfully   published,  new  GUI  for  configuring  usage  metrics,  enhanced  diagnostics,  and  a  visual   snapshot  of  the  product  catalog  displaying  product  offerings  by  service   • New  and  improved  pricing  capabilities,  including  enhanced  Discount  Filters,  Selectors,  and   Charges  with  multiple  usage  metrics   • Migration  utility  to  move  pricing  data  from  Pricing  Center  to  PDC   • WS  APIs  for  integration  with  enterprise  product  catalog   • Balance  Elements  configuration  UI  
  • Oracle Communications BRM: Statement of Direction Page 4 Elastic  Charging  Engine   Elastic  Charging  Engine  is  Oracle  Communications  Billing  and  Revenue  Management’s  new  charging   engine.  It  sits  at  the  core  of  Oracle  Communications  Convergent  Charging  and  Policy  solution  and   has  been  engineered  to  work  seamlessly  with  Oracle’s  Online  and  Offline  mediation  controllers  and   Oracle  Communications  Policy.  It  includes  a  full  Java-­‐based  software  development  kit  (SDK)  for   integration  into  third-­‐party  systems.  Significant  enhancements  in  the  latest  release  (11.2)  of  BRM’s   Elastic  Charging  Engine  include:   • Support  for  convergent  rerating  of  usage  events     o Rerating  orchestrated  and  managed  by  BRM   o No  usage  processing  interruption  during  rerating   • Policy  integration   o Productized  Diameter  Sy/Sp  support  with  Online  Mediation  Controller   o Spending  Limit  Notifications  (Sy)  based  on  thresholds  defined  with  Product  Offer   • Extensibility  hooks  for  customization   o Pre  and  Post-­‐rating  hooks  allowing  enrichment  and  alteration  of  charging  requests   and  rated  balance  impacts   • Charging  enhancements   o Cascading  discount  support   o Subscription  Groups   o Full  support  for  all  Consumption  Rules  supported  by  Balance  Management   o Intelligent  handling  of  long-­‐running  data  sessions  supporting  mid-­‐session  top-­‐ups,   offer  changes  and  balance  changes   • Operation  simplification   o Overload  protection  to  prevent  system  degradation  in  overload   o Simplified  purging  of  rated  events  and  historical  data   o Logging  and  JMX  configuration  enhancements   • Daily  Bundles   o Trigger  charges  and  grants  on  first  usage  within  defined  period  (multiples  of  a  day)   o Grant  validity  can  be  either  based  on  calendar  day  (00:00:00  –  23:59:59)  or  on  time   of  first  usage  in  the  period

  • Oracle Communications BRM: Statement of Direction Page 6 The  Billing  and  Revenue  Management  roadmap  includes  Patchset  releases  of  BRM,  PDC,  ECE  and   OCOMC   followed   by   the   next   major   release   BRM   Matterhorn.   Matterhorn   will   include   significant   functional  enhancements  in  the  areas  of  multi-­‐schema  support,  security,  operations  and  enhanced   performance  and  TCO.    Matterhorn  will  also  support  the  next  phases  of  enterprise  applications  suite   integrations.   The  following  sections  provide  detailed  descriptions  of  the  planned  BRM  roadmap.   PATCHSET  CANDIDATES   Paymentech  Manager  will  support  credit  card  tokenization.  This  will  protect  subscribers  credit  card   data  and  reduce  operators  PCI  compliance  scope.  A  migration  utility  will  be  provided  to  migrate   credit  card  numbers  to  tokens.   BRM  will  support  the  Single  Euro  Payments  Area  (SEPA)  payment-­‐integration  initiative  in  line  with   the  new  timeline  of  the  EU  mandate  of  1  August  2014.    There  will  be  a  new  payment  method   introduced  for  SEPA  Direct  Debit  as  well  as  SEPA  Credit  Transfer  for  supporting  refunds  and  SEPA   Payment  Reversal  for  reversing  previously  collected  payments.  SEPA  Mandates  will  be  stored  in  BRM   as  authorization  for  the  creditor  to  collect  payment  and  to  instruct  the  debtor's  bank  to  pay  those   collections.   Additional  performance  optimizations  are  being  considered  which  will  improve  the  trial  billing   performance  for  large  hierarchies  bringing  it  in  alignment  with  production  billing  in  terms  of   throughput.  Trial  billing  will  take  a  snapshot  of  an  account  isolating  it  from  any  changes  in   production  while  ensuring  a  consistent  result  that  will  mirror  the  final  billing  result.     BRM  MATTERHORN  RELEASE  CANDIDATES   Matterhorn   is   the   next   major   release   of   the   Oracle   Communications   Billing   and   Revenue   Management   application.   A   number   of   significant   architectural   and   functional   enhancements   are   planned  for  the  Matterhorn  release.       Matterhorn  is  the  next  major  release  of  Billing  and  Revenue  Management.  This  release  will  simplify   the  architecture  of  BRM  by  making  the  Elastic  Charging  Engine  the  single  usage  charging  engine,  PDC   the  single  pricing  application  and  OCOMC  the  offline  network  interface.  It  will  continue  the  evolution   of  the  BRM  user  interfaces  to  modern  web-­‐based  interfaces  that  started  with  PDC  and  will  now   cover  customer  and  billing  management  with  the  introduction  of  Billing  Care.  This  will  replace   Customer  Center  with  a  modern,  simple-­‐to-­‐use  user  interface  that  will  speed  up  call  handling  times   for  Customer  Service  Representatives  by  providing  key  subscriber  information  at  their  fingertips  and   adopting  modern  User  Experience  best  practices.  
  • Oracle Communications BRM: Statement of Direction Page 7 BRM  applications  will  support  centralized  user  and  role  management  for  all  applications.  This  will   allow  for  centralized  user  management  and  auditing  of  application  access.     We  will  improve  the  scalability  and  reduce  the  operational  complexity  of  reporting,  subscriber   management,  archiving  and  purging  by  leveraging  Oracle  Database  Partitions  as  a  replacement  of   multi-­‐schema.   All  of  the  business  configurations,  meta-­‐data  definitions  and  pricing  setup  will  be  managed  from  a   single  web-­‐based  application.    We  will  provide  the  capability  to  export/import  the  configuration  for   easier  deployment.  All  configuration  changes  will  be  managed  in  a  workflow  which  will  initially   provide  the  capability  to  export/import  the  configuration  for  easier  deployment  then  later  provide   approval  and  publishing  lifecycle  management  across  multiple  environments.  .   A  new  application  will  be  created  to  support  batch  business  operations  in  BRM  which  will  provide   the  business  user  a  view  of  the  operational  status  of  a  BRM  system  and  provide  a  user  interface  to   manage  and  monitor  these  processes.   In  addition  to  the  solution  simplification  and  new  centralized  applications  there  will  be  significant   enhancement  in  the  financial  management  capabilities  of  BRM.  The  General  Ledger  (GL)  will  be   enhanced  to  increase  the  flexibility  and  configurability  of  revenue  recognition  by  introducing  time-­‐ based  and  milestone-­‐based  revenue  recognition.  GL  Reporting  will  be  enhanced  with  improved   allocation  of  payments  against  multiple  GL  accounts.  More  granular  reporting  of  GL  will  also  be   possible  for  taxes  with  the  introduction  of  GL  assignment  at  different  levels  of  tax  jurisdiction  and  by   different  tax  type.  The  Accounts  Receivable  actions  of  adjustment  and  refund  reversal  will  also  be   added  to  simplify  and  cleanup  reporting  revenue  reporting  and  invoicing.     Copyright © 2013, Oracle and/or its affiliates.
