CPRS versus ‘carbon tax’ The OLCF (Boroondara) was initiated in mid 2009. At that time, the Australian Government’s proposal was the Carbon Pollution Reduction Scheme (CPRS) which was a ‘cap and trade’ system. A ‘carbon price’ (not CPRS) has recently been legislated, with a $23/tonne ‘carbon tax’ . The attached link is a submission from ALGA to Greg Combet in August 2011. It highlights a view that there will be a serious and ongoing financial impact on local government - particularly in regard to waste, sewage treatment and street lighting. Lighter Footprints strong support for :
Highest priority action areas:
Corporate
• Buildings-energy efficiency (co-gen at leisure centres, ESD in buildings and facilities)
• Streetlighting–switch to T5 lamps
• Fleet–smaller, more fuel-efficient fleet
Community
• Residential –energy efficiency (e.g. light globes, showerheads, solar hot water).... (LF) with regular surveys to determine take-up and barriers
• Commercial –energy efficiency opportunities in existing commercial buildings

Major Bicycle pathway link
For each 100 km’s a commuter cyclist rides, the community benefits by more than $70 in voided congestion and other road costs, as well as health improvements 1
There are 168,000 residents in Boroondara, so if 5% of people cycle commuted 50km’s per week (2 x 5km trips per day) , that equates to $13.5 million benefit p.a. 2
CO2 benefits are significant
As a general principle, bike paths should be separated from roads (Safety & equity)

Enabling ‘Multi-modal transport ‘
Principle: with increasing population, commuters need greater amenity to link different modes of transport. For example, ride or drive to train station
There are 168,000 residents in Boroondara, so if 5% more people commuted by train or tram, that would reduce CO2 and enhance other congestion-related effects
#2 OLCF Proposal:
Cars: - strategic plan for more parking at Rail and Tram nodes, less onerous permits and meters at these points
Bikes: more weatherproof lock-ups at public transport nodes
Walking: enhance safety at night through lighting, etc

LF Proposal for 2012/13 –2015/16 Review outcomes of “Sustainable Building Policy”
Lighter Footprints would like to see:
verification of effectiveness of the ‘implementation plans’ for this Sustainable Blg Policy.
Independent assessment (3 rd party external to Council) of compliance with achievement of objectives; example, Hays paddock pavilion and other Sports grounds pavilions, Council buildings.
Terms of reference:
A1) determine if Objectives of the Sustainable Blg Policy Section 3.1. and 3.2 (page 17 – GUIDELINES ,section 3), are being met
A2) determine if Objectives of Sustainable Blg Policy Section Page 8, POLICY, section 4, are being met
A3) determine if meeting OLCF – “Governance, Planning and Policy”, (p. 15)
#3 OCLF Proposal
LF’s proposes 20% ‘independent assessments’ by a 3RD PARTY reported to CoB’s CEO, of the above Objectives – on an annual basis
