  • TO: Associated Agencies FROM: Joe Werner NIB – Director, Distribution Strategy DATE: August 11, 2006 RE: Department of Defense (DoD) Radio Frequency Identification (RFID) and Virtual Item Manager-Arn Supply-chain Automated Processing (VIM-ASAP) Vendors and Compliance Solutions Costs Department of Defense (DoD) has published their requirement to use Radio Frequency Identification (RFID) tags on each case and pallet of product sent to them, as each contract update or issuance requires it. The requirement also calls for the RFID tag and Advance Shipment Notification (ASN) information to be sent to DoD through their web application, Wide Area Work Flow (WAWF). Contracts issued through Defense Supply Center Philadelphia (DSCP) Clothing and Textiles (C&T) will also require use of RFID tags on each carton and pallet of product shipped. In addition, they will also require that the RFID tag and ASN information be sent to them through their web application, Virtual Item Manager-Arn Supply-chain Automated Processing (VIM-ASAP). Their web application will then send the information to DoD’s WAWF. For DSCP C&T, the RFID and ASN information is to be scanned electronically, downloaded through appropriate PC software, and then sent electronically to VIM-ASAP. This will require use of a scanner and software in addition to encoded RFID tags. Some vendors offering RFID and VIM-ASAP compliance are listed below with estimates of their costs for their compliance solutions. Agencies supplying DoD are encouraged to contact one or more of these, or other appropriate vendors, to arrange for compliance capability in advance of whatever their contract implementation deadlines might be. The vendors below have been contacted and their compliance solutions reviewed with them. Each appears to offer lower cost solutions (equipment, software, and web application services) that should provide compliance with the RFID requirement and with the DSCP C&T requirement to interface with their VIM-ASAP web application. Odyssey RFID can: • For a low initial cost and a low monthly cost, provide you the encoded RFID tags needed and interface your information to VIM-ASAP and/or WAWF for you OR • They can provide you the equipment and software needed to make your own RFID tags, scan them and your shipping information, and interface the information to VIM-ASAP and/or WAWF yourself. • If the Odyssey Service Solution is chosen, monthly charges of under $100 only start when you begin using the service to make your RFID tags and interface your information with VIM-ASAP (or WAWF). If you establish service with Odyssey RFID now to be ready when your contract changes require it but don’t use the service, there are no monthly charges assessed until you actively begin using the service, when your contract requires it. Paxar offers two solutions for RFID and VIM-ASAP compliance. Listed below are outlines of their solutions covering both RFID and VIM-ASAP compliance. They can also provide either RFID or VIM-ASAP compliance, depending upon the client’s needs and current capabilities. Their solutions differ in the choice of software provider employed for each of the choices. In addition, they can also provide preprinted/encoded RFID tags either separately or adjusted into their solutions.
