Editor's Notes
Uruguay is a small country in South America, located between Argentina and Brazil and has about 3.2 million inhabitants. Our country has been largely considered as one of the Latin-American countries with highest tobacco consumption prevalence.
On 1st. March, Uruguay became the first Free of Tobacco Smoke country in the Americas. The degree of observance by its citizens was beyond everyone’s expectations. Only one individual, a restaurant owner, dared defy the Government and stated in public his rejection of the decree and incited people against it and also against paying taxes or contributions while it was in force. As a result, he was fined, and the Tax Office sued him for inciting people not to pay taxes, and was later prosecuted. The inspections put into effect by the MOH were reinforced by controls carried out by the civil society, especially by members of the Uruguayan Passive Smokers Civil Association. The media also contributed with images of interviews, which served as an element of proof for justice to impose sanctions to the few offenders. I wish to emphasize that along with the strategy for tobacco free environments, the present Government decided to extend its Free Program for the Treatment of Tobacco Consumption Addiction (including contribution to medication), which had started in 2004, through a NGO called National Resources Fund.
Lost sales for the industry mean a win for public health and for the economics of other businesses. Smoke-free environments bring nothing but benefits to society, and losses only to tobacco companies. In other words, smoke-free environments should be a best-selling product!
