  10. 10. What is a Field Development Plan (FDP)? INPAC Development <ul><li>Field Development Plan (FDP ) </li></ul><ul><ul><li>Field Development Plan (FDP) is a defined strategy for the development of a field after it has been agreed that the identified resources can be commercially produced. </li></ul></ul><ul><ul><li>The FDP must address environmental as well as commercial requirements. </li></ul></ul><ul><ul><li>There are government defined Procedural Guidelines that must be adhered to by the operator and approved by the controlling government entity (NAPIMS in Nigeria) for any project in its jurisdiction. </li></ul></ul><ul><ul><li>Each country has unique guidelines for Field Development Plans. </li></ul></ul>
  11. 11. What is Required for the FDP in Nigeria? INPAC Development <ul><li>Draft FDP Guidelines </li></ul><ul><li>Operator must invite NAPIMS to participate in the studies and all the Value Assurance Reviews (VARs) sessions from the project initiation stage to the Final Investment Decision. </li></ul><ul><li>After the final Value Assurance Reviews (VARs) sessions with NAPIMS, Operator will be required to send 10 hard copies and 3 electronic copies of DRAFT FDP to NAPIMS for review. </li></ul><ul><li>The DRAFT FDP sent to NAPIMS should detail the content listed on the following slide. </li></ul><ul><li>NAPIMS reviews the technical and commercial viability of the project. </li></ul><ul><li>If satisfactory, NAPIMS will invite the Operator for presentation within 3 weeks of receipt of the draft FDP Report. </li></ul><ul><li>If not satisfactory, NAPIMS will communicate formally their observations to Operator for amendments. </li></ul><ul><li>Post - Draft FDP Procedures for Gaining Approval </li></ul><ul><li>Operator formally submits the amended FDP to NAPIMS stating date for the presentation of the FDP to NAPIMS. The presentation is NOT for approval but for clarification of issues. </li></ul><ul><li>After the presentations and clarifications, NAPIMS will then formally communicate approval of the FDP to Operator. </li></ul><ul><li>After the approval by NAPIMS, Operator will present the FDP to DPR with active involvement of NAPIMS team. </li></ul>
