ESP ARDITA R. ÇAESARIalso supports innovative raw waterconservation activities in the upper Up Close and Personal. Journalists exchangedwatersheds to ensure a sustainable supply ideas with Erna Witoelar, former Minister of Human Settlement and UN’s Specialof clean water. QUARTERLY PROGRESS REPORT NO.13 APRIL – JUNE 2008SECTION 2.1.NANGGROE ACEH DARUSSALAMINTRODUCTIONThe context in which ESP works in Nanggroe Aceh Darussalam has always been dynamic.From Quarter to Quarter the conditions have changed. At this point ESP efforts aregenerally being rewarded by pleasant surprises and warm words of thanks. Among theformer is the enthusiasm with which village women have taken to the re-use of plastic andother solid waste as media for handicrafts. However, the forum FORSAKA in the Ulu Masen integrated sight had aswath of some 100 hectares of its protected area cleared by outsiders seeking to make quickprofits (see the section on Ulu Masen). ESP Technical Specialists supervising the NagaUmbang community in Lhoknga in the installation of a water delivery system dealt with anextortion attempt by two men masquerading as ex-combatants (KPA). The two wanted to“work”. When these men learned that the activity was not a project, the community wasdoing the work and that no one was being paid, they wished everyone well, but did notvolunteer to help out. Such are the daily realities in this region.On a more positive note, ESP opened channels with the NAD governor during the month aswell as with the highest levels of leadership among the KPA. Both of these effortsconcerned discussions about biodiversity conservation and illegal logging. The efforts seemedto produce the likelihood of continued positive dialogue. Also ESP met with groups in andoutside of government to hammer out a format for a secretariat for Aceh implementation ofGreen, the governor’s environmented vision for Aceh.ESP also continued its efforts to connect upper and lower watersheds through training andfield surveys (see the municipal section). Since then more signage has gone up so that anyone approaching the forest can see that tampering with trees is forbidden. Finally, a survey of small streams contributing to the Alur Mancang was conducted to determine other areas to protect and to make water quality monitoring easier. Eight small springs were discovered contributing ESP NAD to Alur Mancang. The Lamtamot Field School. Trainingactivities for students in hand washing with soap was conducted in five primary schools inLhoong. The primary implementers of these activities were ESP trained village facilitators.In the village of Katapang, the Field School organized the re-alignment and installation of afailed water pipeline. In some places the pipe had to be moved as much as two kilometers.The village head said, “I never thought we could do it.
