  27. 27. QUARTERLY PROGRESS REPORT NO.13 APRIL – JUNE 2008SECTION 2.1.NANGGROE ACEH DARUSSALAMINTRODUCTIONThe context in which ESP works in Nanggroe Aceh Darussalam has always been dynamic. From Quarter to Quarter the conditions have changed. At this point ESP efforts aregenerally being rewarded by pleasant surprises and warm words of thanks. Among theformer is the enthusiasm with which village women have taken to the re-use of plastic andother solid waste as media for handicrafts. One souvenir store in Banda Aceh is nowproviding an outlet for the handicrafts produced by the women of Nusa.Never a place that one would call gentle, Aceh witnessed increased random violence in thehighland areas, renewed ‘toll taking’ on the west coast road and continued cases ofextortion during the quarter. ESP and local groups organized by ESP were fortunate to misssuch happenings. However, the forum FORSAKA in the Ulu Masen integrated sight had aswath of some 100 hectares of its protected area cleared by outsiders seeking to make quickprofits (see the section on Ulu Masen). ESP Technical Specialists supervising the NagaUmbang community in Lhoknga in the installation of a water delivery system dealt with anextortion attempt by two men masquerading as ex-combatants (KPA). The two wanted to“work”. When these men learned that the activity was not a project, the community wasdoing the work and that no one was being paid, they wished everyone well, but did notvolunteer to help out. Such are the daily realities in this region. On a more positive note, ESP opened channels with the NAD governor during the month aswell as with the highest levels of leadership among the KPA. Both of these effortsconcerned discussions about biodiversity conservation and illegal logging. The efforts seemedto produce the likelihood of continued positive dialogue. Also ESP met with groups in andoutside of government to hammer out a format for a secretariat for Aceh implementation ofGreen, the governor’s environmented vision for Aceh.ESP also continued its efforts to connect upper and lower watersheds through training andfield surveys (see the municipal section). While impossible to estimated the value, ESPleveraged workshops out of ERA-AUSCARE (2), AmRC, ARC, and Lamjabat a local NGO.BLUE THREAD INTEGRATED SITEThe major activities in the Blue Thread Site were: management and training support forwater management teams in Sukamulia, Sukadamai, Jruek Balee and Blanglambaro;PORIFERA support for Forum Alur Mancang Saree (FAMS); the start up of three new FieldSchools; training for teachers and trainers in re-use of plastic for (for ERA-AUSCARE in Pidiand Lamjabat an NGO in Aceh Besar), the start-up of plastic re-use activities in Banda Acehand technical assistance to the two forums in the site. ESP also conducted a workshop forAmRC/ARC staff on the installation of a village water system for the Krueng Raya region inAceh Besar.PORIFERA received a grant to support the FAMS forum in Saree Aceh. The buffer zones will be effective in preventing land clearing by farmers. PORIFERA has also helped FAMS to establish a regular forest and water resources monitoring program. During the first monitoring activity two trees were found that had been girdled. During the next monitoring, the team found the culprits, they were KPA from Pidie. The team explained the problem. Fortunately local KPA members were on the team and they were able to be persuasive. Since then more signage has gone up so that anyone approaching the forest can see that tampering with trees is forbidden. Finally, a survey of small streams contributing to the Alur Mancang was conducted to determine other areas to protect and to make water quality monitoring easier. Eight small springs were discovered contributing ESP NAD to Alur Mancang. The Lamtamot Field School. Accomplishments in the Blue Thread area included: • Two new community groups were organized, one in Teladan and the other in Lamtamot • The community based Watsan team leveraged support from ERA-AUSCARE and a local NGO, Lamjabot to train 30 school teachers and local facilitators in recycling plastic waste by making handicrafts. Training facilitators were women from Nusa village. • The start-up of the re-use of plastic waste program in Penayung, Banda Aceh around the Healthy Market supported by CHF and HSP.WEST COAST MINI-ESPsOn the west coast five field schools were completed in Lhoong that focused on watersystem management, re-use of plastic, composting kitchen waste and hand washing. Trainingactivities for students in hand washing with soap was conducted in five primary schools inLhoong. The primary implementers of these activities were ESP trained village facilitators. In the village of Katapang, the Field School organized the re-alignment and installation of afailed water pipeline. In some places the pipe had to be moved as much as two kilometers. The village head said, “I never thought we could do it.
