Local law enforcementagencies have a direct interaction with the community and their role in ensuring security cannotbe ignored. The profound role of law enforcement agencies as far as homeland security isconcerned is preventing against acts of terrorism. The local law enforcement analyzes anyinformation that regards terrorism passed to them from any source. They are also in a position todetect any act of terrorism and organize security forces to act accordingly. In addition to theabove-mentioned responsibilities, the local law enforcement is also in charge of the immigrationand ensuring that the public is safe at all times. Disaster and emergency preparedness also falls inthe scope of the local law enforcement roles. However, all this work is done in collaboration withother security agents and departments. Since the act of terrorisms is local in its execution, thelocal law enforcement thus plays a vital role in preventing acts of terrorism, as well as othersecurity threats. Local law enforcers have knowledge of both the local and foreign issues. They alsointeract with local and regional multicultural communities, and maintain a good relationship withthem to ensure the fight on insecurity is successful. In dealing with a multicultural community,there is always the risk of having terrorists hiding in the community making it difficult for lawenforcement agencies to detect any wrongdoer or terrorist for that matter. Ironically, the lawenforcers are tasked with providing security to this multicultural community despite the presenceof terrorists. Local law enforcers are equipped with skills and resources to deal with the terrorthreats and attacks before, during and after the attacks.

It maybe that the local law enforcers are biased in trying to detect the terrorist because people of aMuslim origin are perceived to be terrorists, which may not be necessarily the case. Since thesociety is multicultural, it is bound to have people of a Muslim origin who may be victimized forbeing perceived to be terrorists. It is important for the local law enforcers to approach this issuewith intelligence and to change their perception on who really qualifies as a terrorist. Local law enforcers undergo vigorous training to ensure that they deal effectively withany act of terrorism. They are taught on how to detect any act of terrorism in the communities.The law enforcers are taught not be blinded in focusing their attention to any group of people.They are taught not to overlook any group of people, as anyone could be a terrorist. Theyundergo training on how to avoid being judgmental of any person, as previous acts of terrorismhave indicated. The training also makes them aware of the clear intent of terrorists as peoplewho are out to cause harm and inflict pain on others, and should thus be very cautious in dealingwith such people. Since law enforcers are the first responders to any terrorist attacks, this exposes them totremendous risk and challenge. This is because some terrorists target the first responders who inmost cases are the law enforcers, social workers and rescue personnel who work in partnership.More often than not, there have been second explosions that primarily target the rescue workers.Law enforcement officers must know self-protection is equally vital. This can be defined interms of keeping a safe distance and shielding. Apart from safety skills, they must also havesufficient language skills, to communicate with different people who may be victims of terrorattacks or other insecurity aspects. The law enforcers should spend a lot of time in training todeal with any criminal behavior including terrorism and possibly prosecute any suspect. The

They are trained to reach the scene of the terrorist attack in the shortesttime possible, but to take the shortest time possible at the scene. Evacuation procedures arespecifically emphasized, as evidence collection gets underway. Local law enforcers work together with other agencies in ensuring that a country is safe.Partnerships and collaborations with other agencies including intelligence agencies make acountry safer. Some of these agencies include National Incident Management System (NIMS)and the Incident Command System (ICS), which are responsible for the response of anyemergency in the country. The Federal Burial of Investigation (FBI) and the CIA also play a vitalrole in the security of the country. These bodies act together to combat any terrorist activity inthe country. The costs involved in handling terrorist attacks are high, hence the need to spreadthe cost by collaborating and corporation with other bodies. In addition, since the tax imposedon the community is insufficient in dealing with the preparation and planning of responseservices, the involvement of the community policing activity goes a long way in ensuring war onterrorism is won. In conclusion, the local law enforcers play a very vital role in preventing anddealing with terrorist activities in the country. They ensure that the country is safe from anyattack and act swiftly in dealing with the situation in case of any attack.
