With the industrialization taking place in the globe and the diversification of the society,
there has been a felt need to form a law enforcement organ in the society to embark on effective
law enforcement despite the social economic and religious beliefs. Thus hiring such personnel to
enforce the law continues to be an area of concern globally. Many law enforcement agencies find
it difficult to find qualified applicants hence scarcity arises. Though this crisis may be caused by
economic situation affecting a firm, the changing societal and demographic treads may be a core
cause. Moreover, the recruitment of women in such agencies especially in the United States of
America has not been a recent issue. A presidential crime commission on crime matters
recommended hiring and promotion of the minorities in the society as early as 1967. Most cares
in the cities of the United States of America has been associated with poor representation of
minorities especially the blacks. The commissions formed to follow these riots have noted the
racism and bias among the hiring bodies of the police departments. The commission proposed
measures to improve the hiring and promotion processes to include the minority groups in the
police force.
Over the last decades, there has been tremendous recruitment of police force in the
United States. This may be due to the pressure by the minority to be part of the law enforcement
agencies. These changes include the adding-up difficulty to get qualified candidates. This may be
due to economic change buts also the irreversible societal changes in the 21st century. Due to the
good economic environment enjoyed by United States of America between 1990 and 2000, the
employment market expanded and major firms sprouted up. Due to the fear of critique from the
other nations in the world, recruitment of most talented minority groups especially women
started. This was basically in the service industry among other industries. Holding of employees

especially with experience became a common practice in all sectors. In addition, the problems
associated with holding workers emerged.
Small law enforcement firms lost their employees to larger firms driven by better benefits
given by large firms. Crisis in recruitment started with competing effort of every firm trying to
get the best candidates from the small pool of qualified candidates. At this moment, the police
force experienced decrease in the labor force due to the retirees employed in the period between
1960 and 1970. The emerging problem was even bigger because most of such retirees were from
the minority groups. Further, the constraint was increased due to the increased needs for staff due
to the elaborate duty demands after the terrorist attack in 2001.
Though the demand expanded, the supply side continued to shrink. The need even gets
worse due to the increased demand of personnel to expand the numbers in the Middle East and
Afghanistan. This expanding need to fight terrorism cause major impact on the police service
especially in rural and small police departments. During the bad economic times which faces the
United States of America in 2007. Cities and counties were forced to reduce the number of
personnel hired. The layoffs affected the recently hired employees (minority groups), thus
cancelling all the gain of establishing a multi-cultural and multi-racial personnel in the police
force. Other industries adopted salary and benefit reduction. The most affected were the police
force. This may lead to increase in crime and thus may load the judicial system making it
ineffective in its operations.
However, though there are crosscutting issues leading to low personnel capacity of the
police force, the citizens still push for quality services from the same police force. Finally, the
continuously adding factor like drug use, criminal history education among other issues renders

many young people from joining the force, hence reduced pool for the personnel. With all these
threat to the security of American civilian and the low personnel levels with the increasing
demand for police service will adopt a strategic policy program aimed at Improving the
recruitment system to tap the potential minority groups such as women and the blacks amount
other minority group. Inclusion of the community stakeholders in law enforcing agency
recruitment will ease the operation by providing reliable information and also can be used to ease
advertisement and information flow from the police force to the civilians. Also, use of military
veterans due to their experience within the military operations will also target the minority
groups such as gays and lesbians.
Improving the existing “grow your own corps” and intensifying its capability to produce
high quality corps will increase the numbers joining the police force hence increase its efficiency
and effectiveness to meet the rising demand for quality services by the citizens. In addition,
giving incentive to those joining the police force (monetary or non-monetary incentive) will
likely increase the number of people willing to join the police force. Proper understanding of the
recruitment process of the agencies and proper screening of applicants will lead to recruitment
meeting the employers’ demands. This will also ensure recruits are hired with the right reason to
join the force.
