In un mondo sempre più connesso, le "scie digitali" che ciascuno di noi lascia vengono aggregate a formare basi dati molto grandi e molto granulari. La presenza di queste basi dati è un'opportunità, ma presenta anche rischi. In particolare, i soggetti che le costruiscono e gestiscono sono quasi sempre grandi imprese private, non soggette a vincoli di accountability democratica. Alcuni temono abusi, sul versante privacy e su altri. Se l'ascesa della società dei dati non si può contrastare, si può provare a rinforzare le istituzioni democratiche investendo sulla loro data literacy.
