What is the Project The project Name is:Road Sector Capacity Development Technical Assistance Project The Project is funded by the Asian Development Bank It has a team of 11 Consultants attached to it, 6 National and 5 International It commenced in February 2012 and will be completed by November 20134
The Project Objectives The Objectives of the Project can be summarized in 4 points: 1. to assist the Government Implement the Road Sector Road Map 2. a focus on ‘on-the-job training’ in construction, construction supervision and road maintenance 3. To introduce international practices and standards in road management 4. To establish a capacity for technology development and technology transfer5
The Project Outputs Output 1: Strengthen Road Agencies’ Organization and Human Resources Output 2: Restructure the Road Fund and Reestablish the Road Board Output 3: Increase DOR’s Project Management and Procurement Capacity Output 4: Set-up an Outsourced Road Supervision System Output 5: Implement a Road Periodic Maintenance Program
The Project Outputs Output 6: Define a Road Maintenance Strategy and Standards for UB City Output 7: Strengthen DOR’s Project Planning and Evaluation Capacity Objective 8: Set up Regular Training and Re- training Programs Output 9: Develop Local Capacity for Road Sector Technology Transfer Objective 10: Monitor Roadmap Implementation and Communicate with the Public
The Project Program There are 2 project phases: – Phase 1 is about policy and institutional changes for the government organisations involved in the road sector – road funding options, changes to DoR management, defining performance indicators, preparing for greater private sector involvement, procurement practices; – Phase 2 is about implementing agreed changes, a periodic road maintenance program, private sector construction supervision, establishing a technology institute, establishing a new Road Board Training occurs throughout the project.
Some Key Activities The preparation of standards and guidelines for road management – construction management, road maintenance as examples Advice on the Draft Amendments to the Road Law Review of the road financing arrangements and establishing a Road Board Training in road construction and maintenance practices Training in Procurement practices to implement FIDIC standards
