8. Institutional Framework for Implementation
● High Level National Steering Committee- Chaired by the Office
of the President and Cabinet - responsible for providing policy
direction in the implementation of the NDC in line with
National Development Objectives
● The National Technical Committee- Chaired by Ministry of
Environment, Water and Climate - responsible for
Implementation , resource mobilisation, awareness and capacity
building and development of the relevant Statutory
Instruments for implementation of NDCs as directed by the
high level committee in line with the Paris Agreement.
9. SUB-COMMITTEES
● The NDC Technical Committee delivers through five
sub-committees (clustered ministries)namely:
● Legal and Transparency
● Mitigation
● Adaptation
● Resource Mobilisation
● Information, Awareness and Capacity Building
10. Key Policies for Zimbabwe’s NDCs Implementation
● To deliver on the target of the NDCs there is need to mainstream
them in the sectoral policies and programmes of the government
● The Climate Policy is guided by the Paris Agreement, the
Climate Change Convention, the Kyoto Protocol and the national
priorities with respect to climate change
● The Renewable Energy Policy links with the Climate Policy and
is also guided by NDCs and SDGs and is important given that
over 50% of the NDC mitigation target should be achieved by
renewable energy
● Forest Policy is being developed and promotes enhanced CO2
forestry sinks towards implementation of NDC
● The Ministry is working on development of a Low Emission
Development Strategy(LEDS)
11. Key Strategies for Zimbabwe’s NDCs Implementation
● National Climate Change Response Strategy clearly spells out
the climate change issues of concern to Zimbabwe and priorities
● The Ministry is mobilising resources for development of a Low
Emission Development Strategy(LEDS)
● The Zimbabwe Agriculture Investment Plan (ZAIP)
● The Water Resources and Irrigation masterplans that are being
developed in collaboration with the World Bank
● The National Adaptation Plan that is under development
12. Milestones towards NDC Implementation
● Signed the Paris Agreement in April 2016
● Establishment of a High Level NDC Coordination Committee in
April 2016
● Establishment of a multi-stakeholders Technical Steering
Committee for NDCs implementation
● We have started working on a Statutory Instrument that mandates
all high energy producers and users to quantify their baseline
emissions and thereafter report annually until 2020 by certified
consultants
● The National Climate Policy and Renewable Energy Policy are
being concluded and have gone through Cabinet Approval.
● Climate Change Management Department drives the whole
process for continuity.
13. Measurement , Reporting and
Verification( MRV)
● Measurement, Reporting and Verification (MRV) Framework is an
important pillar in the implementation of the NDC.
● This is important to track climate change mitigation activities ,
finances received and impacts of all climate related activities.
● Zimbabwe with financial and technical expertise from the World
Bank, is developing a Climate Finance Investment Framework
● A statutory instrument that enforces compliance is being
developed, to be administered by the Office of the President and
Cabinet
● Baselines on emissions by all major companies will be conducted
with annual reporting to the government being mandatory
● We are mooting developing of our own national registry for
inventories, resources permitting.
14. Way Forward
● Looking for resources to revise the NDCs for Zimbabwe
after realising the vast potential for mitigation
● Need for capacity building of inventory compilers to kick-
start baseline emissions survey
● We need to mobilise further resources for awareness
raising for the concerned sectors
● Need for further analysis of how government could co-
finance NDCs implementation
● Need for capacity building for establishing a well
capacitated and resourced MRV framework
