  • 1. Austrian Partnership Practice Utrecht, 20th June 2013 Berenike Ecker Labour markets in times of demographic shrinkage and ageing
  • 2. TEP's... _ are contracted regional partnerships to better link employment policy with other policies (since 1997); _ established country-wide (9 regional and 13 sub-regional/local TEPs); _ are supported by the Austrian Operational Programme for Employment 2007-2013 (ESF) by means of a specific focus (priority 5) and by the Federal Ministry of Labour, Social Affairs and Consumer Protection (BMASK) _ coordinate measures amounting to € 933 Mio./p.a. on average _ develop & implement innovative measures for the integration of marginalised groups into sustainable employment (priority 3b); time frame: 2007-2013 _ develop & implement innovative measures for the increase of the adaptability of employees and enterprises (priority 1) and for combating against unemployment (priority 2); time frame: 2012-2014

Current innovative projects I ‘Desire for work - not waiting in frustration’ / TEP Carinthia Target group: unemployed people (55+) Objective: • employment at an NGO • chance to fulfill a meaningful employment, which is socially accepted • gaining additional retirement time • financial upgrade compared to the money from the Public Employment Service - poverty reduction Process: Selection of participants → Clearing → Employment Financing: ESF and national co-financing ‘Cross-over’: PES – pool of NGOs A pool of NGOs is provided. Participants have the possibility to make proposals for potential NGO employers - restriction: it has to be of social value!

Current innovative projects II ‘Youth Coaching’ / Austria-wide Target group: • Pupils completing their individual 9th year of school attendance • Young people „outside the system“ („NEET“) up to age 19 • Young people with special education needs and/or disabilities up to age 25 Objectives: • Youth coaching offers counseling on educational and vocational options to youth at risk of school drop out and marginalization and helps to come to a decision in terms of education or career . • Individual support and assistance is provided until sustainable integration into (initial vocational) education or the labour market is reached • Support with personal and social problems is offered especially where those problems might interfere with training ability Process: Initial meeting  consultation  intensive counseling  subsequent system Financing: national
  • 6.  Take care of marginalised young people with regard to domestic circumstances, health, take costudy of minors, etc.  Should be actively involved into Youth Coaching Parents/ Guardians  Instructors: Identification of Youth Coaching participants  Cooperation with other professional groups within the school sytem  Maintains close contacts with Youth Coaching counsellors School Youth welfare services ‘Youth Coaching’ / Austria-wide ‘Cross-over’: Current innovative projects III  Offer support at the interface to the labour market (job search, offer specific courses) Public Empl. Service  Offers young people support with vocational orientation  Helps finding a match beetween personal skills and professional demands/ job requirements Economy
