    3. 3. Processing activities are authorized to enlistselectees once notified in OTools of selectionand authority to enlist. The authority to appoint a selected applicant for an officer program is inherent in the appointment documents provided by PERS-802 to the NAVCRUITDIST for delivery, contingent upon compliance with any attendant restrictions.
    4. 4. Prior to Executing the Enlistment/Commissioning Change of Status Questionnaire Pay attention to ANY positive answers Completed in applicant’s own handwriting Line-outs not recommended All “YES” answers must be fully explained Program Service Agreement Annual Certificate of Physical Condition Review and sign if all answers are “NO” If there are any changes enlistment/commissioning will not be executed. Forwarded updated DD2807-1 to NAVCRUITCOM (N3M) via MEDWAIVE for final determination

NAVCRUITDIST OPL/OP Responsibilities Review Applicant’s File Pay attention to any character and employer references or police record checks not forwarded to NAVCRUITCOM prior to time of selection Notify the NAVCRUITDIST CO and appropriate NAVCRUITCOM Director immediately if derogatory information or any change would preclude enlistment/commissioning Ensure physical exam has not expired Review Conditional Release for Navy Reserve or another service Expired: Obtain new DD 368 with new release date Under no circumstance will applicant be enlisted prior to obtaining new DD368

NAVCRUITDIST OPL/OP Responsibilities (cont) Assemble required enlistment/commissioning documentation Use the Distribution of Enlistment/Commissioning Documents Checklist Ensure by the time of commissioning applicants who are drawing or claiming a pension, retired or retainer pay, or disability compensation for the US Government have voluntarily agreed to waive one of the following Pension, retired or retainer pay, or disability compensation Claim for active duty pay and allowances

NAVCRUITDIST OPL/OP Responsibilities (cont) Ask applicant if he/she is involved in any lawsuit No selectee will be enlisted/commissioned without prior approval if lawsuit is pending After selection and prior to enlisting/commissioning ensure applicant receives the handout, A DEP Guide to Success

Determining Enlisted Paygrade BDCP will be determined by using Exhibit 041001 of COMNAVCRUITCOM 1131.2D HSCP and NCP will be determined by the respective PA NUPOC will be determined during the NUPOC InterviewFor Commissioning Only Review NAVCRUIT 1120/59 Ensure all restrictions are complete or are scheduled for completion prior to executing the commissioning Ensure for direct appointment selectees either/or PCS orders have been received Letter from BUPERS stating future duty station has been received

Recruiting Staff Ensures Following Briefing areConducted (cont) Change of Status Brief Instruct each candidate to immediately inform NAVCRUITCOM via the NAVCRUITDIST of any major changes in status Direct Deposit Brief Candidates required to maintain active bank account and initiate direct deposit to their financial institution Active duty and reserve members will complete the Direct Deposit Form and return it to the NAVCRUITDIST to be forward to PSD Command Urinalysis Brief Active duty and reserve members will be briefed on the Command Urinalysis Program Enlistee/officer candidates will sign and date the Page 13s listed in COMNAVCRUITCOM 1131.2D 041003

Administering the commissioning oath of office Any commissioned officer of any component of a U.S. Armed Force Active, reserve, or retiredPrior to the candidate being administered the oath OPL/OP will ensure all restrictions appended have been met If there are any questions about restrictions administration of the oath will be delayed Alterations of names, grades, or dates of rank will not be made on the appointment papers before or after execution Appointment papers will be reissued by PERS-802 OPL/OP completes all remaining commissioning documents

After the oath has been administered New officer and officer administering the oath sign all copies of the Oath and Acceptance of Office Active: NAVPERS 1000/4 Reserve: NAVPERS 1000/20Members currently in an enlisted status Appointing Officer will Honorably discharge appointees day prior to the acceptance of the permanent appointment Notify the custodian of the enlisted service record of the type and date of appointment accepted Assisted by OPL/OP request that the member’s enlisted status be terminated day prior to permanent appointment

OPL/OP Responsibilities Ensure ALL signatures are original Ensure all appointees in a permanent enlisted status are honorably discharged from enlisted status Ensure DD 214 is prepared and enlisted service record is closed out Ensure Page 13 entry is made for members discharged while on active duty Discharge for the Purpose of Accepting a Commission (NAVCRUIT 1131/205)

Physically disqualified Notify NAVCRUITCOM (N315) immediately Temporary Submit consultations from the attending physician if temporary to NAVCRUITCOM (N315) Enlistee’s file will be held in an inactive status for a limited time Permanent Applicant may apply for another designator for which qualified

Educationally disqualified Failure to earn a degree in stipulated time May request extension from NAVCRUITCOM via NAVCRUITDIST CO Students enrolled in internships Program Director and/or Specialty Leader will coordinate with NAVCRUITCOM (314) regarding extensions Following extension candidate fail to meet educational requirements Candidate/selectees procured from civilian/Navy Reserves will be discharged Active Duty Collegiates see NACRUITCOM 1131.2D Article 080303, Academic Disenrollment
