Mr. Coullahan has over 24 years experience in emergency preparedness; domestic preparedness and
combating terrorism programs; critical infrastructure protection; systems engineering and integration;
response operations; and program management. He has focused on program and technical
management in support of both national and globally-distributed information infrastructure initiatives
providing data and decision support services for environmental and disaster research and operations.
He has earned advanced degrees in Telecommunications (M.Sc.) and Security Management (M.A.),
and has provided expert testimony before the United States Congress. He is a Certified Emergency
Medical Technician (EMT-A) and is currently under review for the Certified Emergency Manager ®
(CEM®) professional certification by the International Association of Emergency Managers.
For Science Applications International Corporation (SAIC), Mr. Coullahan is currently serving as
Assistant Vice President, Disaster Preparedness & Consequence Management Programs. In this
capacity he leads efforts in a number of programs addressing emergency management, domestic
preparedness, and critical infrastructure protection. He has recently served as Program Manager on
the White House National Information Coordination Center (ICC) program providing operations
support to the ICC for the President's Council on Year 2000 Transition. The role included
management of 110 professionals in developing plans, procedures, exercises, and supporting the
operational mission at the nexus of emergency management, CIP, and cyber assurance initiatives.
Mr. Coullahan was the senior task leader on the Weapons of Mass Destruction (WMD) Biological-
Chemical Preparedness Study for the National Guard, resulting in a comprehensive Report to
Congress in 1999. He has served as Program Manager for the DoD Global Disaster Information
Network (GDIN) Information Infrastructure Assessment Program (1998-1999); and the Red River
Basin Disaster Information Network Project for the US Army Corps of Engineers (1999-2000). He
recently served as Director, Crisis Management Development Center leading development of decision
support systems for national emergency management and civil defense agencies.
Mr. Coullahan has served as Vice President and Director of Government & International Programs for
an award-winning international information services organization, and as work group chairperson for
international and public-private initiatives in support of the Emergency Information Infrastructure (EII)

Information Network (GDIN), among others.
Science Applications International Corporation (SAIC) (04/82-04/91 and 08/96 to Present)
Assistant Vice President, Disaster Preparedness & Consequence Management Programs
(09/98-Present) Mr. Coullahan currently supports the Security, Technology, Research & Engineering
Sector as a Program Manager. He is Principal Investigator and Deputy Program Manager for the
Memorial Tunnel Consequence Management and Counterterrorism Training & Test Facility Program
for the US Department of Defense. He served as Program Manager for the White House Y2K
Information Coordination Center (ICC) operations support. He led a team of over 100 SAIC senior
analysts and technical specialists in support of the operational mission of the ICC, a keystone in our
nation's strategic critical infrastructure protection capabilities. The ICC monitored critical government
and private sector systems operations during the Millennium Rollover Operation into the year 2000.
Mr. Coullahan was senior task leader and report manager for the National Guard Bureau Weapons of
Mass Destruction (NGB WMD) Study examining our national preparedness for chemical or biological
attack. He lead the development of the project's Report to Congress. He also served as Program
Manager for both the DoD Global Disaster Information Network (GDIN) Information Infrastructure
Assessment Program, and the Red River Basin Disaster Information Network Project for the US Army
Corps of Engineers. He supports needs assessment for the US Department of Justice’s Office for
State and Local Domestic preparedness Support (OSLDPS); recently led support to the Centers for
Disease Control & Prevention (CDC) Bioterrrorism & Emergency Response Readiness Assessment
tool development. He currently serves as acquisition manager for SAIC’s pursuit of the Agency for
Healthcare Research & Quality (AHRQ) Bioterrorism Initiative. He recently served as an exercise
controller in support of the DOJ-FEMA Top Officials (TYOP OFF) exercise, NCR 2000 venue. Mr.
Coullahan supports American Red Cross disaster assistance programs as a volunteer and exercise
planner, most recently with the Washington Dulles Airport Aviation Disaster Exercise 2000.
Director, Crisis Management Development Center & Assistant Vice President (09/96-09/98): Mr.
Coullahan served as Director of the Crisis Management Development Center (CMDC) which oversees
requirements analysis and systems engineering efforts in the design and development of crisis
management systems for national governments and corporate clients. Mr. Coullahan also served as
Project Manager, for a national crisis management decision support system design, development, and
implementation for the Government of Japan. He supported the GDIN Committee in its mission to
assist Vice President Gore's Disaster Information Task Force (DITF) in determining the feasibility of a
Global Disaster Information Network (GDIN). This effort earned a Letter of Commendation from the
Central Intelligence Agency . Mr. Coullahan also served as a senior task leader in the National
Guard Weapons of Mass Destruction (WMD) Domestic Preparedness Study, examining technologies,
training, response planning for biological and chemical attack preparedness.
Consortium for International Earth Science Information Network (CIESIN) (06/91 to 08/96)
Vice President and Director of Government & International Programs: Mr. Coullahan served as
Vice President for Strategic Initiatives and Director of Government & International Programs Division
for CIESIN. In this capacity he led a team of scientists, engineers, and project managers in support of
NASA, US EPA, USDA, DoD, World Bank, and United Nations project activities. These projects
comprised a $100M portfolio of systems integration and data development programs with emphasis
on environmental and natural disaster research and operational information services. Mr. Coullahan

led strategic planning for programs and services, project and proposal development for governmental,
non-governmental, and international scientific community sponsored programs. He joined CIESIN as
one of its first employees and was engaged in all aspects of building the business in an advanced
technology, multi-sponsor environment. Under his leadership, CIESIN was:
• designated World Data Center for Human Interactions in the Environment, based on US
National Research Council and international reviews;
• the recipient of the Computerworld Smithsonian Award for Innovative Information
• designated Finalist - Government Category in the first National Information Infrastructure
(NII) Awards Program.
Mr. Coullahan led corporate development, program and business development, staff and
organizational development, and strategic planning for CIESIN. He has demonstrated exceptional
briefing and writing skills and has repeatedly testified before the U.S. Congress and senior legislative
and White House officials. He built formal institutional exchange agreements with governmental and
non-governmental organizations in Africa, Asia, Europe, and the Americas.
Science Applications International Corporation (SAIC) (04/82 to 05/91)
Mr. Coullahan served in various systems engineering, integration, and project management roles with
SAIC. He was Manager, Global Change & Space Systems Data Management and led a NASA-
funded project that developed the functional requirements and implementation plan for a federal
interagency Global Change Data & Information System (GCDIS). He served as Project Manager or
Project Engineer on a variety of programs He was the Principal Systems Engineer for the proposed
Central American Regional Communications Network (CARCN) in Honduras; Project Manager, US
Coast Guard Semi-Automated Message Processing System; Senior Systems Engineer, US Alternate
Support Headquarters Program; and, Systems Engineer for the US Army's Ground-Based Free-
Electron Laser Technologies Integration Experiment (GBFEL-TIE) at White Sands, NM. He also
served as: Systems Engineer for the Automated Identification System III Program in support of the
US Federal Bureau of Investigation; as both Systems and Test Engineer for a Middle East Naval
Forces C3 Program; and supported classified programs in telecommunications and physical security
systems design and implementation.
Planning Research Corporation (05/79 to 04/82)
Mr. Coullahan served as Manager, Dulles Electronics Laboratory, leading a team of engineers and
technicians in support of distributed communications networks in the continental US.

Mr. Coullahan served in the US Army, supporting programs for advanced defense systems at
Redstone Arsenal, AL, White Sands Missile Range, NM, and outside the US, including Asia.
