I. PURPOSE
To establish procedures that will ensure compliance with regulations and ordinances pertaining
to Rodeos.
II. POLICY
OC Animal Care shall ensure that all Rodeos within its jurisdiction adhere to Orange County
Resolution 75-645/76-626, as well as local, state, and federal laws pertaining to Rodeos.
III. SCOPE
Applicable to all OC Animal Care personnel involved in inspecting and processing Rodeo
licenses.

VII. PROCEDURE
A. Pre-inspection
1. Prior to the Rodeo event, the inspector shall confirm that OC Animal Care has received
all applicable fees, a completed application, and a signed copy of the OCR 76-626.

B. Inspection
The OC Animal Care inspector shall be responsible for the following:
1. Arriving at least one hour prior to the start of the event and reviewing the event diagram
as to be familiar with the event layout.
2. Contacting the rodeo operations manager and advising him/her that OC Animal Care
will be ensuring the rodeo is conducted in compliance with OC Animal Care Rules and
Regulations and unrestricted access to all areas of the event site is required.
3. Obtaining a current event schedule and list of rider names with their assigned numbers.
4. Conducting a thorough inspection of the entire event site. Special attention is to be
given to chute construction and condition of the arena.
5. Conducting a thorough inspection of the rodeo animals prior to their usage for fitness,
strength and healthiness.
6. Inspecting all animals participating in the event for evidence of inhumane treatment. If
evidence is found, an Inhumane Investigation is to be immediately initiated and the
animal pulled from participating in the event.
7. Conducting a thorough inspection of the equipment being utilized by riders and
handlers. Special attention is to be given to the rowels on the spurs of the riders. Rowels
are to be short, dull, and free to revolve. Electric prods are not to be utilized on the
rodeo stock.
8. Securing a position near the arena where full and unrestricted observations can be made
of the handling of rodeo stock.
9. Ensuring that all flank straps and equipment are removed from rodeo stock in a timely
manner in order to limit the amount of discomfort the stock must endure.
10. Immediately addressing discrepancies with the operations manager and ensuring those
discrepancies are immediately corrected.
11. Completing the Animal and Facility Inspection Form and obtaining the operations
manager’s signature.

12. Updating the Business License file and Activity window in the Chameleon database. A
detailed Activity memo shall be completed in Chameleon regarding the events
witnessed, any actions taken and any areas of concern regarding the health and safety of
the animals.
