Tip 1: Better use of tools, e.g.

Tip 2: Graphical navigation
Using a graphical navigation label to help users navigate the course
Can replace the navigation structure completely
Can be in labels or as an HTML block
Hinges on linking to topics

Aside...
There are also alternative course formats that may be suitable and do the same thing such as the accordion format

Tip 3: One very sneaky trick*
The ‘n-1’ topics method:
youtube.com/watch?v=XtHPUh_BaxM (or search for ‘Moodle unseen’)
* Method not endorsed by anyone, may lead to unexpected results causing confusion and delay.

And one minor software change
Graphical navigation good, but first view is still potentially big
NetSpot’s Team Moodle have made small mod to allow first view to focus on Topic 1
