    4. Copenhagen: the background Save energy, save money, save carbon
      • First stage of Kyoto expires in 2012 – COP15 will try to agree new climate treaty as its successor
      • 192 countries have signed the climate change convention, and more than 15,000 are expected to attend
      • Particular focus placed on US, who withdrew from Kyoto under the Bush administration. President Barack Obama has committed to reducing the US’s carbon emissions by 80% by
      • 2050

      • How much are industrialised countries willing to reduce their emissions of greenhouse gases?
      • How much are major developing countries e.g. China and India willing to do to limit the growth of their emissions?
      • How is help needed by developing
      • countries to reduce emissions and
      • adapt to impacts of climate change
      • going to be financed?
      • How is money going to be managed?
      Four questions will be tackled at the Copenhagen Climate Conference:
    6. Copenhagen: emission targets by country Save energy, save money, save carbon
      • No specific targets decided yet, although
      • several suggestions have been made.
      • UK demanding 50% reduction in emissions
      • by 2050.
      • General consensus suggests that a maximum
      • increase of 2°C in average global temperature
      • should be set.
      • Continuing disagreement around basis year of
      • calculations of emissions reductions – EU
      • committed to 1990, adhering to Kyoto, but US
      • proposing 2005.
      • Burden-sharing: Necessary cut in global emissions by 80% by 2050, but many countries reluctant to share burden of GHG reductions equally with neighbours.
      • Financial investment in third world: support from developed countries to help developing countries implement GGE schemes is hesitant.
      • China: recently overtaken America as world’s largest emitter of carbon dioxide, yet on per capita basis Chinese emissions are quarter of US. Chinese moral right to develop and grow economy, without restricting carbon emissions.
      • Outsourcing: carbon-intensive manufacture for West
      • taking place in China, offloading responsibility for carbon
      • emissions generated in manufacture of goods.
      • Recession: countries are more reluctant to spend money on renewable energy projects.

      • US now taking new initiatives on climate change - potential bill would cut greenhouse gas emissions by 20% over 2005 levels by 2020, and encourage development of renewable energy sources.
      • India preparing to unveil new measures
      • to reduce growth of GHG emissions: own
      • version of carbon cap-and-trade scheme,
      • in which polluters can buy/sell emissions
      • permits, and new solar project.
      • President Hu Jintao of China announced that China would reduce energy intensity by "notable margins".

Copenhagen: implications for UK businesses Save energy, save money, save carbon The UK Low Carbon Transition Plan: David Milliband’s all encompassing aim for greener Britain by 2020 The Low Carbon Industrial Strategy: series of active government interventions, working alongside Transition Plan to support industries critical in tackling climate change Renewable Energy Strategy 2009: emphasises role of individuals, communities and businesses in promoting renewable energy Low Carbon Transport : published alongside Transition Plan to reduce carbon emissions from domestic transport over the next decade Consultation on Renewable Electricity Financial Incentives: (15 July-15 October 2009) explores mechanisms to provide financial incentives for the generation of low-carbon and renewable electricity
