Charge # 3
Develop a branded message for law enforcement agencies on mandatory wear:

It was determined that 46 states or territories have a mandatory wear policy – 10 DO NOT

Rather than a branded message the subcommittee advocated for a Resolution to be voted upon by the NASBLA membership
The Resolution will now be read:

Research and evaluate e-ticket technology and explore areas of data collection tracking and reporting

National survey indicated overwhelming interest among NASBLA members.
Inventory of e-ticket computer and printer solutions

Charge # 1
Work with the National Highway Traffic Safety Administration (NHTSA) and the National Transportation Safety Board (NTSB) to explore the feasibility and effectiveness of legislation that links BUI violations with a person’s motor vehicle driver’s license.

NTSB responded and denied ability to conduct a study linking BUI to motor vehicle driver’s licenses.
Surveyed the states that have linkage to driver’s license asking what the effectiveness of the linkage is. (Chris Huebner has survey results)

Serve as an Advisory Board to Operation Dry Water

A full Operation Dry Water presentation including participation and performance data will be lead by Ron Sarver during the Annual Conference.

Charge # 3
Validate and finalize the rollout of Standardized Field Sobriety Tests

Filming of the standardized tests was done in Florida this year. The 1st class was conducted in North Carolina with other classes scheduled.
Focus for the remainder of 2011 will be on delivery of BUI classes utilizing the new NSFST’s and testing the new curriculum and resource supporting materials of the revised BUI course.
2011 - will hold BUI Instructor transition classes in 3 Locations

Charge # 4
Establish a baseline of alcohol and or drug use while boating utilizing: BARD, Performance Report Part II and USCG form 4100 and accident data.

The committee collected data from BARD and Performance Report Part II from the years 2007 to 2010.
This will be a continuing charge for the committee to utilize this data and to establish a baseline

Conduct a comprehensive review of the NASBLA BOAT Program course content, inclusive of the BOAT Manual, Basic Crew Qualifications Course, Boat Operator for Search and Rescue and the Tactical Operators Course
