North Carolina Central University, Durham, NC is accepting proposals for Construction Manager at
Risk for the Chidley North Residence Hall Project. Limit the size of your submittal document to
no greater than 12 ½ inches in height and 9 ½ inches in width and no more than 75 pages. Five
copies of submittals and one CD are due to Timothy McMullen, RA by 2:00 p.m., March 13, 2009.
Do not transmit any submittal information via email or any other type of electronic format.
A MANDATORY Pre-Proposal Meeting will be held in the Conference Room 122 of the Hubbard
Totton Building on Monday, March 2, 2008 at 10:00 AM.

The Construction Manager at Risk for this project will be chosen based on the criteria set forth in
this request for proposals with a particular emphasis on demonstrated:
• Organizational skills
• Knowledge of Construction Management and quality control
• Ability to deliver projects on time and within budget
• Significant diverse minority participation as part of the project management team
The project is for the construction of a new 125,000 square foot, 4-story Residence Hall and
Demolition of Chidley Annex Hall Residence Hall.
In your submittal, please emphasize the achievements and qualifications of those persons who
would be working on this project. If you present information on previous projects, it would be helpful
to inform us of how your team members participated on those projects.
All submittals will be reviewed by a Committee. Firms identified for interviews will be notified.

Project Overview The construction of the new residence hall consists of suite-style
student bedrooms, common support spaces, staff apartments, a
multi-purpose classroom, computer lab and offices. Also, included
are associated site utilities, parking as required to meet the NC
Accessibility Code, and service parking.
In addition to building and site construction, the project will include
demolition of the existing Chidley Annex Residence Hall

Project Construction Cost Total Project Authorization is $30,000,000
This includes all design costs, CM fees, University Support,
construction and demolition costs, material testing, and
Submittal Criterions North Carolina Central University seeks proposals from qualified
firms who can responsibly respond to, but not limited to, the
following selection considerations;
1) Present significant Historically Underutilized Business (HUB)
participation in proposed team structure from the CM@Risk
Pre-Construction services through the bidding of trade
packages; expressing who and how the HUB partners will be
utilized on this project, and plan for stimulating HUB vendor’s
interest and participation in the project.
2) Experience with Residential Housing on College or University
Campuses. List a minimum of 3.
3) Experience building projects within the North Carolina State
Construction Office. List a minimum of 3.
4) Experience delivering Construction Manager At-Risk Projects.
List a minimum of 3.
5) Experience delivering projects with a minimum construction
cost of $20,000,000. List a minimum of 3.
6) Experience with projects having multiple bid packages. List a
minimum of 3.
For criterions 2 – 6 please provide the following: Construction
cost, name and address of projects, completion date, and
reference name and telephone number. A project may be listed in
more than one category.
To expedite the evaluation, we request that the information
relating to the submittal criterions listed above be provided in an
Executive Summary with supporting material to follow the
summary. North Carolina Central University does not limit the
quantity of pages for proposals.
Note that (5) five copies of the submittal are initially required.

THE FOLLOWING QUESTIONNAIRE IS DESIGNED TO ASSIST PROPOSERS IN
RESPONDING. NOTHING IN THIS QUESTIONAIRE SHALL BE CONSTRUED TO PREVENT
THE PROPOSER FROM ATTACHING ADDITIONAL INFORMATION NOT REQUESTED HERE
BUT WHICH THE PROPOSER BELIEVES RESPONSIVE TO THE RFP. CONVERSELY,
NOTHING IN THIS QUESTIONAIRE SHALL BE CONSTRUED AS A WAIVER BY THE OWNER
FROM EXPECTING ANY ADDITIONAL INFORMATION FROM THE PROPOSER NOT
REQUESTED HERE BUT OTHERWISE REQUESTED IN THE RFP.

f. Attach letter from Surety Company or its agent licensed to do business in North Carolina
verifying proposer’s capability of providing adequate performance and payment bonds
for this project.
g. List all construction projects where proposer has performed work for the State of North
Carolina (inclusive of the University of North Carolina and its constituent campuses) as a
general, electrical, mechanical or plumbing contractor.
h. List by case name and case number all pending litigation in which proposer
is involved as a party or proposer’s officers are involved as parties in their
official capacity. Include cases pending in any Federal or State jurisdiction, court,
commission, regulatory body or other authority having the power to determine the rights
of parties appearing before it. Also list all arbitrations proposer is involved in as a party
and include the name, location and name & address of the arbitrator(s) for each listing.
i. Within last five (5) years, has any contract for construction or CM services of
proposer’s been considered in default, suspended or terminated for cause? If so, please
attach an explanation of the matter including the name and location of the project, the
name and address of the owner’s representative, and all pertinent details of the default,
suspension or termination.
j. Within the last five (5) years, has proposer’s contract or any portion of the work
connected to the contract been completed by the Owner or proposer’s surety? If so,
please attach an explanation providing the name and location of the project, the name
and address of the owner’s representative, and all pertinent details of the matter.
k. Within the last five (5) years, has proposer been debarred or suspended for any reason
by any federal, state or local government procurement agency or refrained from bidding
on a public project due to an agreement with such procurement agency? If so, please
attach a full explanation.
l. Within the last five (5) years, has proposer been named in any action, administrative
proceeding, or arbitration in which it was alleged that the proposer failed to comply with
N.C. Gen. Stat. Chapter 22C, or any similar state or federal statute requiring the prompt
payment of subcontractors? If so, please attach a full explanation.
m. Within the last ten (10) years, has the proposer or any predecessor or related
entities, or any officers, shareholders/partners or key personnel of the proposer ever
been convicted of or pleaded guilty to any crime (a) related to the bid process for
contracts on public or private projects or (b) involving fraud or misrepresentation? If so,
please attach a full explanation.
Additional Project Experience
List five projects of similar size and complexity performed by proposer.
For each of the projects, include specific details on the extent to which pre-construction &
construction phase services were provided.
If the proposer manages projects from multiple offices, indicate from which similar projects
were managed. Indicate which office will manage this project.
For the projects listed above where CM services were provided, list
(a) the Guaranteed Maximum Price (if given), or if not given, the estimated cost
provided by you, and
(b) the total cost of the project at completion.
Please attach an explanation for each project where total project cost exceeded GMP or
estimated project cost by greater than 10 per cent (10%).
For the the projects listed above where CM services were provided, list per project:
(a) number of days allocated to complete work in original schedule;
(b) number of days added by change order; and
(c) number of days taken for actual completion.
Please attach explanation for any project completion date greater than 30 days behind the
original schedule as adjusted by change order.
For the projects listed above, attach project owner references including the name, address,
telephone and fax numbers, and e-mail address of the project owner representative.
1. List of key personnel who will be assigned to the project.
2. For each person listed above, list what aspects of pre-construction or construction the
person will handle. For those persons who will divide their time between pre-
construction and construction phases, please indicate what percentage of their time will
be devoted to each phase. Please also specifically designate the names of persons
providing constructability services during pre-construction.
3. For each person listed in response to No. 1 & 2 above, list his/her experience with firm,
other prior and relevant experience in construction/design, and the person’s location.
4. Attach corporate organization chart indicating the placement of each of the
persons listed in response to No.’s 1 & 2 above.

1. Attach a written description of the proposer’s organization and management
as a CM.

4. Historically Underutilized Business: Attach an outline of your plan to meet or exceed
HUB participation levels on this project. Please also attach at least three past HUB
plans prepared by your firm and utilized on other public construction projects where you
were the CM or general contractor, and provide information indicating whether MBE and
HUB goals were met or exceeded on those projects.
5. Explain how your firm will accomplish significant diverse minority participation as part of
the project management team.
