    • The Pepsu Road Transport Corporation (PRTC)/Department of Transport, Govt. of Punjab through Punjab Infrastructure Development Board (PIDB) intend to Develop a State – of –The-Art-Bus Terminal cum Commercial complex at Bathinda and Patiala. The project is be to developed on Public-Private-Partnership (PPP) basis, wherein the Private Concessionaire shall be selected to develop the project facility on Design-Build-Operate-Transfer (DBOT) Basis.
    • Punjab Infrastructure Development Board is the facilitator for implementation of the project.
    • IL&FS Infrastructure Development Corporation Ltd (IL&FS IDC) is the Project Development Advisors to Govt. of Punjab to undertake Project Development activities for successful implementation of the project, including selection of private sector participant(PSP).

  • 5. Pre Qualification Criteria
    • Advertisement of EOI already published in National Dailies by PRTC and Punjab Infrastructure Development Board on 12 th January 08.
    • EOI Eligibility Criteria :
    • Technical Criteria:
    • Experience Criteria: a firm or any member of the firm in case of consortium of firms must have experience in past five (5) years of construction or development of one bus terminal or real estate development project of Min built up area of 10000 Sq. Mt. for each Bus terminal.
      • b. Financial Criteria:
    • Net Worth Criteria: a firm or consortium of firms taken together must have an aggregate tangible Average net-worth of Rs 50 Crores for each bus terminal, as per the previous three year’s available audited results, excluding revaluation reserve, goodwill and other intangible assets to be certified by a charted accountant.
    • High Net Worth Criteria: a firm having a net worth of Rs. 500 crores or more was exempted from the above mentioned criterion and was qualified for the next stage of bidding process.
      • * Similar projects: “similar project” for this purpose shall mean Bus Terminal Facility or Commercial buildings including multiplex, retail/shopping mall, commercial complex, integrated real estate project etc or infrastructure projects like flyovers, bridges, terminals etc.
  • 6. Proposal Requirement
    • Each Bidder shall submit only one proposal
    • Maximum number of members/partners in consortium, partnership or joint venture allowed is limited to 5
    • Formation of Special Purpose Company necessary in case of Joint Venture, Consortium or Partnership firm
    • Lead Member liable for execution of the Project holding all members jointly and severally liable for all obligations to the Concessionaire under the Concession Agreement
    • Every Member of the Consortium shall have a minimum equity share of 10% in the Concessionaire. The aggregate shareholding of the Consortium Members (in case of Consortium) or Associates (in case of Individual Bidder) in the issued and paid up equity share capital of the Concessionaire shall be not less than: 
      • 100% till a period of 30 (thirty) months from the Compliance Date and
      • 51% after the period of 30 (thirty) months from the Compliance Date i.e during the balance Operation and Maintenance Period, till the Project Transfer Date/ issuance of Concession Agreement Completion Certificate.

Proposal Requirement Period of Proposal Validity: 180 days from Proposal Due Date Amount of Proposal Security: Rupees Twenty Five Lakh Only Lakh in form of Bank Guarantee from a schedule bank (not being cooperative bank) Amount of Project Development Fees: Rupees One Crore only Proposal Three Envelops Envelop 1: Proposal Security Envelop 2 : Technical Proposal Envelop 3: Financial Proposal No of Copies of Proposal: Only one Proposal shall be submitted Concession Period: 90 years; inclusive of construction period of 8 years Bidding Parameters Upfront Consideration + Annual Concession Fee (5% of Upfront Consideration escalated annually @ 5%)

  • 10. Proposal Requirement – Financial Proposal
    • Bidding Parameter
      • (i)   Upfront Consideration : Rs__________________(set forth in the Bidder ’ s financial proposal) (amount payable by the Concessionaire to the Concessioning Authority, 50% of which shall be deposited prior to the execution of the Concession Agreement. )
      • (ii) Annual Concession Fee of Rs. ________ (5%of the Upfront Consideration to be escalated @5% annually)
      • (ii)   The bidder quoting the highest Upfront Concession Fee shall be selected.
  • 11. Scope of Work for Concessionaire
    • The private sector participant will be expected to do:
      • To Plan and Design the Integrated Bus Terminus cum Commercial Complex
      • Construction of the Project Components as per the design approved by Design Approval Committee.
      • Provision of minimum development obligations.
      • Construction of rigid pavement in PQC for Bus Movement.
      • Construction of Commercial Complex including installation of building services.
      • To plan for overall traffic circulation within and outside the campus.
      • Operation and Maintenance of Bus Terminal-cum-Commercial Complex
      • The Concessionaire shall be required to construct minimum 5 (five) storied building above plinth level (17.5m of height from the plinth level) and having a minimum built up area of 4,00,000 sq ft ( Four Lakhs sq ft).

    • Present Utilisation : Existing Bus Terminal for Bathinda City, PRTC workshop and office complex. The site shall be available for development of project to the selected Concessionaire .
    • Approach : Well connected , Entry and exit from GT Road NH - 64 (60 Mtrs wide) in front. All around peripheral road to the site (20-30 feet wide road)

  • 16. Minimum Developmental Obligations 1. Rest Room for running crew and other PRTC staff Three rooms with attached Bathrooms (3 nos.), WC’s (3 nos.), Urinals (3 nos.), Washbasins (3 nos.), locker room in a total built up area of 1200 Square Feet Provide 9 cots with bed mattresses, bed sheets and pillows, 9 chairs and 3 tables 2. Dormitory Facility for General and workshop staff The facility to be provided in a minimum total built up area of 2500 Square Feet along with the adequate supporting utilities like toilets etc. 3. Toilet Blocks WC : 15 Urinals : 25 Bathrooms : 10 Washbasin : 06 4. Guest Rooms for Class I & Class II The facility to be provided in a minimum total built up area of 300 sqm along with the adequate supporting utilities. All the rooms provided shall be self contained with provision of toilets, bathrooms, urinals, washbasins. 4. Parking Area Car – 30 Nos Two Wheelers – 80 Nos. 5 Diesel Fuelling Station Diesel fuelling station to be provided in the bus terminal premises. The land allocated for the fuel station is 595 sqm in area. 6 Scope For Future Expansion A built up area of 1000 sqft shall be given to the PRTC

Sitting Arrangement for 200 at different counters The total area for provision of these services shall be 720 sqm. 5 Tourist Information Center Two Tourist Information Center provided in a built up area of 120 Square Feet 6 Display Boards, Digital Displays and Variable Message Sign Boards Provide at least 100 display boards in a bus terminal area with illumination at appropriate locations for information on bus routes, bus time table, fare lists, location of various passenger amenities in the terminal etc. 7 Digital Display Clocks Provide Digital Display Clocks suspended from the ceiling by suitable holders in the passenger concourse area, with maximum spacing between the clocks to be 30 m. 8 Public Address System An announcement booth shall be provided in the terminal in an area of at least 10 sqm. Public Address System shall provided in the terminal

Three Ladies waiting hall with 75 seating capacity each in the bus terminal. 3

Facilities Minimum Total Requirement 5 Tourist Information Center Two Tourist Information Center provided in a built up area of 120 Square Feet along with furniture (4 Chairs, 4 Tables and 2 Cupboard of approved make).   The center shall have large window for public interface as per specifications given in the subsequent sub-section.   There shall be enough waiting space in front of the office so as to enable the users to form proper queue and hence maintain orderliness. Railings to divide the queue may be provided in front of the public interface window.       6 Display Boards, Digital Displays and Variable Message Sign Boards Provide at least 100 display boards in a bus terminal area with illumination at appropriate locations for information on bus routes, bus time table, fare lists, location of various passenger amenities in the terminal etc.   Provide Digital Displays and Variable Message Sign Boards in the bus terminal at appropriate locations like entry and exit, waiting halls, enquiry counters, passenger concourse area for providing updated information to the users.   7 Digital Display Clocks Provide Digital Display Clocks suspended from the ceiling by suitable holders in the passenger concourse area, with maximum spacing between the clocks to be 30 m.

Minimum Passenger Amenities Requirement Sl Passenger Amenities Minimum Total Requirement 1 Platform and Passenger Concourse Area Minimum width of alighting platform shall be 3.0m   The minimum platform and passenger concourse area (alighting) to be provided in the bus terminal shall be 3000 Square Feet   The passenger amenities like waiting halls, toilet blocks, drinking water chambers, canteen, kiosks etc shall be conveniently located in the passenger concourse areas.   The various operational requirements like the Enquiry offices, Reservation offices & Ticketing Office along with enclosure for waiting space, Tourist Information Centre, administration office for PRTCshall be located in the passenger concourse area.  
  • 29. Minimum Passenger Amenities Requirement Sl Passenger Amenities Minimum Total Requirement 2 Waiting Hall Three General waiting hall with 100 seating capacity each in the bus terminal. Three Ladies waiting hall with 75 seating capacity each in the bus terminal.   Provide Modular Hard Plastic Chairs over steel framework, grouted/fixed to the floor in the waiting halls for the given minimum seating capacity. Provide 3 tables of steel structure with wooden / board top of 20 mm thick pre laminated board of size 6’ x 3’ and 2 side tables of steel structure with wooden / board top of 20 mm thick with pre laminated board of size 2’ x 2’ in waiting halls   Each Waiting Hall shall have attached 2 Bathroom, 3 WC’s, 6 urinals, 2 washbasins and 2 mirrors.

Minimum Passenger Amenities Requirement Sl Passenger Amenities Minimum Total Requirement 3 Toilet ·         WC for Ladies ·         WC for Gents ·         Urinals for Gents (separately)   WC cum Urinal for Ladies : 20 Bathroom for Ladies : 12 WC for Gents : 30 Urinals for Gents : 40 Bathrooms for Gents : 12   The Bathroom, WC and Urinals are to be provided in blocks, evenly distributed in the passenger concourse area. The toilets, urinals, washbasins etc shall be exclusive of those listed in section 1 of this table   The gents and ladies blocks shall have separate access.   Provide minimum 5 taps, 2 beveled edge mirrors (600x450mm) and 2 wash basins in each Gents toilet block Provide minimum 5 taps, 2 beveled edge mirrors (600x450mm) and 2 wash basins in each Ladies toilet block   Each toilet block for gents and ladies in the bus terminal shall consist of one WC, urinal and bathroom suitable modified with all necessary fixtures for use by the handicapped, old and the disabled users of the bus terminal

Minimum Passenger Amenities Requirement Sl Passenger Amenities Minimum Total Requirement 4 Deluxe Waiting Hall One Air Conditioned Deluxe Waiting Hall of adequate seating capacity to be provided in the bus terminal   The Waiting Lounge shall be a privileged facility with provision of television set, executive class furniture, lockers, and display boards for information etc.   The Waiting Lounge shall have independently attached toilet blocks (consisting of WC’s, urinals, washbasins and bathrooms) separate for gents and ladies   5 Cloak Room Two with total built up area of 100 sqm each with lockers, racks and cupboards.

Minimum Passenger Amenities Requirement Sl Passenger Amenities Minimum Total Requirement 7 Drinking Water Chambers A total of 10 drinking water chambers with 13 fountains (taps) in each chamber   The water chambers are to be evenly distributed in the passenger concourse area.   There should also be provision for purification of water. The water quality shall be match with the requirements stipulated by the respective Municipal Corporation or CPHEEO guidelines applicable for drinking water standards   Suitable water coolers should also be provided. Provision should be made to provide room temperature drinking water along with cold water.

Minimum Passenger Amenities Requirement Sl Passenger Amenities Minimum Total Requirement 8 Seating Arrangements 1000 Modular Hard Plastic Chairs over steel framework, grouted/fixed to the platform base provided in the bus terminal. The seating arrangement to be evenly distributed in the passenger concourse area and waiting areas in the bus terminal.   9 Dustbins Provide 1 dustbin for every 3 bays on the platform apart from those provided near the shops/kiosks etc. The dustbins shall be metal boxes of 450mm x 450mm x 750mm height with lids, fixed and painted and complete in all respects. The dustbins are to be placed at appropriate locations in the passenger concourse area in the bus terminal. The dustbins should contain disposable plastic bags so as to ease collection of waste.

Minimum Passenger Amenities Requirement Sl Passenger Amenities Minimum Total Requirement 10 Canteen / Restaurant Two canteen supplying beverages, snacks, fast food etc shall be provided in the terminal. The seating capacity of the canteen shall be for atleast 125 persons for each canteen.   11 Stalls / Kiosks One stall at least for the selling general daily usage items, fruit stall, fruit juice kiosk, pan stall, paper/book stall. 12 Dormitory Two Dormitory (to accommodate at-least 5 beds) shall be provided as a clean, cheap and economical facility for the users. It should be of adequate capacity segregated suitably for males and females with basic provision of cot, mattress, bed sheet and bed pillows for each bed.   Adequate number of toilet and bathroom block separate for gents and ladies shall be provided in the same premises

Minimum Passenger Amenities Requirement Sl Passenger Amenities Minimum Total Requirement 13 Ramps for handicapped and Disabled people Ramps with proper slope shall be provided at user entry and exit of bus terminal, connectivity to parking area and passenger concourse area, interconnectivity between the passenger concourse areas and at any such places adjacent to footsteps following upward and downward gradient in the bus terminal passenger concourse area. Handrail fixed to walls along the staircase and ramps shall be provided for ease and convenience of passengers.   14 Public Relations Office     The Concessionaire shall maintain a Public Relations Office (PRO) at a convenient location, so as to provide assistance and any help and assistance to passengers using the terminal as well as to be used as a information dissemination center in case of emergencies. The office will be manned suitably by a Public Relations Officer who will also co-ordinate with various agencies for smooth running of operations. The office would maintain a Register for lodging any suggestions, recommendations or complaints. Such register shall be available at all times for inspection by the Concessioning Authority. Any complaint logged should be addressed in accordance so as to meet the performance standard specified.

Minimum Passenger Amenities Requirement Sl Passenger Amenities Minimum Total Requirement 15 Parcel Room Two Parcel room shall be provided in the bus terminal premises in total built up area of 100 sqm each   16 Wheel Chairs Atleast 4 wheel chairs shall be provided in the bus terminal as part of the passenger amenities.     • OBLIGATIONS OF CONCESSIONAIRE
    • Take over the possession of the Project Site from the Concessioning Authority.
    • Obtain any and all permits, necessary approvals, clearances and sanctions from the Competent Authorities, for building plans, infrastructure facilities including power, water supply, drainage & sewerage, fire fighting, telecommunications etc, as and when they may be required, for the Concessionaire and its employees to perform their obligations under this Concession.
    • Submit a detailed design, including Architectural Plans, Structural Drawings of the Bus Terminal and elevations sections, all internal and estate services, facilities of the entire complex etc, of the Bus Terminal-cum-Commercial Complex to the Concessioning Authority and also, incorporate the necessary suggestions/ amendments proposed by the Design Approval Committee/ Concessioning Authority. However, it is clarified here that the construction shall not start until unless the detailed design of the Bus Terminal-cum-Commercial Complex is approved again by the Concessioning Authority, after carrying out necessary amendments, which shall not be unduly delayed.
    • Achieved Financial Close and delivered complete evidence to the Concessioning Authority that Financial Close has been accomplished, within a period of 180 days from the date of signing of this Concession Agreement.

    • Undertake to achieve substantial completion no later that 18 (eighteen) months from the Compliance Date for the Bus Terminal and related passenger amenities and 30 (thirty) months from the Compliance Date for the area for use and occupation of PRTC and other Government offices & the Commercial Complex.
    • Ensure that the Bus Terminal and related passenger amenities, as defined in Schedule II of the Concession Agreement, are constructed at the integrated Bus Terminal-cum-Commercial Complex facility and henceforth, transferred the area to the Concessioning Authority after the expiration of 20 years.
    • Submit “Structural Safety Certificate” of the proposed facility from competent structural engineer before the commencement of commercial activities. The Concessionaire shall ensure that the certificate is also counter certified/ signed by the Independent Engineer.
    • On expiry of the Concession Period or on termination, within a maximum period of 30 days, to leave the Bus Terminal and Commercial Complex in a clean and safe condition to the satisfaction of Concessioning Authority.
    • Entitled to subcontract tasks relating to its obligations and responsibilities under this Concession Agreement, including but not limited to tasks relating to construction, installation of services, maintenance and operation of the Project Facility, the Concessionaire shall be sole and primary person responsible to the Concessioning Authority for observance of all the provisions of this Concession Agreement.

    • Shall prepare monthly Reports on the progress of construction. Concessionaire shall submit one copy of the Monthly Report to the Concessioning Authority and one copy of the same to the Independent Engineer.
    • The Concessionaire shall, within 30 days of the issuance of “Provisional Certificate” (for Bus Terminal), form an “Operation and Maintenance Fund” by opening a Current Account, which shall collect payments from the Sub-Lessees of the Project Facility. This Fund shall especially be created exclusively to meet the recurring costs and expenses towards the operations and maintenance of the Project Facility. The Concessionaire shall notify the Concessioning Authority of status of such Current Account and the details of all the Sub-Lessees in the Project Facility every quarter. In the event of / upon Termination of the Concession Agreement, all such payments towards the operation and maintenance by the Sub-Lessees shall then be paid to the Concessioning Authority as per the mechanism of payment so notified by the Concessioning Authority to all such Sub-Lessees.

    • After the issuance of the Provisional Certificate for the Bus Terminal and passenger related amenities have been developed, the Concessionaire may begin marketing of allotment of the Commercial Complex and the Passenger Amenities in the Bus Terminal. In addition to this, the Concessionaire shall specifically put an Information Board for General Public, at the Project Site, clearly stating that the allotment of the built up space in the Project Facility shall start only after issuance of the Provisional Certificate.
    • The Concessionaire shall ensure, at all times during the Operation and Maintenance Period, that each Sub Lessee pays to the Concessionaire an annual Lease Rental rate in Rupees per Sqft. which shall not be less than the Annual Concession Fee divided by 4,00,000 or the total built up area in square feet of the design as proposed by Concessionaire and approved by the Design Approval Committee, whichever is higher.
