    • Disaster Recovery Hotsite RFP for ASPA  1.0 Overview 1.1 Introduction The Alabama State Port Authority (ASPA) issues this RFP to solicit offers from vendors to provide a disaster recovery site and related services ASPA can utilize prior to as well as in the event of a disaster. Information submitted in response to this RFP will guide ASPA in vendor selection and determination of vendor services ASPA will utilize. The review of your services will be based primarily on your response to this Request for Proposal. 1.2 Schedule of Proposed Events Schedule Summary Activity Responsibility Date Issue RFP Alabama State Port Authority April 27th, 2010 Last day for vendors to submit questions Vendor May 6th, 2010 ASPA posts answers to questions Alabama State Port Authority May 7th, 2010 Alabama State Port Authority to receive Vendor May 13th at 10 AM responses from vendors. Site Visits Alabama State Port Authority & TBD Vendors Vendor Selection Decision ASPA Management No Later Than 06/15/10 1.2.1 Delivery of RFP Responses The Vendor must submit their response in a sealed envelope no later than 10 AM on May 13th, 2010. Please mark ‘RFP for DR Hotsite’ on the envelope. Email or faxed responses will not be accepted. Responses should be sent to: Stan Hurston International Trade Center 250 North Water Street Suite 240 Mobile, Al 36602 Questions regarding this RFP must be submitted via e-mail to Stan Hurston at shurston@asdd.com. 1.2.2 Review and Evaluation of RFP Responses Proposals will be reviewed by ASPA. The selection will be based on the vendor’s ability to meet the requirements as specified in this RFP and the vendor’s: • Price for Services • Ability to staff and perform services as described • Reputation with current and/or previous customers • Disaster alert, declaration, and priority process in the event of a regional disaster affecting other organizations in the regional area • Service quality controls • Environmental systems and facility control at the vendor hot-site • Coordination with off-site vendors     Page 1     
    • Disaster Recovery Hotsite RFP for ASPA  1.2.3 Site Visits Based on the quality of the response, and adherence to the criteria described in Section 1.2.2., vendors may be selected for site inspections. 1.2.4 Vendor Notification All vendors who submit a response to the Request for Proposal by the cut-off date will be notified of the selection decision. Vendor notification could be delayed by the need for additional clarification or contract negotiations. 1.3 Expected Vendor Commitments Every proposal must be signed by a company official who is authorized to bind the candidate. By signing the proposal, the vendor is affirming that all facts contained in the proposal are accurate to the vendor’s knowledge. Failure by the vendor to accurately and truthfully represent facts in a consistent manner in any area of their proposal can result in their disqualification from further consideration.     Page 2     
    • Disaster Recovery Hotsite RFP for ASPA  2.0 RFP Response Instructions All proposals must be submitted in a sealed envelope to Stan Hurston, IT Manager at the International Trade Center, 250 North Water Street, Suite 240, Mobile, Alabama 36602 on or before 10 AM on May 13th, 2010. All proposals must include the following items presented in the order shown: • Section 1: Transmittal letter. The transmittal letter should be in the form of a standard business letter and signed by an individual authorized to legally bind the vendor. It should include: • A statement specifying whether proprietary data has been included in the proposal. • A statement that the services proposed will meet the specifications set forth in the RFP, and or a list of exceptions to the specifications in the RFP. • A statement that your proposal shall remain valid at least three months after the closing date of the receipt of the proposals. • Provide a copy of your organization’s standard contract. • Section 2: Executive Summary. The executive summaries should condense and highlight the contents of the proposal in such a way as to provide Alabama State Port Authority with a broad understanding of the entire proposal. • Section 3: Responses to RFP section 3.0 Vendor Information and Policies. Please maintain the same format the RFP was written in. (i.e. label each section, 3.1, 3.2, 3.3, etc.) • Section 4: Response to RFP section 4.0 Scope of Requested Services. Please describe how your services and facilities will meet the outlined requirements. Please maintain the same format that the RFP was written in (i.e. label each section, 4.1, 4.2, 4.3, etc.). • Section 5: Description of services proposed with pricing. In addition, please identify any unique offerings you have available.     Page 3     
    • Disaster Recovery Hotsite RFP for ASPA  3.0 Vendor Information and Policies 3.1 Vendor Profile Please provide a brief overview of your company and services, including discussions of: 1. Mission Statement 2. History 3. Customer Service Approach 4. Organization, size, and locations 5. Prior twelve months investments into disaster recovery services (equipment, service upgrades) 6. What hardware platforms are supported? 3.2 Vendor Support 1. Please provide a brief overview of where the support for Alabama State Port Authority will originate. 2. Please describe the existing support structure for hot-site and or business recovery services, identifying any local facilities. 3. Please specify any certifications that you may have received. 3.3 References 1. Please provide three references of customers currently using your hot-site with requirements comparable to that of Alabama State Port Authority requirements. 2. Please provide the company name, contact name, contact title, and telephone number for each reference. 3.4 Financial Data Please provide a copy of your company’s audited annual reports from the last 2 years. 3.5 Subscriber Data 1. How many subscribers does your company support? 2. How many subscribers are from the Mobile, Alabama area? 3. How many of these subscribers have similar or greater hot-site requirements than that of the Alabama State Port Authority? 4. How many of these use the same primary recovery facility being proposed to Alabama State Port Authority? 3.6 Vendor Policies 3.6.1 Subscriber Risk Limitations 1. How does your company limit the number of subscribers per facility? 2. Will you agree to contractually limit the number of Subscribers? If not why? 3. How will you agree to limit the risk of simultaneous declarations from multiple subscribers? 3.6.2 Pre-Emptive Access Rights Will you allow any subscriber to have pre-emptive rights of Alabama State Port Authority? If yes, please describe the circumstances that would allow this to happen.     Page 4

What is your policy on regional disasters, or multiple, simultaneous disasters when more that one subscriber invokes a disaster declaration? 2. Describe the primary recovery center proposed and alternatives. 3.6.4 Disaster Alert and Declaration 1. Define your disaster alert and declaration procedure. 2. How do you assign a recovery facility when a subscriber places a disaster declaration? 3. Describe the disaster declaration, customer identification, other procedures and their associated timeframes. 3.6.5 Telecommunications Vendor 1. Please describe which telecommunications vendors your hot-site utilizes. 3.6.6 Future Hardware Plans 1. Describe your plans for scheduled hardware upgrades and the approach used for long term hardware and software planning. 2. Describe how you communicate with subscribers as to what their future hardware needs would be. 3. Please describe the procedure to handle subsequent upgrades by Alabama State Port Authority. 3.6.7 Hot Site Environmentals and Physical Security Describe in detail the physical security in place at hot site facilities (primary/alternate). Discuss hot site environmental capabilities including but not limited to the following systems: 1. UPS 2. Diesel backup 3. Smoke detection 4. Water detection 5. Fire suppression 6. Chilled water 7. Wind load capacity of the hotsite building 8. AC/DC power capabilities     Page 5     
    • Disaster Recovery Hotsite RFP for ASPA  4.0 Scope of Requested Services 4.1 Minimum-Hot-Site Services Subscription Requirements ASPA requires the following capabilities at the Hot-Site: Description Quantity Comments Rack for Servers 1 Full Rack or 1 Half Rack ASPA desires up to 42u capacity per rack. Please list prices for full and half rack. Point to Point Metro Ethernet 1 Connection at a speed of 10MB or Please list providers of Point to Point connection between ASPA and HotSite higher. Please list speed increments Connections offered. Internet Connection at HotSite 1 Connection at a speed of 5MB or Please list providers of Internet higher. Please list speed increments Connections offered. Network Connectivity for Servers at Please list network connectivity your site provided 4.2 Information Systems Office Facilities The disaster recovery site should have office facilities available for 10-20 ASPA Information Technology (IT) personnel during tests or during an actual disaster. These facilities should have the capability to be equipped with ten telephone lines and ten personal computers. 4.3 Critical Department Office Facilities Departments other than IT may require office facilities during testing or an actual disaster. What area office facilities are available? List the facility and profile of features. 4.4 Recovery Site Facilities Describe what is available at your facilities for ASPA use during testing and recovery. 4.5 Operations and Technical Support Please detail your support that can be expected during testing and in the event of a disaster. (i.e. network setup assistance, etc) Please detail daily support that is available upon request. 4.6 Cold Site Alternatives Please detail your Cold Site alternatives to support continuous business processes that may be required during an extended outage. 4.7 Quick Ship Capabilities Please describe Quick Ship services or affiliations that you have with providers for HP and Cisco.     Page 6
