Legal and administrative information – Paradox and diversion
79% of the PSI holders (legal) interviewed offer legislative and administrative information free of charge via the internet.
84% of the PSI re-users (legal) draw upon web portals for legal or administrative information on a weekly or less basis.
Yet only 38% of PSI re-users were satisfied with the web portals.
„ The message from the survey here is that all stakeholders involved in the re-use of legal and administrative information must take care not to regard the formal requirement upon a public body to disseminate information as synonymous with an approval or permission to re-use the information. Complaint of the requesting organisation: Business information companies and lawyers use citizen registration data to obtain information on people who have moved. Up until July 2008 both business information companies and lawyers have been able to obtain the data. Now the data is no longer being made available to business information companies but is still available to lawyers. It is not yet clear why there has been such a change in data policy. Note, too that the cities of Bochum and Gelsenkirchen generate yearly revenues of €220,000 and €170,000 respectively from the sale of citizen registration data. The Roads Ahead – Proposals for context and example actions
Consolidate, strengthen and expand the emerging PSI networks
ACTION: IWG-Netzwerk in Germany, MoU with ePSIplus programme, PSI Alliance and other associations.
ACTION: Appoint network hub as a central resource. A role for the ePSIplus “one-stop-shop”?
Sensitize eGovernment programmes to the PSI re-use agenda.
ACTION: Each network rolls out a PSI checklist to be distributed to eGovernment programme coordinators.
ACTION: EU (alone or with partner) issues PSI Guidance Notes and/or even PSI Implementation Handbook.
Position PSI re-use (and use) with innovation and the effective management of information risk
ACTION: Conference to promote a PSI test bed for companies analagous to the MySociety.org in the UK.
ACTION: Networks issue White Paper on the need to know information assets to assess information risk.
