Situation analysis 26/01/10 MeTA SUCCESSES CHALLENGES
E stablished a multi-stakeholder collaboration in 2007 with aim to improve access to essential medicines through transparency and accountability.
Two annual fora held with participation of stakeholders (2008 & 2009) and planning the third one for 2010.
Keeping the flame alive!
Strengthening the network further and breaking barriers for better cooperation and access to critical inputs
Established MeTA Council in 2007 to oversee the MeTA pilot phase and set-up mechanisms and structures for its operations (administrative, technical, financial)
Financials accounted for
Consistent participation in meetings of council members,
expanding the interest and participation by other stakeholders
Maintaining financial operations under strict standards of accounting principles.
Set up a fully functional website
Increasing hits and continuously upgrading website in terms of design, efficiency and content.

Completing the Data Disclosure Survey
Proactive use of Data Disclosure Survey as an evidence base to guide policy and decision making to help government set up accountable and transparent structures and processes for medicines selection, registration, procurement and use.
Research projects launched
Analysis of pharmaceutical sector data
Health financing for the poor
Level II & III surveys on medicines
Pharmaceutical benchbook
Health Financing for the Poor
Finding the right contractors and meeting schedules
Transparency and accountability project
Good Governance in Medicines (GGM) Award project ( in collaboration with WHO ) to be presented in 3 rd MeTA Forum
Creating awareness and interest to participate (extended deadlines)
Conducting on-site evaluation of applicants and summarising detailed results for decision making

Priorities and Milestones in the workplan implementation 26/01/10 MeTA PRIORITIES MILESTONES
Continuing the MeTA Council meetings and further strengthening its operations including the capacity and performance of the secretariat
Monthly meetings conducted with full documentation.
There will be elections in for MeTA Council Executive Committee in January 2010.
Secretariat is now past the initial learning curve, after 6 months.
Breaking barriers for transparency
Set up structures to facilitate disclosure and accessibility of information to the public. The activities supportive of this are:
MeTA website
Support to the EDPMS of DOH
Projects to be launched:
Study on medicines promotions & advertisements
Tools for evaluating ethical practices in industry and the medical profession
Strengthening of DTCs
Call for proposals and TORs have been developed

Disclosure and transparency of processes in Philhealth, PITC, DOH and BFAD
Provide support for evidence-based decision and policy making
Improve accountability and transparency in the management of medicines for LGU's
Activities in support of goal:
GGM awards ( lead by WHO and DOH)
Pharmaceutical management course for LGUs to be undertaken in 2010
Disclosure of processes in Philhealth, PITC, DOH and BFAD
Disclosure by private sector e.g. promotions
Completion of Data Disclosure Survey (November 2009)
Stronger advocacy by civil society organizations
CHAT, the coalition of civil society organizations has been formed and will hold back-to-back forum with MeTA Forum in January 2010
Stronger participation by the media
Option on including representative of the media in MeTA council is being explored
