Warner Robins Air Force Base (WRAFB) is a major military site locatedjust east of the city of Warner Robins, Georgia.WRAFB is the home of several major units, including the Warner Robins AirLogistics Center (WRALC), the 78th Air Base Wing, the 330th AircraftSustainment Wing and the 402nd Maintenance Wing.

To accelerate compliance with bothfederal laws and executive orders, the402nd Maintenance Wing needed toanalyze its energy consumption and findways to reduce it.Working with EMC Engineers, McKenney’sbegan a study in November 2010 and willcontinue the analysis into the summer of2011.Final analysis will allow the 402nd Maintenance Wing to identify anddocument alternative energy systems that reduce consumption offossil fuels, steam, gas and water; minimize net greenhouse gasemissions; increase renewable energy use; and cut expenses.

The scope of the project includes a retrocommissioning audit for HVAC systems in the paint/depaint facilities, which includes six buildings covering more than 450,000 square feet.The purpose of the audit is to document equipment, controls status andoperational practices that do not comply with current requirements, aswell as system deficits and energy impact.The final report will include repair/replacement recommendations andestimated costs.Although this is not a LEED® project, it is a strong first step towardimplementing an Energy Management Program in these facilities.
  4. 4. The challenges of this project are numerous.Many of these facilities were not commissioned when they werebuilt, and have endured significant changes and/or re-purposingover the years. When painting operations are underway, access is restricted due to environmental and other safety concerns. Plus, these operations are on very tight schedules with very little downtime.In other words, the facilities are available forfield data collection and manipulation of thecontrols only in very small windows.

McKenney’s received facility productionschedules in advance and the analysis teamsare working odd hours and off shifts to takeadvantage of every available time slot.However, when production schedules change,the Energy Services team works closely withmany parties at the base to resolve issues.
