District Staff Officer-Public Education
6 September 2013
Subject: Activity Report for January-September 2013
1. We currently have 51 Auxiliary instructors in D-14 who presented 131 hours of public
boating safety education instruction during this period.
2. The Hawaii Department of Land and Natural Resources (DLNR) has issued a rule that
requires all boat operators in the State of Hawaii to take a state-approved boating class as
of 10 November 2014. The Department of Boating and Ocean Recreation (DOBOR)
provided the D-14 USCG Auxiliary with their new “local law” curriculum. This
information has been incorporated into supplemental training and testing materials. We
have distributed these items to our flotilla staff officers along with student and instructor
materials. Our public education programs in Hawaii now meet the new state education
3. We continue to explore alternative means of providing D-14 boaters with safety
instruction ie. on-line and alternative scheduling schemes.
4. Some of our D-14 flotillas currently offer boating safety instruction specifically to police,
fire, and ocean safety personnel in their areas of operation.
