What is Greenhouse effect?The greenhouse effect is a process by which thermal radiation froma planetary surface is absorbed by atmospheric greenhouse gases,and is re-radiated in all directions.   • 3. What is Carbon Credit and What saysKyoto Protocol ? Carbon CreditA permit that allows the holder to emit one ton of carbon dioxide. Carboncredits can be traded in the international market at their current market price. Kyoto protocolPartner countries have established the greenhouse gas (GHG) reductiontargets in accordance with Kyoto Protocol.It says that a party that has exceeded the permitted number of emissions isobliged either to purchase carbon credits from the projects’ developers to fixthe misbalance, or pay penalties to the state. Georgia in International Area Georgia ratified the UN Framework Convention on Climate Change(UNFCCC or “Convention”) in 1994 as non-Annex I country with theeconomy in transition. In 1999 Georgian Parliament ratifiedthe Kyoto Protocol. In November 2004, a Memorandum ofUnderstanding on cooperation in thearea of CDM projects was signed by the Government of Georgia . On April 12, 2010, Tbilisi Mayor Gigi Ugulava signed the Covenant ofMayors.
