  • 1. BRAZIL AND ITS POLITICAL ORGANIZATION, LEVELS AND POWERS Brazil is a Federal Republic, composed of three levels: Federal, State and Municipal and three governmental powers which are the Executive, Legislative and Judiciary.

    • LEVELS
    • There are 26 States, a Federal District and each state is composed of municipalities which are the basic political unit.
    • POWERS I n these three levels (federal, state and municipal) the government is composed of Executive and Legislative. The Judiciary acts in the Federal and States levels.
  • 3. • POWERS
    • 1. EXECUTIVE POWER
    • The Executive Power is exercised under federal parameters by the President in a presidential system aided by the Ministers of State, by the Governors of each State and by the Mayors in a Municipal parameter. It is guaranteed by the Federal Constitution, a four-year term elected by direct vote of citizens and the possibility of be consecutively re-elected only once for an equal period.
  • 4. 2. LEGISLATIVE POWER
    • The Legislative Power, under a federal parameter, is exercised by the Federal Deputies and by the Senators, which make the Chamber of Deputies and the Federal Senate.
      • 2.1 NATIONAL CONGRESS
      • The National Congress is constituted of 513 Deputies and 81 Senators, which its main function is making up the laws.
      • 2.1.1 FEDERAL MEMBERS
      • Each state and the Federal District elect their Federal Deputies by direct vote of citizens, in an amount set by the Federal Constitution, proportional to the amount of population, for terms of four years and they can be re-elected indefinitely.

      • 2.1.2 SENATORS
    • Each state has three Senators, elected by direct vote of citizens, amount defined by the Federal Constitution, equally and not proportional to the amount of population, with an 8- year term and they may be re-elected indefinitely.
      • 2.2 STATE LEGISLATIVE ASSEMBLIES
      • Each state and the Federal District elect State Deputies by direct vote of citizens, according to the amount set by the Federal Constitution and proportional to the amount of population, for a four-year term and they can be re-elected indefinitely.
      • 2.3 MUNICIPAL CHAMBERS
      • Each Municipality elects their Councilors by direct vote of citizens, an amount set by the Federal Constitution proportional to the amount of population, for a four-year term and they can be re-elected indefinitely.

    • 3. JUDICIARY POWER
    • The Brazilian Judiciary has the task of administrate the justice in order to ensure that the principle of legality is respected. The Judges and Ministers of higher courts as well as in the federal and in the states sphere are chosen by tender.
      • 3.1 FEDERAL SUPREME COURT
    • Its main function is to defend the Constitution, exercising control over the constitutionality of laws as well as federal and state legislative acts.
      • 3.2 SUPERIOR COURT OF JUSTICE
    • Its main function is to judge resources of judicial decisions that deny or contradict the federal laws.

      • 3.3 FEDERAL JUSTICE
      • It judges the causes that the Federal government, the municipalities, public enterprises and foreign states are involved with.
      • 3.4 JUSTICE OF WORK
      • It judges and reconciles the individual and collective conflicts between workers and employers due to their employment relationship.
      • 3.5 ELECTORAL JUSTICE
    • It judges the actions involving the election system. It organizes, monitors and determines the final results of elections in the country.
      • 3.6 MILITARY JUSTICE
    • It is responsible for prosecuting and judging the military crimes specified in law.
      • 3.7 STATE JUSTICE
    • It judges the causes that are not within the competence of the Federal Justice.

    • • Searching for partnerships that complement and aggregate the goals of customers as mentioned above;
    • • Searching for solutions that enable, in a satisfactory manner, the expectations of customers.

    • 3.1 Our goal is to provide to people and business involved, a perfect control of all running issues in the Parliament.
    • 3.2 The work we are presenting is the result of years of experience in legislation monitoring, which proudly gives us credit to assure it is the best legislative information of the country.
    • 3.3 It is composed of five information products, which are: New Propositions, Thematic Research, Propositions Course, Agenda Course, and Deadlines for Amendments.

    • Submit to the initial consideration of our customers, basic information on new propositions that joined in the Legislative Houses.
      • 3.3.1.2 – Frequency
    • Weekly, issued Monday with the information regarding the previous week.
      • 3.3.1.3 – Coverage
    • All propositions submitted.
      • 3.3.1.4 – Content
      • Identification of the proposition, with the number received and author, origin, text headline, topics covered, laws mentioned and original distribution.
  • 14. 3.3.2 - THEMATIC RESEARCH
      • 3.3.2.1 – Goal
    • Present to clients, briefly, the main information on the propositions in course, relating to all sectors or issues of interest.
      • 3.3.2.2 – Frequency
      • It’s eventually at a client’s request that is the responsible to select sectors and issues to be searched.
      • 3.3.2.3 – Coverage
      • Through indexation criteria, all proposals submitted in process which the selection will be made from.
      • 3.3.2.4 – Content
    • Identify the proposition, its origin and main text.
  • 15. 3.3.3 – PROPOSITIONS COURSE
      • 3.3.3.1 – Goal
    • Provide key information to customers on proposition course of interest.
      • 3.3.3.2 – Frequency
    • Monthly issued with updated information through the date of closing month.
      • 3.3.3.3 - Coverage
    • The proposals selected by the customer, at levels of priority.
      • 3.3.3.4 – Content
    • Identify the proposition, with the number received and author, origin, menu, topics covered, legislation mentioned, initial order, attached propositions and history of relevant events of its course.
  • 16. 3.3.4 - AGENDA COURSE
      • 3.3.4.1 – Goal
    • Present to clients, briefly, the main information about the propositions of interest that will be subject to any proceedings.
      • 3.3.4.2 – Frequency
    • Weekly issued on Tuesdays, whether there are events planned for the current week.
      • 3.3.4.3 – Coverage
    • The propositions selected by the customer, at levels of priority.
      • 3.3.4.4 – Content
    • Identify of the proposition, with the number received and author, origin, menu, defined by the customer base matter, rapporteur and summary of the event planned.
  • 17. 3.3.5 - DEADLINES FOR AMENDMENTS
      • 3.3.5.1 – Goal
    • Inform clients on the opening deadlines for amendments of the propositions of interest, and the corresponding result.
      • 3.3.5.2 – Frequency
    • Along with the opening deadline determined according to the rules by the Commission where the project is being processed.
      • 3.3.5.3 – Coverage
    • The propositions selected by the client, at levels of priority.
      • 3.3.5.4 – Content
    • Identify the proposition, with the number received and author, menu, Committee, rapporteur and period of acceptance of amendments.
