A report issued in July 2013 by the PennEnvironment Research & Policy Center attempting to make the case that Pennsylvania should start requiring dramatically higher bonds to be posted up front by shale gas drillers in the state to cover possible future expenses related to drilling. It is a back-door way of trying to raise the cost of drilling so high that it becomes economically unattractive--and therefore is not done as often. Yet another new tactic in the battle of unreasonable anti-driller to try and slow the use of clean-burning natural gas simply because it's a "fossil fuel".
