A proposed Consent Decree filed with the Commonwealth Court by the PA Dept. of Environmental Protection against Waste Treatment Corporation for their municipal sewage treatment plant in Warren, PA. The plant is discharging effluent that is too salty into the Allegheny River. Critics say the plant continues to accept and process Marcellus Shale frack wastewater. However, the plant says that practice ended in 2011. The Consent Decree, if it is accepted (after a 30 day public comment period) will gradually reduce the amount of TDS (total dissolved solids) the plant can discharge.
