A 13-page memo drafted by employees at the Ohio Dept. of Natural Resources in 2012 but never released nor implemented. The memo is a plan of action to promote Utica Shale drilling in state-owned parks. ODNR staff rightly guessed the s---storm they would face if they released it. The wacko Sierra Club got wind of it and sued under a FOIL request to get a copy so they could make some fundraising hay with it. And here it is.
