A letter written by the Independent Oil & Gas Association of New York executive director Brad Gill to New York Gov. Andrew Cuomo, urging him to release the SGEIS (new shale drilling rules) before the Nov. 29, 2012 deadline. After that date the rulemaking process begins all over again and will delay the release of drilling rules by months, perhaps years.
